Mitigation Mitigation Date
RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.
Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;
(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Comments:
Paving Type for Roads & Parking
Paved areas are deteriorated and need repaving. Approximately 1/2 of the sidewalks are deteriorated, cracking and becoming trip hazards. This is due to the extreme winter weather that the Center has experienced recently.
Paving Type for Sidewalks
Asphalt Concrete
Comments:
Topography Buildings and Structures
Center is not fully enclosed by fencing. The chain link fencing encompasses most of the site and separates deteriorated Buildings 3, 4, and 5 that are not used by the center. The main entry area near Building 14 is not fenced.

Sewage flows through an 8" PVC sewer line by gravity to a lift station near Building 8. From the lift station, it is pumped through a force main to a siphon structure, owned by the Town of Grafton, located east of Building 4.
Sewage flows from this point under the railroad tracks to a 15" diameter gravity sewer off site. Reported by Green International Affiliates, Inc., May 14, 1998, and confirmed by successive facility surveys.

Overhead primary power enters the site from a pole located south of Building 7 and is fed underground to the switchgear located in the basement of Building 7. Primary power is distributed underground from this switchgear to a 2300-208/120V, 112.5 kVA transformer in Building 7 electrical room, and to additional pad-mounted transformers located at Buildings 1, 2, 6, 8 and 17 (300 kVA, 225 kVA, 500 kVA, 75 kVA, and 500 kVA). The overhead 2300V power is provided to Building 13 (75 kVA). Building 6 provides 120/208V power to Buildings 10 and 14 and 480/277V power to Building 9. Building 25 has a service entrance from an overhead 2300V primary line (originated at Building 7) to a 300 kVA exterior located pad-mounted transformer. A 200 kW standby diesel generator (by Kohler ) with a 400A manual transfer switch is utilized as backup power for the essential loads in Building 17. A 24 kW standby diesel generator (by Kohler) with a 100A automatic transfer switch is utilized for the sewage pump station located northwest of Building 8. A single meter located on Pine Street provides metering for the entire center. Building 17 has a multimeter connected to the internet and providing remote monitoring capabilities. The transformer in Building 8 contains PCB.

Rating
Comments:
X Good Fair Poor
Building 6 is proposed to be not included in the revised lease agreement with the state of Mass.
Building finishes are worn and the basement gets flooded. It has minimal operable HVAC. Lighting is poor, and ductwork is past its useful life. The building also smells from undetermined sources and the attic has leaking exhaust vented into it. Windows are at the end of their useful life. All secondary electrical panels are old and deteriorated. The main distribution equipment for the building is fairly new and dated year 1995.
