About this file
This document is a translation of Articles 34 and 35 from Japan's Safety Ordinance for Cranes (Ordinance of the Ministry of Labor No. 34, September 30, 1972), which establishes mandatory inspection and testing requirements for crane equipment.
Article 34 requires employers to conduct annual self-inspections of installed cranes at regular intervals, with load testing as a mandatory component. Load tests involve loading the crane with a weight equivalent to its rated load and performing operations including lifting, traveling, slewing (rotating), and trolley traversing at rated speed. Exemptions from load testing apply to cranes that underwent load testing within two months prior to the inspection date, cranes whose inspection certificate validity expires within two months after the inspection, and cranes installed in locations such as power plants or substations where load testing is significantly difficult and deemed unnecessary by the competent Labour Standards Office. The inspection requirement does not apply during periods when the crane is not used for more than one year, though a self-inspection is required before resuming use.
Article 35 mandates monthly self-inspections addressing specific safety components: overwind prevention devices, safety devices, overload alarm devices, alarm devices, brakes, and clutches; wire ropes and lifting chains; hooks, grab buckets, and lifting gear; wiring, current collectors, distribution panels, switches, and controllers; and for cable cranes specifically, fastening components of main ropes, rail ropes, and guy ropes plus winch installation condition. Like Article 34, the monthly inspection requirement does not apply during periods of non-use exceeding one month, but inspection is required before recommencing operation.

Section 3: Periodic Self-Inspections, etc.
(Periodic Self-Inspection)
Article 34
1. The employer must conduct a self-inspection of the crane once every year after its installation, at regular intervals. However, this shall not apply to a period during which the crane is not used for a period exceeding one year.
2. The employer must conduct a self-inspection of the crane mentioned in the proviso of the preceding paragraph when commencing its use again.
3. The employer must conduct a load test during the self-inspections specified in the preceding two paragraphs. However, this shall not apply to cranes that fall under any of the following items:
1. A crane for which a load test based on the provisions of Article 40, paragraph 1 was conducted within two months prior to the date of the said self-inspection, or a crane for which the validity period of the crane inspection certificate will expire within two months after the date of the said self-inspection.
2. A crane installed in a location, such as a power plant or substation, where it is significantly difficult to conduct a load test, and the chief of the competent Labour Standards Office has deemed a load test unnecessary.
4. The load test in the preceding paragraph shall be conducted by loading the crane with a load equivalent to the rated load, and performing operations such as lifting, traveling, slewing (rotating), and traversing of the trolley at the rated speed. (Revised in part by Ordinance No. 21 of the Ministry of Labour, Heisei 2 [1990])
Article 35
1. The employer must conduct a self-inspection of the crane once every month at regular intervals, regarding the following matters. However, this shall not apply to a period during which the crane is not used for a period exceeding one month.

2. Presence of damage to wire ropes and lifting chains.
3. Presence of damage to hooks, grab buckets, and other lifting gear.
4. Presence of abnormalities in wiring, current collectors, distribution panels, switches, and controllers.
5. For cable cranes, presence of abnormalities in the parts fastening the main rope, rail rope, and guy ropes, and the condition of the winch installation.
2. The employer must conduct a self-inspection of the crane mentioned in the proviso of the preceding paragraph, regarding the matters listed in the items of the same paragraph, when commencing its use again.
