About this file
This is a memorandum from the Hillsborough County Parks & Recreation Department to the Public Works Department regarding the proposed use of Sweetwater Park for the Town 'N' Country Regional Drainage Improvements Project. The project involves utilizing approximately 2.5 acres of park property in the northwest area to create a stormwater storage pond designed to alleviate flooding in the community. The scope of improvements includes pond development as a park amenity with walking paths, a kayak launch on the south side of the park, ditch and channel dredging and widening, associated parking for water access to Old Tampa Bay, and a vehicle maintenance path along the channel. All design, permitting, construction, and payment for these improvements are to be the responsibility of the drainage project, with no funding required from Parks & Recreation. The Parks & Recreation Department recognizes the project's importance and does not object to the concept, provided the park is appropriately improved and maintained.
The Parks & Recreation Department has established specific maintenance standards and recommendations that must be met by the Public Works Department, including stabilized banks with concrete or boardwalk paths, overlooks along pathways, native littoral plantings within the pond, and ongoing maintenance protocols. Maintenance commitments include vegetation control at least twice yearly to eliminate surface growth and reduce exotic plant encroachment on pond banks, and channel maintenance to preserve three feet of freeboard at low tide. The Parks & Recreation Department indicates openness to formalizing the agreement through a Board Resolution and Memorandum of Understanding with assistance from the Real Property Division. The underlying Town 'N' Country Regional Drainage Improvements Project is budgeted at $1,350,000.00 for stormwater engineering design services including design preparation, environmental permitting, utility engineering surveys, topographic mapping, right-of-way acquisition, utility coordination, and construction services.

Subject: Use of Sweetwater Park for Town’N’Country Regional Drainage Improvements
Staff of Engineering & Operations Division (E & O) approached Parks & Recreation Department (PRD) regarding the use of Sweetwater Park as part of E & O’s Town & Country Regional Drainage Improvements Project. The attached conceptual sketch provided by E & O shows the proposed improvements at the Park. We understand that the intent is to utilize Park property to create a stormwater storage pond in the northwest area of the property to help alleviate flooding in the community.
PRD recognizes the importance of the project and does not object to the to the concept provided that the park is improved and maintained appropriately. Below is a list of recommendations that have been discussed with E
& O staff.
List of Recommendations:
• New 2.5-acre pond created to improve stormwater capacity in neighborhood.
• Pond to be developed as an “amenity” for the Park with appropriate walking paths.
• New kayak launch, ditch/channel dredging and widening, and associated parking to be included in south side of the Park. This will provide access to Old Tampa Bay.
• Create vehicle maintenance path along channel to access new pond.
• All improvements to be designed, permitted, constructed and paid for by the drainage project. (PRD has no funds budgeted for improvements to Park).
• New pond to be constructed and maintained by PWD to Park standards as follows:
o Stabilized banks and walk paths (concrete or boardwalks).
o Overlooks along paths into pond and channel.
o Native littoral plantings in pond.
o Provide ongoing maintenance to eliminate surface vegetation growth (at least twice yearly).

Memo to Josh Bellotti regarding Town’N’Country Drainage/Sweetwater Park Date: 7/30/24 o Provide ongoing maintenance to reduce exotic growth on banks of pond (at least twice yearly).
o Provide ongoing maintenance to channel to maintain 3 feet of free board at low tide.
These recommendations, along with the required maintenance plan would help to retain the park’s value to the community and compensate for loss of park property. We are open to formalizing this matter via Board
Resolution and Memorandum of Understanding as appropriate with assistance from Real Property Division. We will await your response.
