About this file

This is Amendment #1 to Request for Proposal #19-5934 issued by the University of Wisconsin-Madison for an Emergency Notification System. The amendment was issued on September 6, 2018, with a proposal due date of October 16, 2018, at 2:00 PM CDT. The amendment clarifies bidder questions regarding submission requirements and eligibility criteria. The Pre-Solicitation Conference must be attended in person; remote participation via conference bridge is not available. All contractual services must be performed within the United States, with limited exceptions under the World Trade Organization Government Procurement Agreement and Wisconsin Statutes 16.705(1r). Proposals must be submitted in person or by mail; faxed or emailed responses will not be accepted. Proposal prices and terms must remain firm for sixty days from the proposal date to opening.

The amendment addresses key inquiries from prospective bidders regarding geographic restrictions and submission procedures. Companies from outside the United States, including those from India or Canada, may apply if they can perform all required services within the United States; inability to meet this requirement disqualifies the proposal. The contact agent for questions is Todd Pooler at UW Purchasing, located at 21 N Park Street, Suite 6101, Madison, Wisconsin 53715. Bidders must certify compliance with competition standards, debarment status, and conflict of interest regulations upon submission. No other pricing terms, set-asides, or funding source information is detailed in this amendment document.
