About this file
This is an Addendum to an Invitation for Bid issued by the North Carolina Department of Public Safety (NCDPS) for the North Carolina National Guard's Raeford Region lawn care services. The solicitation (BID NUMBER: 19-IFB-2247657567-RMT) seeks year-round lawn and grounds maintenance services for five National Guard readiness centers located in Raeford, Fayetteville, Parkton, Red Springs, and Saint Pauls, North Carolina. Services include mowing, edging, trimming, debris and leaf removal, and weed and grass control to maintain professional landscape appearance. The addendum reschedules the mandatory site visit to July 31, 2026, with visits staggered across all five locations beginning at 9:00 AM at the St. Pauls Readiness Center and concluding at 2:15 PM at the Fayetteville Readiness Center. Vendor questions are due by August 5, 2026, with responses provided by August 10, 2026. The bid opening date is August 13, 2026.
The addendum's primary substantive change eliminates all Historically Underutilized Business (HUB) requirements from the solicitation due to legislation enacted by the North Carolina General Assembly that eliminated the Office for Historically Underutilized Businesses. All HUB-related statutory and administrative requirements are rescinded effective immediately, while all other solicitation terms, conditions, specifications, and requirements remain unchanged. Contact for all site visits is Shane Potts at shane.m.potts2.nfg@army.mil, and the purchaser is Morgan Rilling. No pricing information, set-asides, incumbents, contract term, or funding amounts are specified in this addendum document.
