About this file

This document is a Questions and Answers (Q&A) clarification for RFQ 191D3226Q0004, which solicits hotel venue services for the Indonesia Scam Center Workshop in Bali, July 2026, managed by OPDAT. The Q&A addresses key submission and eligibility requirements, clarifying that only hotels located in the Greater Kuta Area, Seminyak, and Legian will be evaluated; there is no approved hotel list, and properties need not be affiliated with U.S. hotel chains provided they are legally operating in Indonesia with all required licenses and permits. Minimum submission documentation includes the completed SF-1449 form (Page 1), Section 1 (Pricing Schedule), Section 5 (Representations and Certifications), and any additional documentation specified in Section 3 of the RFQ. SAM registration is not mandatory but is encouraged.

The Q&A clarifies pricing and operational requirements, including that CLIN 1 (Meeting Services, July 7–9, 2026) encompasses 198 packages based on 66 participants over three days, and that CLIN 3 (Equipment, Supplies, and Additional Services) requires itemized breakdown with items included at no cost priced as Rp.0. Both conference facilities and lodging must be provided at the same property to minimize logistical challenges. Dietary accommodations beyond the specified Halal/No Pork/No Lard requirements will be communicated to the successful contractor no later than five working days before the event, with offerors responsible for including reasonable accommodation within quoted pricing. Amendment No. 0001 revises CLIN 4 and CLIN 5 regarding check-in and check-out dates, which offerors must reference in preparing quotations. Third-party companies may submit quotations on behalf of hotel properties, provided all required licenses, permits, and supporting documentation are included.

191D3226Q0004 – Hotel Venue Services: The Indonesia Scam Center Workshop

OPDAT, Bali, July 2026

QUESTIONS AND ANSWERS

Q1: We reviewed the RFQ and noted that the required hotel location is limited to the Greater Kuta Area, Seminyak, and Legian. Our property is located outside these specified areas. Would our quotation still be eligible for consideration, or will the Government only evaluate quotations from properties located within the stated areas?

A1: The Government will only evaluate quotations from properties located within the Greater Kuta Area, Seminyak, and Legian, as specified in the solicitation. Quotations proposing properties outside these areas will not be considered.

Q2: What kind of documentation should we provide?

A2: Please refer to Section 3, Solicitation Provisions, of the RFQ for the complete submission requirements and instructions. At a minimum, offerors shall submit:

1. SF-1449 (Page 1), completed and signed, if applicable;

2. Section 1 – Pricing Schedule;

3. Section 5 – Representations and Certifications; and

4. Any additional information and supporting documentation required under Section 3 of the RFQ.

Offerors are responsible for ensuring that their quotation package fully complies with all solicitation requirements at the time of submission.

Q3: We are still working on our SAM registration. Could we participate in this solicitation?

A3: While SAM registration is not mandatory for this solicitation, offerors are encouraged to maintain an active SAM registration and obtain a UEI number, if applicable.

Q4: For CLIN 1 – Meeting Services, July 7–9, 2026, the Pricing Schedule indicates a quantity of 198 packages. Could the Government clarify how this quantity was determined?

A4: The quantity of 198 packages under CLIN 1 represents the estimated requirement for sixty-six (66) participants over three (3) full meeting days, calculated as follows:

66 participants × 3 days = 198 packages.

Offerors shall provide pricing based on the quantity specified in the Pricing Schedule.

Q5: For CLIN 3 – Equipment, Supplies, and Additional Services, may offerors leave pricing information blank for items included in the meeting package at no additional cost?

A5: No. As stated in Sections 1 and 3 of the RFQ, offerors shall provide an itemized breakdown for all equipment, supplies, technical support, and additional services required under CLIN 3.

Items included in the meeting package at no additional cost shall be identified and priced as Rp.0. Items that are separately chargeable shall be clearly identified and priced accordingly.

Q6: We would like to request the approved hotel list for this project or confirm whether only American hotel chains are acceptable for this requirement.

A6: There is no approved hotel list for this requirement. Offerors may propose any hotel property that is legally operating in Indonesia and possesses all required licenses and permits.

Offerors shall also comply with the location requirements specified in the solicitation. There is no requirement that the proposed hotel be affiliated with a U.S. hotel chain.

Q7: We would like to confirm the maximum radius or proximity requirement applicable to the proposed hotel location.

A7: Please refer to A1 regarding the required hotel location.

Q8: Under CLIN 4 – Lodging, Point 3, the applicable check-in and check-out dates are not specified. Could the Government please clarify the required dates?

A8: Amendment No. 0001 revises CLIN 4 and CLIN 5. Offerors shall refer to the amended solicitation documents and prepare their quotations accordingly.

Q9: In the event that a single hotel property is unable to accommodate both the conference and lodging requirements, would it be acceptable to propose two separate hotel properties? If so, could the Government please confirm the maximum acceptable distance between the two properties?

A9: No. The Government requires both the conference facilities and lodging accommodations to be provided at the same property in order to minimize logistical challenges and support efficient execution of the training program.

Q10: In addition to the dietary requirements identified in the RFQ (Halal / No Pork / No Lard), are there any known food allergy restrictions or other dietary limitations that offerors should consider, such as seafood, shellfish, or other allergens?

A10: At this time, the Government is not aware of any food allergy restrictions or additional dietary requirements beyond those identified in the solicitation. Should additional dietary requirements be known, they will be communicated to the successful contractor, if applicable, no later than five (5) working days prior to the event. Offerors shall include reasonable accommodation of such dietary requirements within their quoted pricing.

Q11: May a company submit a quotation on behalf of a hotel property?

A11: Offerors shall ensure that the quotation package includes all licenses, permits, certifications, and supporting documentation required under Section 3 of the RFQ for the proposed services and facilities. Failure to provide the required documentation may affect the Government's evaluation of the quotation. The Government will evaluate quotations in accordance with the solicitation requirements.
