About this file
This document is the INTERNATIONAL BOUNDARY & WATER COMMISSION MINIMUM QUALIFICATIONS FOR AWARD form. It outlines the minimum experience requirements for contractors bidding on the federal contract opportunity to perform emergency replacement of components within the grit facilities at the South Bay International Wastewater Treatment Plant (SBIWTP) in San Diego County, CA.
The form requires contractors to answer 'yes' or 'no' to questions regarding their experience, including a minimum of 5 years on similar construction projects, experience as a prime contractor with the federal government, experience performing infrastructure improvements to wastewater treatment plants while operations were ongoing, and a minimum of 5 years installing specialty piping systems for wastewater treatment plants. Contractors must provide backup information using IBWC Form 245B to support any 'yes' answers, and a subcontractor's experience can be used to satisfy the requirements. The contracting officer may request additional information to determine responsibility under FAR 9.104-1, which must be provided within 24 hours. Failure to provide the required information will result in the contractor being found ineligible for award.
