Pre-proposal Conference/Site Visit Minutes and Attendance Record
The meeting opened at 10:00 a.m. Regina Williams asked attendees to sign-in. After everyone signed in, Ms. Williams welcomed the attendees to the Pre-proposal conference site visit.
Ms. Williams explained the purpose of the conference is to understand the Government’s requirement, proposal instructions, and conduct a site visit.
Ms. Williams introduce the Government personnel in attendance:
Regina Williams, Contracting Officer Maxwell Good, Contracting Officer Representative Roosevelt Walker, Contract Specialist
It was stressed that the Contracting Officer, Regina Williams, is the only individual with authority to bind the Government or to make any changes to the Request for Proposal (RFP) and that any remarks and/or explanations at the conference today will not qualify the terms and conditions of the solicitation.
Ms. Williams gave a basic overview of the RFP. The overview included: submission of questions, questions due date, reports and deliverables, proposal submission, proposal closing date/time, and performance period.
The meeting was turned over to the COR, Mr. Maxwell Good, who gave a brief synopsis of the general requirement of the building/room involved and Max conducted a tour of the work area.
The meeting adjourned at 11:40 a.m.

1. Local vendors have stated that Insinkerator no longer manufactures a 1.5 HP garbage disposal and that they only make a 1 or a 2 HP unit. If the awarded contractor cannot find a 1.5 HP unit what size unit does NCTR want it replaced with?
Answer: Garbage above existing rated hp rating will be allowed.
2. Would NCTR have an issue if the legs on their stainless steel tables are adjustable with jack screws that can twist to adjust and level the height?
Answer: Legs of stainless steel tables must be able to be locked and secure after installation. Jack screws to assist in installation are acceptable.
3. The bottle racks in the example room are all stainless steel. Does NCTR want to reuse the existing bottle racks or use all new stainless steel racks? If Stainless Steel, how many bottle racks were in the room and what were their dimensions?
Answer: Existing bottle racks will be reused.
4. Photo 3 (elevation 5) of the drawings is showing two new sinks. Does NCTR want two new garbage disposals or just one?
Answer: There is one disposal required in this area. This makes a total of two in the project.
5. General Notes, Page A 102 (1) When patching the vertical chase with metal, what gauge of sheet metal shall we use and what color shall we paint that chase? Item (2) States to paint the lab SW 1102, are we to paint the metal chase that color as well?
Answer: The metal used to patch the chase shall be light gauge. 2o gauge will be acceptable. Color of chase and lab will be the same.
6. Elevation view 6, photo 4 states to remove electrical raceway and to provide spares.
Does this imply spare raceways? If so does NCTR want additional spare raceways (if so how many and is contractor to purchase them) or spare only this one?
Answer: The intent of this note is that the contractor will remove wiring to the panel.
The existing breaker that was serving the outlets is to be labeled “SPARE”.
7. Elevation view 6, photo 4 states to install 3 duplex outlets on each chase. Are these outlets to be recessed inside the chase or installed in a junction box and flush mounted to the chase?
Answer: Outlets are to be flush mounted.
8. Does NCTR have a spec and color match for the vinyl floor?
Answer: No. There will not be vinyl floor added.

9. Elevation view 6, photo 4 states to wrap chase with SS back splash. Pg A103, upper left drawing, states that the back splash shall be seamless and sealed. Does NCTR want the chase back splash seamless with the SS counter top as one single piece or a separate piece sealed to the SS counter top with a type of sealant?
Answer: Chase backsplash should be seamless with the counter top.
10. Will NCTR specify what type of sealant will be authorized inside the facility?
Answer: Sealants used on counter tops and food preparation surfaces shall be food safe. There is no food grade requirement for sealants used in other areas.
11. How many garbage disposals and faucets are going back in new? It seems like 5 but I want to be sure. Looks like two on each side of the room and one in the middle.
Answer: There will be a total of two garbage disposals and three sinks total.
12. Regarding General note 4 on Page A 102, the note states to turn the vinyl down and seal it to floor. Is the contractor to add more vinyl to fill the gap where the cabinet was removed or leave that portion as exposed foundation/concrete?
Answer: The area where cabinets are removed will be left as concrete.
13. Where is the construction New Building/Renovations/Design for the FDA that you posted on 2/21/2018? It only states Lab Renovation, Building 26, Room B114 and does not have a link to the web site reference.
Answer: This requirement is not for construction New Building/Renovations/Design.
This requirement is for Lab Renovation, Building 26, Room B114 only. See Attachment D 2 Drawings posted on 3/30/18.
14. A sheet metal fabricator has asked about the type of and gauge (thickness) of stainless steel requested to go on the counter top. They recommended 316 but were not sure about either. Also, does the government wish to have some type of hard board or backer under the stainless steel counter? Please clarify the thickness and type of SS as well as the type of subsurface.
Answer: Countertops shall be constructed of 18 gauge type 304 stainless steel with a #4 finish.
Countertop edges shall be box marine type. Countertop backsplashes shall have 45 degree return and firmly attach to wall. Countertops shall be supported by an exterior grade plywood backer. Contractor shall field weld and polish joints. Sink bowls shall be fabricated with the same material as countertops.
