About this file
This document is a Questions and Answers (Q&A) notice for a Lab Services contract (Notice ID 191BWC25R0009) for the U.S. International Boundary and Water Commission (USIBWC). The incumbent contractor is EGC-AGEISS LLC, with a previous contract value of $1,712,572.09. The solicitation concerns laboratory services for California NPDES permit requirements, with specific details about sample collection, laboratory certifications, and reporting requirements.
Key details include acceptance of subcontracted field collection services, overnight sample shipments, and flexibility in laboratory certifications (California ELAP or federal NELAC are acceptable). The government prefers unit cost pricing due to event-based sampling, and requires comprehensive testing of parameters including E. coli, Enterococci, Fecal Coliform, Norovirus, and Enterovirus. Electronic data deliverables in Excel format are preferred, with bench sheets submitted in PDF, and scanned Chain-of-Custody forms are acceptable. Dry weather transboundary events will be priced per event, with the understanding that event frequency varies annually based on infrastructure challenges.

191BWC24F0095
EGC-AGEISS LLC
Base plus 4 $1,712,572.09
2. Sample Collection & Logistics o Will all sampling be performed by USIBWC personnel, or should contractors also include optional pricing for subcontracted field collection services?
Samples will be collected and shipped by on site personnel, however we will welcome the optional costs in the event we need that service
• Are overnight shipments on ice acceptable to meet sample holding time requirements?
• Yes
3. Laboratory Requirements o Must the prime contractor’s laboratory hold California ELAP certification for all parameters, or will subcontracted ELAP-certified laboratories be acceptable for certain analyses?
Subcontracting for certain analyses is acceptable o Can the Government confirm if analyses not listed in the TRVMP QAPP but included in the solicitation must also carry ELAP certification?
For the federal government, other certifications especially federal NELAC are acceptable.
4. Deliverables & Reporting o Are electronic data deliverables (EDD) in Excel format sufficient, or does the Government require a specific database-compatible format?
Excel format is the preferred EDD, Bench sheets can be submitted in PDF o Will Chain-of-Custody (COC) forms be required in both scanned electronic form and original hardcopies?
Scanned is acceptable
5. Contract Structure o Will the Government accept pricing on a unit cost per sample/parameter basis, or require a firm-fixed total price by CLIN?
Unit cost is preferred as some of the sampling is event based and may or may not occur
6 For dry weather transboundary events (Task 5), should pricing assume one event annually, or should multiple events be priced in as contingencies?
Dry weather events are not one event annually but cannot be determined as they vary each year based on infrastructure challenges resulting in the spills. Provide price per event and we will obligate multiple events
7. May an interested bidder NOT bid on ALL Tasks, e.g., Task 4? Or NOT bid on a select portion of a Parameter Group, e.g., E. coli, Enterococci, Fecal Coliform, Norovirus and Enterovirus?
As this is for the California issued NPDES permit requirements, all tests are required by the state of California. However, subcontracting other parameters is allowed and is expected.
