About this file

This is a Scope of Work document for a design procurement contract issued by Hillsborough County Engineering & Operations Department for the Town 'N' Country Regional Drainage Improvement Project. The county is seeking a qualified consulting firm to provide comprehensive stormwater engineering design services, including design and plans preparation, specifications and contract development, environmental permitting, subsurface utility engineering surveys, topographic mapping, right-of-way acquisition services, title search reports, utility coordination, geotechnical investigation and analysis, post-design construction services, construction phasing and maintenance-of-traffic analysis, and landscape architecture and design. The project aims to provide regional flood protection improvements for roadways and structures in the Town 'N' Country area (north and south of Hillsborough Avenue between Hoover Boulevard and Hanley Road) within the Sweetwater Creek and Lower Sweetwater Creek Watershed by implementing drainage and water quality improvements to address chronic flooding caused by the Henry Street Canal overtopping its banks. The design work is organized into four phases: Phase 1 focuses on Sweetwater Creek restoration and Sweetwater Park pond improvements; Phase 2 addresses green infrastructure and channel conveyance improvements; Phase 3 covers green infrastructure, channel conveyance, and culvert improvements; and Phase 4 involves design of a proposed box culvert along George Road. Design Phases 1 and 2 are funded and planned for Fiscal Year 2026, while Design Phases 3 and 4 are slated for Fiscal Year 2027 pending approval of future funding. Task work orders are anticipated to be issued from the contract to complete design work in phases as detailed in the Town 'N' Country Regional Drainage Improvement Project: Project Background Report.

The estimated contract value is $1,350,000.00. The project requires extensive coordination with the Florida Department of Transportation for the design and construction of two culvert crossings within FDOT's right-of-way, specifically at the Daniels Road crossing and the George Road intersection, which FDOT is designing under separate projects FPID 445674 and FPID 445677. Close collaboration between the County's design consultant and the Engineers of Record for the FDOT projects is essential, particularly regarding the Phase 4 culvert design along George Road.

Town ‘N’ Country Regional Drainage Improvements – Scope of Work for Design Procurement

Hillsborough County is seeking a qualified, professional consulting firm to provide stormwater engineering design services for the Town ‘N’ Country Regional Drainage Improvement Project.

Services include but are not limited to the following: Design, Plans Preparation, Specifications and Contract Development, Environmental Permitting, Sub-surface Utility Engineering (SUE) surveys, Topographic Mapping and Specific Purpose Surveys, Right-of-Way Acquisition Services, Title Search Reports, Utility Coordination, Geotechnical Investigation and Analysis, Post-Design Construction Services, Construction Phasing and Maintenance-of-Traffic Analysis, and Landscape Architecture and Design. Task work orders are anticipated to be issued from this contract to complete the design of the Town ‘N’ Country Regional Drainage Improvement Project in phases (as identified in the Town N’ Country Regional Drainage Improvement Project: Project Background Report).

The purpose of the project is to provide regional flood protection improvements for roadways and structures in the Town N’ Country area (north and south of Hillsborough Ave. between Hoover Blvd. and Hanley Rd.) within the Sweetwater Creek (SWC) / Lower Sweetwater Creek (LSWC) Watershed by proposing drainage and water quality improvements. The Town N’ Country community experiences significant and frequent flooding when rainfall events cause the Henry Street Canal to overtop its banks providing roadway and structure flooding. Project design will include large-scale stormwater conveyance improvements, attenuation improvements, habitat restoration, and inclusion of Green Infrastructure.

The anticipated phases are available in detail in the Town N’ Country Regional Drainage Improvement Project: Project Background Report and are summarized below.

Please note that Design Phases 1 & 2 are funded and planned for Fiscal Year 2026. Design Phases 3 & 4 are slated for Fiscal Year 2027 pending approval of future funding.

Phase 1 – Sweetwater Creek Restoration and Sweetwater Park Pond

The objective of Phase 1 is to restore and improve conveyance capacity and attenuation that will help accommodate additional runoff from upstream regional drainage improvements while maintaining recreational value of impacted community assets like Sweetwater Park and the Lower Sweetwater Creek channel. This phase will also include habitat restoration and enhancements.

Phase 1 of the design will focus on the required dredging in the LSWC main channel, extending approximately 1,275 feet south and 2,725 feet north of the channel crossing Memorial Highway. Additionally, this subproject includes excavation of a 2.5-acre pond within Sweetwater Park.

Phase 2 – Green Infrastructure and Channel Conveyance Improvements

The objective of Phase 2 is to improve conveyance capacity, provide maintenance access, and restore native creek habitat overtaken by invasive vegetation to alleviate regional flooding.

Phase 2 will focus on the design and permitting of the proposed channel improvements to both the LSWC main channel north of Berkley Prep and the improvements to the TIA Air Cargo Ditch leading up to Bray Road through Sweetwater Park. Channel improvements shall entail removal of sediment, excessive vegetation, brush and invasive vegetation. Additional improvements include construction of a proposed maintenance berm, bank stabilization and erosion control.

Creek adjacent land acquisition may be required to implement construction of the proposed maintenance berm. Land acquisition of the area currently occupied by the tennis court may facilitate restoration of the historical Creek flow path and may provide water quality improvement opportunities.

Phase 3 – Green Infrastructure, Channel Conveyance, and Culvert Improvements

The objective of Phase 3 is to provide an additional drainage corridor for the regional drainage system to alleviate flooding impacts while avoiding adverse community impacts to the surrounding residential area. Phase 3 consists of designing the bypass channel from George Road to the TIA Air Cargo Ditch and includes improvements to existing channels, crossings and construction of an additional concrete box culvert that will provide conveyance from the North/South bypass channel to the TIA Air Cargo Ditch.

Phase 4 – Proposed Box Culvert (George Rd Between Henry Street Canal and Phase 3 Bypass Canal)

The objective of Phase 4 is to provide an additional drainage corridor for the regional drainage system to alleviate flooding impacts while minimizing adverse community impacts to the surrounding commercial area. Phase 4 would include the final design of the box culverts along George Rd extending approximately 2,575 linear feet between the Henry Street Canal to the connection point with the bypass canal designed under Phase 3. The alignment of the culvert will need to be finalized in coordination with the design of the culverts discussed in the FDOT phases of the project.

Coordination with FDOT– Culverts to Be Designed and Constructed by FDOT

The objective of coordinating with FDOT is to promote collaborative integration of the County’s and FDOT’s culvert designs, budget work-planning, and construction phasing. Coordinating with FDOT involves the design and construction of two crossings within FDOT’s ROW. The first crossing extends west from Golden Drive before crossing beneath Hillsborough Avenue to connect the existing inlet west of Daniels Road with the existing channel on the south side of Hillsborough Avenue, just west of Archstone Drive. The second crossing is located within the intersection of Hillsborough Avenue and George Road. FDOT has since initiated the design of these two crossings under FPID 445674 – Daniels Road and FPID 445677 – George Road.

Extensive coordination will need to occur between the EOR of these FDOT projects and the design consultant for the County’s overall project, especially when considering the design of the culverts in Phase 4.
