About this file

This document is a Questions and Answers (Q&A) file for Request for Proposal (RFP) 191D3226R0010 for Media and Social Media Monitoring services. The Q&A addresses several key submission and procedural concerns from potential offerors, including SAM.gov registration challenges, proposal submission methods, and document formatting issues. Electronic proposal submissions are permitted via email to JakContractingOffice-RFP@state.gov, with specific requirements: maximum 10 MB file size, Adobe PDF format only, no executable file extensions, and submissions must be segregated into specified volumes. The U.S. Embassy will assist bidders with SAM.gov registration and allows alternative submission methods like mail or hand delivery, but SAM.gov registration remains mandatory for award eligibility. The contracting office declined to extend the submission deadline due to pressing acquisition needs, advising potential offerors to consult IT specialists if experiencing document compatibility issues.

Questions and Answers

Q1. Could the Embassy advise if there is any way to help us resolve or escalate our SAM.gov issue, or recommend the correct point of contact to ensure it is addressed before the deadline?

A1. The U.S. Embassy will do what we can to assist bidders to register on SAM. Just let us know by describing at which step you are having difficulty.

Q2. If we are still unable to submit via SAM.gov by 19 December, would hard-copy submission be acceptable for our application/document package? If yes, could you please confirm:

o The exact office/section and address for delivery o Required format (originals/copies, notarization, translations, etc.)

o Whether an appointment is needed and any labeling/reference we should include

We understand SAM.gov is managed by GSA, and we are continuing to work through FSD.

However, due to the deadline, we want to confirm the allowable submission method to avoid any compliance issues.

A2. Yes. In accordance with the solicitation, offerors may submit offers by mail or hand delivery to the address indicated in Block 9 of SF-1449 (page 1).

However, please note that SAM.gov registration is still required to be eligible for award.

Q3. Regarding the submission of the quote, please kindly confirm if it could be sent via email to JakContractingOffice-RFP@state.gov.

A3. Yes. Electronic proposal submissions will be accepted at JakContractingOffice- RFP@state.gov, subject to the following conditions stated in the RFQ:

• Maximum single email size: 10 Megabytes (10 MB)

2/2

• Files containing .exe or other executable extensions will be rejected

• Electronic submissions must be segregated in accordance with the volumes set forth in Section 3 (Part A and Part B)

Offerors are responsible for ensuring timely delivery and compliance with all submission requirements.

Q4. We are experiencing difficulty working with the RFQ document, as certain sections cannot be copied or edited. Several portions of the RFQ are required to be completed and incorporated into our submission (e.g., price sheet format, Representations and Certifications, and SF-1449). We would appreciate guidance on how to proceed and respectfully ask whether the deadline could be extended to allow proper preparation of our offer.

A4. The solicitation documents have been posted in the format required and will remain unchanged. Offerors are responsible for preparing their submissions using the information provided in the RFQ.

Unfortunately, due to the pressing need to complete this acquisition, we cannot extend the deadline. If your computers are having difficulty with the document formats, we suggest consulting with an Information Technology specialist to assist you with your computer’s compatibility.
