About this file

This document contains questions and answers from the second round of inquiries regarding Solicitation Number 19-100-SOL-00008 for the purchase and distribution of antiviral drugs. The solicitation seeks oral antiviral drugs approved or pending FDA approval for influenza treatment to be procured by the Division of Strategic National Stockpile within the Department of Health and Human Services for rapid dispensation during an influenza pandemic. The quantities requested increased significantly but the final contract value will depend on awarded vendors' pricing aligned with government requirements. The expanded definition of eligible drugs has no effect on multiple planned IDIQ contracts.

Solicitation # 19-100-SOL-00008 – 2nd Round of Questions and Answers

May 22, 2019

1. Sections B.3.3 & C.7. - Since quantities increased significantly, is there a corresponding increase in the dollar amount for the acquisition?

No. The final awarded/allowable amount may be adjusted dependent upon the relationship between the awarded vendors proposed pricing and the Government’s requirement.

2. Sections B.1 & B.3 - Amendment 4 expands the definition of the requested drug to

"Oral antiviral drugs that are FDA-approved or in process of obtaining FDA-approval for influenza treatment" which opens up the RFP to additional products that can be considered by HHS/ASPR. What impact does this have to the IDIQ component to the RFP?

No impact. The Government intends to issue multiple IDIQ Contracts.
