About this file
This is an Addendum 1 to an Invitation for Bid (IFB) issued by the North Carolina Department of Public Safety for lawn care services at five National Guard readiness centers in the Raeford Region. The addendum modifies the mandatory site visit schedule due to inclement weather, establishing new visit dates for July 31, 2026, across all five locations: St. Pauls Readiness Center at 9:00 a.m., Red Springs Readiness Center at 10:15 a.m., Raeford Readiness Center at 11:15 a.m., Parkton Readiness Center at 1:00 p.m., and Fayetteville Readiness Center at 2:15 p.m. ET, with Shane Potts as the primary contact. Vendor questions must be submitted by August 5, 2026, with responses provided by August 10, 2026. Bids remain due on August 13, 2026. The scope of work includes year-round mowing, edging, trimming, debris and leaf removal, weed and grass control, and related grounds maintenance on National Guard-owned facilities. Pricing is submitted on a per-occurrence basis covering 25 standard mowing visits, 1 mulch application, 3 leaf removal occurrences, 2 fertilization and seeding occurrences, and bush-hog services as needed. The initial contract term is one year from execution with options to renew for up to two additional one-year terms.
The addendum also removes all Historically Underutilized Business (HUB) requirements from the solicitation following recent legislative action eliminating the Office for Historically Underutilized Businesses in North Carolina. All other terms, conditions, specifications, and requirements of the original solicitation remain unchanged. Award will be made to the lowest responsive bidder meeting all specifications. Vendors must be North Carolina registered entities in good standing with the electronic vendor portal, provide financial stability certifications, submit three customer references for similar work, and complete background checks. Work must be completed during specified duty hours (8:00 a.m. to 4:30 p.m. at readiness centers and 7:00 a.m. to 3:00 p.m. at Field Maintenance Shops).
