About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services regarding an amendment to an existing fiber optic maintenance and management contract between the Illinois State Toll Highway Authority (THA) and Adesta, LLC. The original contract, solicited through RFP 17-0002 and designated as RR-16-4270, was approved by the Tollway Board on September 27, 2018 via Board Resolution 21641. Notice to Proceed was issued on February 22, 2019, with an original contract expiration date of February 21, 2026. The change order extends the scope of work to include additional fiber optic maintenance and management services that were not anticipated in the original contract.

The change order increases the contract value by $5,000,000.00, bringing the total contract authorization from $44,748,312.50 to $49,748,312.50, and extends the contract expiration date by three months to May 21, 2026. This amendment is necessary to provide continuation of fiber optic maintenance and management services while a new RFP is being completed. The additional work is deemed germane to the original project and within project limits. The Illinois State Toll Highway Authority determined that delaying these services would impact critical system expansion and strategic agreements while risking service disruptions and system performance degradation. This change order notice meets the threshold for posting on the Bulletin/BidBuy for 14 days as it increases contract cost by more than $25,000.

thedetails: The Illinois State Toll Highway Authority is giving notice to amend contract RR-16-4270 with Adesta, LLC. Additional fiber optic maintenance and management services are needed that were not anticipated in the current contract.

The original contract was solicited via RFP 17-0002 and approved by the Tollway Board on September 27, 2018 via Board Resolution number 21641 for $44,748,312.50. Notice to Proceed was issued on February 22, 2019 with a contract expiration date of February 21, 2026. This supplement will provide for additional fiber optic maintenance and management services to be provided in the amount of $5,000,000.00, resulting in a total contract authorization of $49,748,312.50, and extend the contract expiration date by 3 months to May 21, 2026.

This amendment is required to provide continuation of fiber optic maintenance and management services while a new RFP is being completed. Delaying these tasks would impact critical system expansion and strategic agreements as well as risk service disruptions and system performance. The work is germane to the original project and is within project limits.
