Questions and Answers
1. What is the anticipated performance period? I assume that the bank of hours is good for work that will be performed as a base year? Are the hours as needed or is the expectation that there is a concrete start date with work performed until the hours have been exhausted?
The contract kick-off shall begin on or before September 28th, 2018 and the contract will expire when the hours are exhausted.
1. Is the government open to remote development? For example, remote meetings via Web Ex / phone? Development at the contractor site?
Yes
1. The SOW states that there are multiple data sources to absorb. What database platform are the sources pushed to?
The data sources could be flat/csv files, DB2, SQL Server, etc., with odbc/jdbc connectivity. Data will be consumed by and within the Qlik environment.
1. Is the government using a local installation of the Qlik suite, or is it the cloud version? What version of the Qlik suite?
The Qlik enterprise environment is physically located in the IHS data center. Software is Qliksense/Qlikview enterprise edition (QV11/QS Nov 17)
1. Besides HIPAA, are there any other standards, protocols that would need to be adhered to?
Security requirements are consistent with government agency requirements, (i.e., NIST, HIPAA, Privacy, etc). See the attached Additional Terms and Conditions.
1. In the proposal, should draft Section 508, NIST, and FIPS documents be included?
NIST, FIPS and Section 508 requirements apply to this requirement. See the attached Additional Terms and Conditions.
· Can you please provide the period of performance for the IDIQ.
This is not an IDIQ Order – this is a labor hour contract.
· Can you please provide the period of performance for the first task on the IDIQ.
This is not an IDIQ Order.
· The quotation instructions indicate you want one single document that contains: Price, Technical Response, Resumes, and Past Performance.
Can you please confirm we may submit price and the other responses in the same document?
No, Price must be submitted via a separate document.
· We do not see a requirement for submission of the form entitled, “Indian Health Service Buy Indian Act Indian Firm Representation Form”. Should we submit this form, or will self-representation in SAM.gov suffice? Would this affect page limitations?
The Representation form is hereby included. Offerors shall submit the completed form with the quotation submission. This form will not be counted against the page limitations.
· Will a statement that our Reps and Certs are updated in SAM.gov be sufficient or would you like a “completed copy” included as a separate attachment with our response? Would this affect page limitations?
The offeror shall complete only paragraphs (b) of the provision - 52.212-3 -- Offeror Representations and Certifications -- Commercial Items. (AUG 2018) - if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of the provision.
