About this file

This is a condition assessment and concept improvement plan report prepared by Edgewater Resources for the Michigan Department of Natural Resources (MDNR) regarding the East Tawas State Harbor. The report presents detailed design concepts and financial analysis for modernizing the harbor facilities, including installation of floating docks, improved shoreline access, a new boater services building, and enhanced utilities including Wi-Fi and 30/50 amp electrical service. The proposed improvements would accommodate 140 total slips (80 in slips, 60 broadside) with modern amenities like boater gathering areas, fuel dock facilities, and ADA-compliant features.

The financial analysis presents multiple phasing options ranging from $7.1-8.2 million in total costs. Phase One costs range from $1.7-2.9 million depending on the approach selected. The harbor currently generates approximately $203,000 in annual revenue with 40-60% operating expenses. The proposed improvements are projected to generate $337,000 in annual revenue at full build-out with 40-45% operating expenses. Revenue-generating facilities represent about 32% of total project costs ($2.6 million of $8.2 million), with the remainder being non-revenue public infrastructure. A boater survey indicated strong demand for improved electrical service, Wi-Fi, cable TV, and closer restroom facilities.

MICHIGAN DEPARTMENT OF NATURAL RESOURCES

The docks themselves are proposed to be floating docks with timber decking in compliance with current MDNR standards.

A new fuel dock is located much closer to shore than the existing facility, which makes staffing and customer service easier while also reducing costs and liability by reducing the necessary length of fuel lines. A shelter is provided for staff on the fuel dock, as well as modern pumpout facilities. An adjustable lift platform is proposed at the northern end of the fuel dock area to provide the best possible access for disabled boaters. While ADA standards go a long way towards creating accessible docks, the final step from the dock to the boat can remain a significant challenge depending on the relationship between the floating dock and boat itself.

A potential solution to this issue is an adjustable lift platform, which can lift the boater up or down to whatever level is most helpful for the particular boat they’re boarding. In addition to improved ADA access, the adjustable lift platforms can make Rec 101 boating programs easier to manage by easing access to the water from small watercraft as shown below.

The floating docks are proposed to be provided with modern 30amp and 50amp electrical service, potable water, and high speed Wi-Fi internet service.

Additional amenities include boater gathering areas on each main pier, which would include a shade structure, picnic tables, grills, seating, litter, and recycling receptacles.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 50

Phasing

Three alternative phasing plans for the Improved Shoreline concept were prepared to identify the most effective way to address the key issues identified as quickly as possible within a reasonable budget. The minimum Phase One program included a total of forty new slips, to meet the current (2012 season) demand of 20 seasonal boaters and an average of 20 transient boaters on a daily basis. Additionally, improved landside amenities, dredging, shoreline protection, and walkway connections between the slips and landside amenities were included. Inclusion of the new fuel dock facilities was the next highest priority, followed in later phases by completion of the shoreline promenade, construction of the boater services building, and expansion of additional new slip facilities based on demand. The lowest priority is encapsulation of the main pier, but that will be needed within the next ten to twenty years, possibly sooner. The Phase One budgets do not currently include the extension of the breakwater, which may be necessary. This will not be determined until completion of appropriate wave and ice studies.

Phasing Concept A

Phase One of this concept includes construction of the entire shoreline revetment, the northern portions of both main floating piers, fuel dock, associated dredging, landside amenities, and walkway connections to the existing boater services building. The estimated cost of Phase One is $2.9 million.

Completion of the boater services building, public promenade, demolition of the existing slips and expansion of the new slips would be completed in subsequent phases based on funding and demand.

Encapsulation of the main pier would occur last.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 51

Phasing Concept B

Phase One of this concept includes construction of only the west half of the shoreline revetment, the northern portion of the west main floating pier, associated dredging, landside amenities, and walkway connection to the existing boater services building. This approach relies on actively maintaining the existing fuel dock facilities until construction of Phase Two. The estimated cost of Phase One is $1.7 million.

Phase Two would include construction of the east half of the shoreline revetment, the northern portion of the east main floating pier, fuel dock, associated dredging, landside amenities, and walkway connection to the existing boater services building. Completion of the boater services building, public promenade, demolition of the existing slips and expansion of the new slips would be completed in subsequent phases based on funding and demand. Encapsulation of the main pier would occur last.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 52

Phasing Concept C

Phase One of this concept includes construction of the east half of the shoreline revetment, the primary portion of the east main floating pier, fuel dock, associated dredging, landside amenities, and walkway connection to the existing boater services building. This approach requires demolition of the existing open timber fuel dock structure in Phase One, with a total estimated cost for Phase One of $2.1 million.

Subsequent phases would include construction of the west half of the shoreline revetment, the west main floating pier, associated dredging, landside amenities, and walkway connection to the existing boater services building, completion of the boater services building, public promenade, demolition of the existing slips and expansion of the new slips based on funding and demand. Encapsulation of the main pier would occur last.

Phasing Concept C provides the best response to boater concerns in the shortest time frame within a reasonable budget, and is the recommended phasing strategy.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 53

FINANCIAL ASSESSMENT

Analysis of Existing Revenue and Expenses

East Tawas State Harbor staff reported the following revenues for the 2012 boating season:

Total Seasonal Slip Revenue: $ 52,746 Total Transient Slip Revenue: $ 84,024 Total Parking Revenue: $ 12,000 Total Point of Sale Net Revenue: $ 54,048* Total 2012 Revenues: $202,818

* Point of Sale revenues include fuel, pump-out, day dockage, and ice sales reported for 2012. This is the net revenue reported after fuel costs of $154,000 are subtracted from the gross revenue of $208,048.

Labor and utilities are addressed separately.

Typical operational expenses for a public facility the size of East Tawas State Harbor range from 40% to 60% of gross revenues, depending primarily upon the size, complexity of the operation, age/maintenance demands of the facility, and labor costs. As East Tawas State Harbor does not provide extensive boat yard operations (haul out, storage, mechanical, paint, fiberglass repair, etc), we would expect operational expenses to be lower than average. However, due to the age and condition of the facility, we would expect significantly higher labor and maintenance expenditures. Additionally, labor costs at facilities run by public agencies are typically higher than private facilities, and this is compounded in East Tawas by the age of the facilities, inefficient physical layout of the facility, and additional efforts required by the management of the boating and non-boating public sharing the facilities. Based on these factors, coupled with the current low occupancy, we believe operational expenditures could be 60% or more of current revenues.

However, based on the more efficient layout proposed in the Concept Improvements Plan, the separation of the boating facilities from the public piers, and significantly reduced maintenance demands of the newer facilities, we would anticipate future operating expenses to be closer to 40%-45% at full occupancy.

Proposed Marina Rate Structure

Projecting future revenues is dependent upon a combination of occupancy and rate structure. Over the course of the 2013 and 2014 boating seasons, the recently proposed MDNR rate structure system will take effect. The primary change to this system is that it will be based on the size of the slip leased rather than the size of the boat. This change eases the burden on the staff to determine the actual length of the boat (too often a subject up for debate), and instead focus on the size of the slip occupied. In order to make reasonable projections of revenue for future improvements, we have utilized the 2013 Zone 2 rates proposed by the Michigan State Waterways Commission. We recognize, however, that the Waterways Commission and MDNR are considering allowing more flexibility in local rate structures to respond to local demand, so these figures may vary in the future.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 54

2013 Zone 2 Seasonal Rates: 2013 Zone B Transient Slip Daily Rates:

30’ Slip = $2,580 30’ Slip = $26 35’ Slip = $3,080 35’ Slip = $31 40’ Slip = $3,680 40’ Slip = $35 45’ Slip = $4,275 45’ Slip = $40 50’ Slip = $4,900 50’ Slip = $44 60’ Slip = $6,120 60’ Slip = $53

Proposed Revenue and Expenses

The following scenarios assess the potential financial performance of the phased implementation of the Improved Shoreline concept. Occupancy figures indicated are based on our recommendation that the initial phase be constructed based on current demand (20 seasonal and 20 average daily transients) and future phases be implemented in small increments only as demand warrants. Therefore, seasonal occupancy in Phase One would be 100% (based on 2012 occupancy), seasonal occupancy in the notional Phase Two (20 additional seasonal and transient slips) would be 90%, and ultimately full build out would be 90%.

Transient slip size demand is based on data gathered through the boater survey and marina market analysis, which indicates a predominance of transient vessels in the 30’-40’ range with smaller percentages of 50’, 60’, and larger vessels. The analysis below utilizes a ratio of 20% 30’ boats, 40% 35’ boats, 20% 40’ boats, 10% 50’ boats, and 10% 60’ and longer. For the purposes of this analysis, additional revenues generated during peak transient demand periods are assumed to utilize existing facilities and those additional revenues are not counted.

We have excluded the parking revenue from the following calculations as they are not entirely generated by the marina.

For the purposes of calculating return on investment, we generally separate construction costs in terms of revenue producing facilities and non-revenue producing facilities. Revenue producing facilities are those elements that are used exclusively by boaters, and the elements they directly pay to utilize, such as the floating docks, pedestals, dedicated boater restrooms, boater services building, etc. Generally, these are the facilities with an approximate lifespan of 30 years and are usually completely replaced in this time span.

Non-revenue generating facilities generally include facilities that are open to the general public, such as the main pier, public parks, fishing access, beach protection, and the infrastructure necessary to facilitate the operation of the revenue generating facilities, such as breakwater and shoreline armoring, construction dredging, parking, and utilities. Ideally, marina operations cover the entire cost of their revenue producing facilities, and contribute to the cost of the non-revenue generating facilities.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 55

Phase One:

Phase One includes demolition of the existing fuel dock and construction of 250’ of improved shoreline, dredging, forty new floating slips, fuel dock / pumpout facilities, utilities, and landside park amenities.

Construction Costs:

Revenue Generating Facilities: $1,050,000 Non-revenue Generating Facilities: $1,050,000 Total Estimated Construction Cost: $2,100,000

Revenues:

Seasonal Revenue o Fourteen (14) Thirty foot (30’) Slips: $36,120 o Five (4) Forty-five foot (45’) Slips: $21,375 o Two (2) Sixty foot (60’) Slips: $12,240

Seasonal Revenue Subtotal: $69,735

Transient Revenue o Four (4) Thirty foot (30’) Slips: $10,400 o Eight (8) Thirty-five foot (35’) Slips: $24,800 o Four (4) Forty foot (40’) Slips: $14,000 o Two (2) Fifty foot (50’) Slips: $ 8,800 o Two (2) Sixty foot plus (60’+) Slips: $10,600

Yearly Transient Revenue Subtotal: $68,600

Total Estimated Gross Revenue: $138,335

Operational Costs at 50% gross revenue: $ -69,168 Slip Lease Net Revenue: $ 69,168

Point of Sale Net Revenue: $ 54,048

Total Net Revenue: $123,216

Assessment:

While we recognize that MDNR does not typically issue construction bonds for individual projects, it is useful to utilize this approach to assess the financial viability of the individual phases. For example, the $123,216 net revenue would support nearly $2,131,000 million in bond funding at 4% over 30 years.

Approximately 50% of the estimated construction cost ($1.05 million of $2.1million) is revenue producing, so this facility would generate sufficient revenue to cover these costs in the proposed financing scenario, as well as the potential to cover the associated non-revenue producing costs of this phase.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 56

Phase Two:

Phase Two assumes construction of an additional forty slips by extending the east main pier, with no additional landside construction. All figures below are separate from and in addition to Phase One Costs.

Construction Costs:

Revenue Generating Facilities: $750,000 Non-revenue Generating Facilities: $ 0 Total Estimated Construction Cost: $750,000

Seasonal Revenue o Fourteen (14) Thirty foot (30’) Slips: $36,120 o Five (4) Forty-five foot (45’) Slips: $21,375 o Two (2) Sixty foot (60’) Slips: $12,240

Seasonal Revenue Subtotal: $69,735 @90% Occupancy: $62,762

Transient Revenue o Four (4) Thirty foot (30’) Slips: $10,400 o Eight (8) Thirty-five foot (35’) Slips: $24,800 o Four (4) Forty foot (40’) Slips: $14,000 o Two (2) Fifty foot (50’) Slips: $ 8,800 o Two (2) Sixty foot plus (60’+) Slips: $10,600

Yearly Transient Revenue Subtotal: $68,600

Total Estimated Gross Revenue: $131,362

Operational Costs at 50% gross revenue: $ 65,681 Net Revenue: $ 65,681

Assessment:

As outlined above, the $65,681 net revenue would support nearly $1.13 million in bond funding at 4% over 30 years. All elements of Phase Two are revenue producing ($750,000), so this facility would generate revenue in excess of that required to cover construction costs utilizing the proposed financing scenario.

EAST TAWAS STATE HARBOR Condition Assessment and Concept Improvements Plan 57

Full Build-Out:

The full build-out plan includes all elements outlined in the plan, including demolition of existing facilities and construction of 140 slips, shoreline improvements, boater services building, fuel dock / pumpout, construction dredging, utilities, breakwater, and main pier reconstruction. The proposed slip size and mix ratio is based on demand data gathered through the marina market analysis and boater survey. Full build-out transient slip occupancy is estimated at 50%.

Construction Costs:

Revenue Generating Facilities: $2,600,000 Non-revenue Generating Facilities: $5,600,000 Total Estimated Construction Cost: $8,200,000

Seasonal Revenue:

o Fourteen (14) Thirty foot (30’) Slips: $ 36,120 o Fourteen (14) Thirty-five foot (35’) Slips: $ 43,120 o Ten (10) Forty (40’) Slips: $ 36,800 o Ten (10) Forty-five foot (45’) Slips: $ 42,750 o Eight (8) Fifty foot (50’) Slips: $ 39,200 o Four (4) Sixty foot (60’) Slips: $ 24,480

Seasonal Revenue Subtotal: $222,470 @90% Occupancy: $200,223

Transient Revenue, 50% Occupancy o Sixteen (16) Thirty foot (30’) Slips: $ 41,600 o Thirty-two (32) Thirty-five foot (35’) Slips: $ 99,200 o Sixteen (16) Forty foot (40’) Slips: $ 56,000 o Eight (8) Fifty foot (50’) Slips: $ 35,200 o Eight (8) Sixty foot plus (60’+) Slips: $ 42,400

Yearly Transient Revenue Subtotal: $274,400 @50% Occupancy: $137,200

Total Estimated Gross Revenue: $337,423

Operational Costs at 40% gross revenue: $134,969 Net Revenue: $202,454

Assessment:

The $202,454 net revenue would support nearly $3.5 million in bond funding at 4% over 30 years.

Approximately 32% of the estimated construction cost ($2.6 million of $8.2 million is revenue producing), so this facility would generate sufficient revenue to cover these costs plus nearly another million towards non-revenue producing facilities in the proposed financing scenario.

This local privately managed marina has two distinct basins in which to offer slips. The North Docks are more remote with smaller slips and less water depth. These docks are at 75% occupancy with 45-50 seasonal customers using these slips that are all 24' or shorter. Seasonal users are charged $685 and have pontoon, jet ski or small fishing boats. The South Docks have more slip length options accommodating larger boats with greater drafts. This chart uses the South Dock information for comparison.

This fairly new State Harbor is the test site for several innovative green management techniques for future state harbors.

Built for $14 Million in 2007, the marina has solar powered pedestals, eight windmills, recycling bins, and uses reel-style mowers where possible to very positive feedback. Currently Straits State Harbor is 100% transient but the Mackinaw City Municipal Marina, located almost adjacently, has many seasonal slips leased.

This municipal marina is conveniently located on Lake Huron along the primary cruising route to Northern Michigan.

Harrisville, a small town, is a short two block walk to town. Boaters enjoy the short walk to town or take advantage of the Courtesy Van provided by the marina to golf course or lighthouse. The marina building, including restrooms, laundry and lounge is less than 10 years old and is a draw to the marina users.

This state dock at the tip of the Upper Peninsula is currently undergoing a major renovation. All docks will be replaced with floating docks and the slip number will decrease from 79 to 63 with the new slip layout providing more of the longer slips. This location sees primarily larger cruising vessels en route to North Channel or Lake Superior, making it a unique harbor with unique users. Currently DeTour State Dock is authorized for 11 seasonal slips by the Waterways Commission.
