About this file
This document is an Amendment of Solicitation/Modification of Contract for Legal Counsel services for the U.S. Embassy in Jakarta, Indonesia. The solicitation (Solicitation No. 191D3226R0004) covers a base year from December 1, 2025, through November 30, 2026, with two option years (December 1, 2026-November 30, 2027, and December 1, 2027-November 30, 2028). The contract includes four primary Contract Line Item Numbers (CLINs): Legal Consultation (30 minutes), Legal Services (60 minutes), Rush Service Surcharge, and Training/Legal Briefing Sessions, with estimated quantities of 200 consultation sessions, 100 service sessions, 5 rush services, and 2 training sessions per year.
The amendment extends the proposal submission deadline from November 6 to November 10, 2025, at 16:00 Jakarta time. It clarifies that DBA insurance is required in accordance with federal acquisition regulations, and contractors must also comply with local Indonesian insurance programs including BPJS Ketenagakerjaan (Employment Insurance) and BPJS Kesehatan (Health Insurance). The pricing is to be submitted in Indonesian Rupiah (IDR), with a standard 11% VAT applied. The document includes a question and answer section addressing insurance requirements and correcting a discrepancy in the option year performance periods.
