About this file
This document is a Single Source Justification for a simplified acquisition by the Western Area Power Administration (WAPA) to procure enhancements to MCG Energy Solutions' Integrated Asset Management (IAM) Counterparty Checkout software. WAPA is procuring these enhancements under the authority of FAR 13.106-1(b)(1) for simplified acquisitions, as MCG is the sole developer of the IAM software and does not permit access to it by other sources. The total estimated value of the one-time procurement is . WAPA will use MCG's existing GSA Federal Supply Schedule contract for this requirement. The enhancements will not function without the IAM license, so the period of performance will end on 12/31/2024 in accordance with the license period. WAPA did not conduct market research, as MCG is the sole source for the IAM software.

Single Source Justification Western Area Power Administration (WAPA)
FAR 13.106-1(b)(1), Simplified Acquisitions
1. Identification of the agency and the contracting office.
U.S. Department of Energy, WAPA, CRSP Office, Colorado
2. Description of supply or service required to meet the agency’s needs.
This requirement is a single source firm-fixed-price procurement to MCG Energy Solutions, LLC (MCG) for a set of enhancements to the existing MCG Integrated Asset Management (IAM) Counterparty Checkout software (DOTO 89503024FWA400839). The enhancements will not function without the IAM license so the enhancement period of performance will end on 12/31/2024 in accordance with the license period of performance.
3. The rationale or circumstances for limiting competition.
MCG is the sole developer of their IAM software. All work is performed by MCG, and they do not utilize any subcontractors or outside system integrators for the implementation of their solution from development through final cutover. MCG confirmed they do not permit access to their IAM Counterparty Checkout software so no other source may perform the work.
4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.
Market research was not conducted as the MCG IAM Counterparty Checkout software is proprietary to MCG. WAPA is procuring an enhancement to the current MCG IAM software, not pursuing a new solution for the Integrated Asset Manager (IAM) currently provided by MCG. WAPA made the determination that MCG was the single source to provide the IAM software when awarding DOTO 89503024FWA4008939. The solicitation will be posted as an RFQ on GSA.
5. Price estimate, including all options, if applicable.
The total estimated dollar value for this acquisition is a one-time cost of . The estimate is based on the use of previously submitted competitive pricing for the MCG implementations.
6. Recommended source.
WAPA will be using MCG’s General Services Administration (GSA) Federal Supply Schedule (FSS) contract # GS-35F-0332T for this procurement.
