B.2. PRICING SCHEDULE
The Contract Line Item Numbers (CLINs) are a combination of Firm-Fixed-Price (FFP) and Cost Reimbursement (CR) Not-To-Exceed (NTE).
FFP CLINs 0002, 1002, 2002, and 3002 in the Pricing Schedule shall be based on fully burdened hourly rates. The fully burdened hourly rate is defined as the direct hourly labor rate with the appropriate load factors, inclusive of profit/fee, overhead, fringe and General & Administrative (G&A) costs.
PLEASE NOTE: Offerors shall compute a total price for following Firm-Fixed-Price Outreach and Admission, and Career Transition Services CLINS; and shall split that one computation 60/40 across the two CLINS for each specific service for each period of performance as outlined in the pricing schedule.
When proposing pricing for FFP CLINs XXX5 and XXX6, Outreach and Admissions, the Contractor shall use 60% of the total price of placement for the initial placement and 40% after the completion of the first 90 days of enrollment.
When proposing pricing for FFP CLINs XXX7 and XXX8, Career Transition Services the Contractor shall use 60% of the total price of placement for the initial graduate placement and 40% for initial former enrollees.
When proposing pricing for FFP CLINs XXX9 and XX10, Long Term Career Transition Services the Contractor shall use 60% of the total price of for Quarter 2 final graduates and former enrollees and 40% for Quarter 4 final graduates and former enrollees.
Cost Reimbursement Not-to-Exceed CLINs are only applicable to CLINs 0003, 1003, 2003, 3003 and corresponding SubCLINs. The Contractor will be reimbursed for the actual cost of the service or item including overhead (if applicable), G&A, and profit/fee. The cost of services shall be fair and reasonable.
G&A, Profit/Fee: The Contractor shall propose the overall G&A, Profit/Fee amounts applicable to the Cost Reimbursement Not-to-Exceed CLINs.
FFP CLINS are calculated on a per month, fully burdened unit pricing structure. This will permit the Contractor to bill ½ of that unit price per semi-monthly invoice at the parent CLIN.
Cost Reimbursable Not-to-Exceed (NTE) overall CLIN amount will be provided by the Government and will not be considered as part of the Offeror’s total evaluated cost. Contractors will invoice for actual costs during the performance of this contract. The Contractor agrees to notify the Government in accordance with FAR 52.232-22 (c), when the Cost Reimbursable NTE reaches 75% of the set amount.
In accordance with Section G of the solicitation, Assessments are as stated herein.
For Demonstration Projects, a “not to exceed” ceiling will be negotiated at the time that Demonstration projects, if any, are identified, and incorporated by contract modification.
Further, there shall be no fixed fee or incentive fee based on work involved with capital line items, which consists of work or purchases funded under the Construction, Rehabilitation, and Acquisition;
Equipment; and CTST categories listed above. Indirect cost charges shall not be allowed for or based on Construction, Rehabilitation, and Acquisition; Equipment; or CTST costs, unless authorized by the Contracting Officer.
The amount to be reimbursed to the Contractor for purchased Government Furnished Property (as defined in the Job Corps Policy and Requirements Handbook (PRH) Appendix 505, 505a, 505b, and ETA Property Management Handbook, Issue 359, including revisions and amendments thereto), is provided in the pricing schedule below.
The Contractor agrees that the costs generated under construction, rehabilitation, equipment and Career Technical Skills Training (CTST) shall be maintained in a separate accounting classification to be entitled "Capital Expense Accounts," as outlined in PRH Chapter 5 and Appendix 502.
All travel receipts and supporting documentation shall be submitted during the billing period for the trip. Travel and Training costs shall be in accordance with H-31Reimbursement of Training Costs.
The total contract value for this requirement is $_________________________. For the 2 Year base period, the total amount is $_______________________, of this amount $_______________ is being funded. The remaining balance to be funded is $______________.
