Request for Proposal (RFP): 191NLE24R0008 El Salvador Shooting Simulator and Software Training
18 MARCH 2024
1. Row 17 states, “The UTP structured cabling system for voice and data services must meet the ANSI/TIA/EIA – 568-C.2 Category 6A specifications and the recommendations included in the following standards and addenda” This is a new requirement that was not part of the RFI. Can you clarify what this is talking about since our system does not provide voice and data services? If the solution requires connectivity using network data cabling, that is the requirement and standard to be used by the contractor. (in case needed).
2. Row 21 states, "A list of the proposed equipment shall be provided, it shall include: Item Description, Name of Manufacturer, Model Number, Serial Numbers, Quantity, Unit Price." VirTra can provide everything being requested in our response to the RFB, EXCEPT the serial numbers of all proposed equipment. With the understanding that if VirTra were to win this competition we would at that time be able to provide serial numbers can you clarify if this is needed as it would require us to hold inventory until a decision was made and be an undue burden. For those situations where the serial number is not available at this point of the process, it can be completed in a later stage and for the solicitation purposes, you can use “”TBD” for that specific field.
3. Row 49 states, "The Contractor shall provide, at no additional cost to the Government, software user interfaces, operator and maintenance manuals, and video scenarios in English. The required language will be identified by the Government in each delivery order." This statement seems to be contradictory between sentence 1 which states everything to be provided in English and sentence 2 which states the language will be identified in each delivery order. Can you please clarify what is meant by each delivery order? Are there additional delivery orders expected? If so can we get a list of languages that might be requested? If the contractor is able to supply all items in a single delivery order or if the contractor requires more than one delivery order, the required langue is also English. In other words, if a partial delivery or a complete delivery is done the language always has to be English.
4. Row 107 states, “Any equipment, hardware, and software or parts thereof, repaired or furnished in replacement under this contract, shall be subject to the same warranty terms as equipment, hardware, and software initially delivered.” Can you clarify if the Government is stating the 3 year warranty should start over if something is replaced or repaired or are they stating that if something is repaired or replaced it will maintain the duration of the purchased warranty? It will maintain the duration of the purchased warranty.
5. In 10.2.0 CLIN 003 TRAINING WEAPONS Quantity: varies The line item contradicts itself and states, “Q:2 - Tactical Light on Rail (Weapon Mounted Flashlight)” but then states “-1 weapon mounted tactical light”. Can you please clarify the quantity needed? Two are required.
6. Will there be an extension to the submission time that is at least equal to the time it takes to respond to these questions? I believe an extension should be provided based on the significant questions we are receiving. Yes, we will update SAM.gov to extend for another week.
7. What are the room(s) configuration and dimensions required? Must fit entirely within room size 7.0M (width) x 10M (length) x 3.0M (height). This is a drop down ceiling. The height can be extended up to 3.5 meters which will result in a hard ceiling (per Page 9 of the RFP).
8. Page 8 of RFP “Capable of linking with other like simulators”? Please clarify what this means and what are the expectations. If a second system from the same brand is necessary for a future project. Current project’s accessories must be compatible with the future second system, regardless of whether the second system is a 180-degree system or less. This requirement applies only to products and series listed in the current contractor’s product catalog; should the catalog or series change, this compatibility requirement will no longer be necessary.
9. It is stated that “on-site” support is required. Is this through installation and training, or is the expectation for this to be through the duration of the contractual agreement? For the duration of the contractual agreement.
10. - 9.2 Delivery Schedule Delivery is to the US Embassy in El Salvador. This contract is comprised of a one-year base period, and four, one-year option periods (plus a six-month option to extend in accordance with FAR 52.217-8).

18. Remove transport cases, which are unnecessary for a system that is by the specifications installed at a fixed location. Transport cases are required. No changes will be performed to the current solicitation.
19. Industry recoil kits (regardless of supplier) are not compatible with Glock 17T pistols as those pistols have an offset firing pin that only works with UTM ammunition. Recoil kits our company and other suppliers in the industry are designed for centerfire pins found in standard pistol models such as the Glock 17 (but not 17T). However, the RFP continues to specify the Glock 17T will be used, and that recoil kits must be provided for them. We do therefore recommend that any vendor who proposes recoil kits for use with Glock 17T for this RFP, be requested to demonstrate their compatibility, and declare the operational lifespan of the recoil kit, specifically in the Glock 17T. No need for a demonstration of compatibility or lifespan. No changes will be performed to the current solicitation.
20. Several of the requirements for the training weapons in CLIN 003 became much more detailed (since the RFI) and now include the product/feature names of a specific vendor. The product descriptions in CLIN 003 now include, among other names:
1. “Threat-fire return simulator”
1. “Advanced Skills magazine”
1. “Advanced Refillable…” These are product names (some trademarked). Further, the “Threat-fire return simulator” incorporates an electro-shock delivered to trainees during training, which is a patented capability to a particular company. Which may prevent all other US companies from offering/delivering a compliant solution without violating patent. Companies are permitted to showcase their product features; The sole requirement is that they must be able to deliver a product with the necessary capabilities. No changes will be performed to the current solicitation.
