Scope of Work The Indian Health Service (IHS) has extended its national reporting environment, the National Patient Information Reporting System (NPIRS), to include an enterprise Business Intelligence (BI) framework that supports national, area and facility level reporting. IHS has embarked upon the journey of empowering our end users by developing self-service reporting solutions that include, but not limited to, development and implementation of executive/summary, operational and analytic dashboards that incorporate user friendly, ad-hoc reporting solutions that support various agency clinical programs throughout the agency.

Most of the data to support national reporting will be leveraged from the National Data Warehouse (NDW) environment which includes a variety of customized functional data marts. The NPIRS environment was developed in 1986 and is scalable to support continued, iterative enrichment to promote robust historical and near real time reporting to meet agency reporting objectives. The purpose of NPIRS has always been to produce accurate and timely reports that are required by headquarters, OMB, congress, and other federal agencies/partners. These mandated, mission critical reports provide information on patient care, workload, quality, population and other key performance metrics that enable IHS to globally manage, monitor and assess patient management and patient care for American Indians and Alaska Natives (AI/AN).

This solicitation will enable services that adopt industry and agency best practices and collaborate and augment the existing BI development team to support the agencies demand of developing Qlik BI solutions (QlikSense and QlikView) that turn clinical and administrative data into actionable information and enable program offices to support mission critical program objectives to better manage individual patients and local facilities.

Contract services are outlined as below:

· Develop BI solutions leveraging data from a myriad of sources (NDW, external data sources, etc).

· Develop guided and predictive analytic solutions that support data reporting, mining, trending, etc.

· Develop BI/reporting solutions that support data mining, predictive analysis of current and historical data to make predictions about future risks and opportunities and track key performance indicators.

· Develop data discovery solutions that include ad-hoc reporting, simple and advanced graphical representations of data via simple user interfaces (i.e., data visualization, dashboards, self-service BI, mobile BI, balanced scorecards, alerts), and support delivery of solutions that promote data analysis in real or near real-time.

· Develop re-usable solutions that can be leveraged at the national, area or facility levels.

· Ability to support/inject data governance practices and procedures aligned with agency frameworks.

· Ability to leverage an agile or hybrid software development lifecycle.

· Ability to adhere to security and privacy guidelines and policies, i.e., definition of access permissions and access controls, system alerts, adherence to PII/Privacy Act Regulations, HIPAA and other security/privacy requirements.

· Ability to inject business rules or customize code to support dashboard delivery.

· Ensure all reporting solutions are compliant with all applicable Federal IT standards, section 508 and provide functional support in a 24x7 operating environment.

· Ability to adhere to established HHS/NPIRS PMO and change management processes.
