About this file
This document is a Request for Proposal (RFP) issued by the U.S. Embassy in Jakarta, Indonesia for Legal Counsel Services for their Human Resources Office. The RFP (Number 191D3226R0004) seeks to award a contract/purchase order to the most responsible company offering the lowest price, with proposals due by November 6th, 2025. Potential offerors must submit electronic technical proposals to JakContractingOfficeRFP@state.gov, following specific formatting requirements including file size limitations (maximum 30MB) and acceptable formats (MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF).
To be considered, offerors must complete and submit several required documents, including SF-1449, Section 1 Pricing, Section 5 Representations and Certifications, and additional information specified in Section 3 of the solicitation. Critically, all offerors must be registered in the System for Award Management (SAM) database prior to proposal submission, with failure to do so potentially rendering the proposal non-responsive. The U.S. Government may award the contract based on initial quotations without further discussions, though they reserve the right to hold discussions with companies in the competitive range if necessary.
