U.S. Department of State (DoS)
Bureau of International Narcotics and Law Enforcement Affairs (INL) Guatemala
Strengthen National Institute of Forensic Sciences of Guatemala (INACIF) Ballistic Lab capabilities.
191NLE24Q0017
STATEMENT OF WORK
Strengthen National Institute of Forensic Sciences of Guatemala (INACIF) Ballistic Lab capabilities.
GENERAL
The Contactor shall provide all labor, services, materials, equipment, transportation, supervision, standard equipment warranty and all requirements necessary to accomplish the efforts described in this Statement of Work (SOW).
The Bureau of International Narcotics and Law Enforcement (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime.
INL programs support two of the Department of States’ strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
The INL section of the U.S. Embassy in Guatemala is responsible for providing assistance to the host government to develop and implement effective counter narcotics, anticrime, and border control programs. INL-G works closely with US law enforcement agencies to ensure that Guatemala has the training and the tools needed to combat illicit drug traffic and transnational organized crime. INL-G also works with various Government of Guatemala (GOG) institutions. The Letter of Agreement states: “The Government of the United States of America and the Government of the Republic of Guatemala agree to establish and to support projects designed to improve Public and Citizen Security and promote Rule of Law” and justifies that “to improve citizen security, INL will work with National Civil Police (PNC), municipalities, and other counterparts to establish and support public security/community-based partnerships with improve communication between security forces and the communities they serve”. The general objective of the Project Implementation Letter signed with INACIF is “to strengthen the institutional capacities including the ballistics laboratory to provide an effective response to prosecution cases and criminal investigations at the national level”.
DESCRIPTION
INL-G requires the purchase of one forensic comparison microscope for the National Institute of Forensic Sciences of Guatemala (INACIF), particularly the Ballistics Laboratory, in order to expedite ballistic expert reports requested by the competent authority. A ballistic expert report includes microscopic analysis involving the comparative study of injuries and micro-injuries of evidence (cartridges and projectiles collected from the scene) and ballistic traces (elements obtained from civil or criminal records or generated from the weapon submitted for analysis). In the Ballistics Laboratory, comparative and identity ballistic expert reports are carried out, specifically comparing the evidence found at the scene or on the victim's body with undisputed elements generated by the suspected weapon. It can be conclusively determined whether or not they were fired by the device, thereby making significant contributions to criminal investigations, providing useful information for scientifically and conclusively clarifying criminal acts.
The Contractor will be responsible for adhering to all policies and procedures of the DOS- INL in the procurement and delivery of the specified equipment.
The Contractor shall provide all required labor, personnel, management, materials & equipment to supply INL-G with the required equipment.
THE SCHEDULE
1. Type of Contract This requirement will result in the award of a Firm Fixed Price (FFP) contract in accordance with the specifications of this statement of work (sow). No additional sums will be payable due to any escalation in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.
2. Effective Period of Contract
This contract shall be effective on the date of the Contracting Officer’s signature and shall remain in full force and effect until all equipment is received and accepted by the U.S. Government in accordance with the contract delivery date NLT (30 calendar days after receipt of award).
3. Supplies and Pricing
The Contractor shall provide to the U.S. Government new, not previously used nor refurbished or recycled equipment in strict compliance with the specifications at the agreed upon firm fixed price.
