About this file

This file is a Questions and Answers document for Solicitation 191NLE25Q0025, a Department of State procurement for INL Santo Domingo's 911 Camera Upgrade Phase II B project. The solicitation requires procurement of Outdoor Network Switch Kits, specifically the Altronix NetWaySP8C3WP5K9 kits, to be delivered to Miami, with the U.S. government handling subsequent shipping to the Dominican Republic. Key details include delivery of kits in minimum lots of 50, with a 90-day delivery timeline, and the government reserving the right to negotiate or cancel the contract for significant timeline changes.

The Q&A document clarifies several important aspects of the procurement, including export licensing (no specific restrictions identified), customs handling (vendor ships to Miami, USG manages DR customs), and technical support (Spanish-language remote support is acceptable). Additional administrative details include registering software licenses for multiple contacts (specifically adding Carlos George, Chief of Technical Operations), and confirming that partial deliveries are acceptable. The solicitation is due on May 28, 2025, with questions accepted until May 20, 2025, through the provided Excel submission template.

Questions and Clarifications

IdentifierTechnical, Cost, or AdminRFP Section and Page ReferenceQuestion or Clarification RequestOfferor Recommendation (if any)Government Response to Question
*Note: Answers must be complete, well-written, and address all aspects of the question or clarification request. The goal is to provide adequate information so an additional round of Q&A results in few or no follow-up questions.Change to RFQ? If so, where?
Q1TechnicalSection 3, Page 4Can the government confirm whether any specific export licenses (e.g., EAR99 or ITAR) will be required for the shipment of the Altronix NetWaySP8C3WP5K9 kits from the U.S. to the Dominican Republic?Clarify licensing requirements early to prevent delays in shipment and compliance issues.to the best of our knowledge there no components in this Purchase request that have export restrictions. It is however, incumbent on the vendor and manufacturer to ensure they follow all appropriate laws and regulations.
Q2AdminSection 4, Page 5Will the U.S. Embassy or INL Santo Domingo assist with customs clearance in the Dominican Republic, or is the contractor solely responsible for all import-related processes?Define the roles and responsibilities for customs handling to ensure proper coordination.Vender obligation is to ship to Miami. USG ships from Miami to the DR and covers all customs and import.
Q3TechnicalWarranty Section, Page 6Can the government provide a template or specific format for the required affidavit certifying unit destruction under warranty claims?Provide a sample affidavit format to standardize compliance and avoid legal discrepancies. This should be provided by Axis.
Q4TechnicalTechnical Support, Page 6Does the government require that warranty support be performed by personnel physically located in the Dominican Republic, or can Spanish-language remote support from the U.S. satisfy this requirement?Clarify if remote support is sufficient to avoid unnecessary subcontracting or in-country staffing costs.Spanish language remote support is sufficient to meet contract terms. As the manufacturer has the established capability to provide support in the DR, the vendor/manufacture may wish to do so prior to replacing a defective unit or component.
Q5TechnicalScope of Work, Page 3Is there a preferred sequence or location prioritization for partial deliveries of the Outdoor Network Switch Kits across the Dominican Republic?Provide delivery phasing priorities to streamline logistics and ensure alignment with operational goals. All kits will be delivered to Miami.
Q6TechnicalAnnex A, Page 9Can substitutions of equivalent or superior battery models be proposed if the PSL-BT-48320-GC2 is backordered?Allow substitution of compliant batteries that meet or exceed specs to avoid supply chain delays. No
Q7TechnicalProject Documentation, Page 7Should software licenses and updates be registered solely to Mr. Martin Santana, or should other DR 911 administrators also be included?Include additional administrative contacts to ensure continuity and access in case of personnel changes. Thanks for the suggestion, please include: Carlos George, Chief of Technical Operations.

Q8AdminShipping Instructions, Page 8Should digital copies of shipment labels and markings be submitted for pre-approval prior to dispatch?Confirm pre-approval of labeling to avoid customs delays or rejection at receiving warehouse. That's a great idea! You may go ahead if you feel comfortable. However, we have not experienced delays due to unapproved labeling in the past.
1. Will they accept partials in lots of 50-100 at a time as the kits are made?Yes, partials delivery in lots of 50 minimum. But the offer should stipulate the delivery timeline for all units
1. these kits include components from other sources outside of Altronix. What happens if there is a delay beyond the 90 day delivery timeline? The government will negotiate timeline changes with the vendor. The government reserves the right to cancel the contract if the timeline changes are significant.
Is the government warehouse a U.S. bonded warehouseNo, It is not, if you are shipping from an oversea location the customs broker being used likely has a bonded warehouse at the port of entry. If the item is being shipped within US to SUVI, bonded shouldn't be a requirement.
