Questions and Answers
· In text, 96 locations are identified yet more are found in Attachment 2. Please reconcile.
Appendix 2 is a representative list of IHS locations for reference only, while many are current program locations it is not intended to a be a list of such. All IHS locations are eligible for this program, location of future deployments is based on location interest and system availability.
· In CLIN 0010-0018, are there minimum quantities?
There are no minimum quantities for the option year.
· Please Define JVN DD on page 1 of the SOW.
"JVN Diagnostic Display" - A software and hardware package that presents retinal images for evaluation with stereo image viewing.
· Does the government have an existing list of IAS and Advance Camera Systems currently deployed that the contractor will be responsible for maintaining? Are they currently all one make/model or a variety? Systems vary widely in complexity and sophistication requiring varying skills to support such equipment. As such a list of current systems installed will be critical for estimating costs, providing quantity discounts, and managing risks for both the IHS and the contractor.
The program has three types of camera systems:
1. Topcon NW-6S with TL-301 relay lens and custom camera backs (Transcendent, Inc.) there are approximately 37 Topcons deployed and approximately 30 in storage.
1. Optos Daytona. There are approximately 59 Daytonas deployed, 0 in storage.
1. Centervue Eidon. – Undergoing validation testing, no units deployed.
These units are deployed at IHS affiliated clinics throughout the lower 48 and Alaska.
· When the government says 'collect and analyze date[a], publish results' under 'Advance Camera Identification, Testing, Validation, p. 4 of SOW) is the contractor expected to develop and propose a study design that identifies and recommends NQF accepted or adopted study measures, and if none are available, propose appropriate scientifically acceptable study measures, develop and propose analytical models to aggregate and analyze collected data, develop conclusions from study model, and publish in an academic journal? Put another way, what are the governments expectations from establishing a study design to publishing the results in peer-reviewed journals (to ensure integrity of the studies)?
Yes. A rigorous clinical validation of the Advance Camera (Eidon) system with peer-review journal publishable results is required. The validation testing is ongoing under an Institutional Review Board (IRB) approved protocol. The selected contract shall be responsible for completion of the study, data analysis and paper development.
· Please specify make/model of the IAS Camera in CLIN 0005 (and/or approved equal).
Optos Daytona with AF (there are no other approved systems).
· Please confirm that CLIN 0017 is for the purchase and installation of Optos Daytona systems (or approved equal?).
This item is for Centervue Eidon systems.
· Please confirm that CLIN 0018 is for the purchase and installation of 2 additional camera systems to be evaluated for future use.
This item is for all of the ancillary equipment required to make a clinic based system portable for mobile use (Imager travels to site, deploys system, images patients, repacks system, returns to home clinic.)
· Please specify make/model of the IAS Camera in CLIN 0018 (and/or approved equal).
Mobile units currently use the Topcon NW-6s cameras (drawn from IHS inventory) no camera purchase is intended with this item, only the required ancillary items (ex. Custom travel/shipping case).
· Please provide the address for the Healing Spirit Community Rehabilitation Center.

· Will the government further clarify which sites are I/T/U?
When sites apply they identify which type of site they are, either I/T or U
· Who will be the primary point of Contact?
Contracting Officer’s Representative will be identified with the contract award.
· Where will the equipment be purchased? Through this contract or through JVN?
Through this contract.
· Will the new equipment need new data cabling everywhere? Or is that what the site survey is for?
A condition of site participation is provision of an appropriately equipped room. Construction and provision of image rooms is not included in this contract. Contractor can assume an existing network jack will be available. It will be Contractor’s responsibility to ensure site readiness before arriving to deploy equipment.
· What is the expected response time from the time the survey is inquired to training?
60 days.
