QUOTATION SUBMISSION REQUIRMENT

NOTE: Quotes that fail to follow the quotation submission requirements may be determined unacceptable and may be rejected from further consideration.

Government intends to make award without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

All quotes shall consist of sections addressing the following:

PRICE – Offeror shall ensure that the pricing is provided for all items and that their representations and certifications are complete.

TECHNICAL CAPABILITY – The technical capability shall be made up of the following technical elements:

· Offeror’s methodology to develop BI solutions leveraging data from a myriad of sources (NDW, external data sources, etc.).

· Offeror’s methodology to develop data discovery solutions that include ad-hoc reporting, simple and advanced graphical representations of data via simple user interfaces (i.e., data visualization, dashboards, self-service BI, mobile BI, balanced scorecards, alerts), and support delivery of solutions that promote data analysis in real or near real-time.

· Offeror’s ability to adhere to security and privacy guidelines and policies, i.e., definition of access permissions and access controls, system alerts, adherence to PII/Privacy Act Regulations, HIPAA and other security/privacy requirements.

This submission is limited to 7 pages.

KEY PERSON – Resumes shall be submitted for the proposed Senior BI Developer and Junior BI Developer. Each resume shall be limited to four (4) pages and shall provide the following information:

a. Educational degrees or other relevant education.

b. Work history as it relates to the PWS task (s) to be assigned to that individual.

c. Successful accomplishments of challenging tasks relevant to their work assignments.

Both candidates shall meet the minimum requirements below:

SENIOR BI DEVELOPER (VI) with experience in software development specifically leveraging Business Intelligence tools.

Minimum Experience and Education: A minimum of five years of experience in: (1) utilizing the BI Qlik (QlikSense) software. Expert in working independently and delivering dashboards in the QlikSense reporting tool. Experience in Qlikview is desired but not required. Additional experience in SAP BO, Tableau, Microsoft Power BI, or other tools is preferred, but not required (2) ability to create user stores, identify risk, and lead and manage parallel project efforts aligned with industry best practices. Minimum of five years progressive experience in: (3) agile and traditional waterfall software development lifecycle methodologies; (4) experience working within an information technology development framework and experience working with various software development technologies and tools. (5) Ability to manage technical resources and staff; (5) mitigate risks, lead internal testing and deployment activities (6) health care domain expertise is also desired, but not required.

OR

A Bachelor’s degree from an accredited college or university with a major field of study, such as information systems and over two years of experience in: (1) application development using business intelligence tools, specifically QlikSense; (2) experience with managing software development efforts and all application project lifecycle disciplines.

JUNIOR BI DEVELOPER (IV) with experience in software development specifically leveraging Business Intelligence tools.

Minimum Experience and Education: A minimum of two years of experience in: (1) utilizing BI Qlik (QlikView) software. Additional experience in Qliksense is desired but not required; (2) ability to work with minimal oversight/instruction, leverage an agile framework and adhere to industry and agency best practices (3) health care domain expertise is also desired, but not required.

OR

A Bachelor’s degree from an accredited college or university with a major field of study, such as information systems and over a year of experience in: (1) application development using business intelligence tools; (2) experience with managing software development efforts and all application project lifecycle disciplines.

PAST PERFORMANCE - Offeror’s are required to provide past performance references for at least 2 contract completed during the past four years or currently in process for substantially similar services as are being solicited under this RFQ. Failure to submit the required Relevant Past Performance Information with your proposal may result in rejection of the proposal. The Government may contact the reference to assess the quality of the services provided by the offeror. At the minimum the following must be provided:

a. Name and address of the referenced agency/organization/company

b. Point of contact and contact information

c. Contract number or reference number

d. A complete description of the work that was performed

This submission is limited to 5 pages.

ELECTRONIC TRANSMISSION OF QUOTATIONS

Quotes shall be emailed to the below address by the established due date. Quotes received after the established due date may be considered unacceptable and may be rejected. Email address: paul.premoe@ihs.gov

EVALUATION FACTORS FOR AWARD

(a) The Government intends to award a fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) purchase order resulting from this solicitation to the responsible offerors whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

(1) Technical Capability

(2) Key Person

(3) Past Performance

(4) Price, including all price related factors

(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract after acceptance of the offeror. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Government will conduct a best value evaluation to determine offerors for award. In doing so the Government may award to other than the lowest priced quotation or other than the highest technically rated quotation. All quotes shall be evaluated based on the following:

(1) TECHNICAL CAPABILITY

Technical Capability is to evaluate soundness of each Vendor’s demonstrated relevant knowledge and competence with regard to the Government’s requirements and program objectives; relevant capability to perform; understanding of, and approach to the work that the Vendor would have to perform under the prospective Contract.

(2) KEY PERSON

The government is to evaluate the proposed candidate’s demonstrated relevant knowledge and competence with regard to the Government’s requirements and program objectives; degree(s) obtained; and relevant previous experience.

(3) PAST PERFORMANCE

The Vendor will be evaluated to assess the demonstrated quality of performance on relevant experience on projects that are recent (within 4 years) and similar in scope, size and duration as identified in the PWS. Offerors are required to provide corporate references for no less than one contract completed during the past three years or currently in process for the same services as are being solicited under this solicitation. Provide applicable contract/order numbers, dollar values, description of tasks performed, and periods of performance. Contact information must include the name, phone number, mailing and e-mail address of the person who can verify the past experience. The Government may supplement the information offerors provide with other performance information from other source(s) such as its own experience with the offeror.

(4) PRICE EVALUATION

A detailed line by line price quote is required. The award will be fixed-price except the travel and shipping costs. Travel costs will be reimbursed in accordance with the Federal Travel Regulations. The formula below will be used to arrive at the evaluation price:

Total Price for CLIN0001 + Total Price for CLIN0002 = Total Evaluation Price
