About this file
This is a bid addendum issued by the North Carolina Department of Public Safety for lawn care and grounds maintenance services for the NC National Guard Hickory Region under IFB 19-IFB-2229270906-PTW. The addendum, issued on June 24, 2026, clarifies the bidding methodology for vendors responding to this solicitation. Bids are due July 10, 2026 at 2:00 PM ET. The scope of work encompasses six facilities within the Hickory Region: Hickory Readiness Center, Lincolnton Readiness Center, Mooresville AASF, Newton Readiness Center, Statesville Readiness Center, and Taylorsville Readiness Center. Services include year-round lawn maintenance consisting of mowing, edging, trimming, debris and leaf removal, weed control, mulching, seeding, fertilizing, and maintenance of stormwater control measures and retention ponds. Services are scheduled for twenty-nine visits annually from July 1, 2026 through June 30, 2027, with mowing every 10 days during March through September and every 15 days from October through November. The initial contract term is one year with options for two additional one-year renewals at the State's discretion upon thirty days' written notice. Mandatory pre-bid site visits are scheduled for June 30 and July 1, 2026.
A critical requirement established in this addendum is that vendors must bid on complete regions only; the Hickory Region cannot be split, and all lawn maintenance within the region must be covered with no exclusions permitted. Pricing must be submitted on Attachment A and must include all costs for labor, equipment, supplies, materials, and transportation. Payment is contingent on work inspection and acceptance, with contractors required to complete a Post Lawn Care Checklist at each location before submitting invoices. Vendors must register with the North Carolina Electronic Vendor Portal (eVP) and the NC Secretary of State prior to contract award and must provide financial stability certification, HUB supplemental vendor information, minimum three customer references, background checks, and certifications regarding federal lobbying restrictions and E-Verify employment eligibility verification. The State reserves the right to award to a single vendor or multiple vendors and to reject any or all bids. Written questions are due July 2, 2026 at 2:00 PM ET.
