QUESTIONS AND ANSWERS

1630DC-20-R-00008

MISCELLANEOUS BUILDING REPAIRS

MISSISSIPPI JOB CORPS CENTER

1. Will the buildings remain occupied while this work is being performed?

Response: Yes, the Center will continue to use the Cafeteria Kitchen Food Preparation and Cooking areas while work is in progress. The Center has an alternative plan for food serving and dining located in another building during construction. The contractor must install a dust barrier system complete with doors as required to protect the Kitchen and Food Preparation and Dishwashing areas from dust, debris, and other airborne particles. The contractor must protect all built-in food serving equipment/countertops etc., and seal all mechanical supply ducts and returns that can cause contamination to the food preparation areas and built-in equipment. After the completion of all work, the contractor shall clean all built-in food serving equipment, countertops, equipment, floors, walls, ceilings, windows and window sills, light fixtures, etc., and all exposed surfaces within the work area.

2. The skylight well walls are too long of runs with no control joints, this is what is causing the cracks. Will installing new control joints at every 30 ft. be added to this scope of work?

Response: Yes, the Contractor shall install control joints in the skylight well walls in locations that does not exceed 30 ft. The exact location of the control joints shall be approved by Department of Labor (DOL) prior to the installation of the control joints.

3. Please clarify the scope of work to be done in the Education Building. Section D. 2. States 4 offices and a Secretarial Bay. Section D. 5. a. states 5 offices to receive work. And on our walk thru we were shown several windows including the entire clerestory that isn’t mentioned anywhere in the solicitation SOW. Please clarify what the actual area of work is.

Response: There are 5 Offices referenced with windows in 4 Offices. The 5th Office is located next to the Secretarial Bay and is used as a Lounge/Copy Room. The Lounge/Copy Room does not have a window in the exterior wall. Work in the Secretarial Bay is limited to the interior and exterior of the front wall only, which requires removal and re-installation of the window on the front wall elevation. There is no work required to the clerestory windows in the corridor.

4. Once the drywall is removed from the offices, if there is damage to the studs will this dealt with by change order? If the metal wall panels are damaged to the point of needing replacement will this be dealt with by change order? Same with the windows, frames, exterior sheathing, and bricks?

Response: Any unforeseen conditions will be identified by the Contractor during the wall opening and reported to DOL as required in the Scope of Work. The DOL will address all contractor identified issues and provide direction at that time. Refer to Section IV.D of the Scope of Work.

5. Is there existing conduit in the walls of the 5 offices that will need to be demoed? Or can the existing conduit be re-used?

Response: The existing conduit shall remain for re-use. The contractor shall “Remove all electrical wiring back to the electric load center/circuit breaker”. The wiring and duplex outlets must be replaced with the same type and gauge that was removed.

6. Can you confirm that the flooring in the 5 offices of the Education Building is not to be replaced?

Response: The flooring in the four offices and secretarial bay are NOT included in the scope.

The contractor must protect the existing flooring in the five offices during and the Secretarial Bay during construction and strip, clean, and wax the floors after completion.

The contractor must install a dust barrier system complete with entry access in the Secretarial Bay area to protect the Lobby and Corridor areas from dust, debris, and other airborne particles. The contractor must protect all built-in countertops etc., and seal all mechanical supply ducts and returns.

After the completion of all work, the contractor shall clean all countertops, equipment, floors, walls, ceilings, windows and window sills, light fixtures, etc., and all exposed surfaces within the work area.

7. How much mold remediation should we expect for bidding purposes?

Response: For bidding purposes, the Contractor shall base their bid on the assumption that the moisture has impacted the Education Building front which includes the entire Secretarial Bay and five Offices exterior front wall.

8. Can you confirm that the Quarry Wall tile in the Queue is to remain undisturbed? We would recommend that the Quarry wall base not be removed. If it is removed, then the wall behind would require repair or replacement?

Response: The quarry floor tile and quarry wall base in the Queue Area is to be replaced.

Wall repair will be required where the walls have been damaged by removal and replacement of the quarry wall base tile.

9. Is there any work in the kitchen Lab?

Response: No work in the kitchen lab included in this scope.

10. Will the Contractor be required to pay for construction permits?

Response: The Mississippi Job Corps Center is a leased site thereby requiring permits from the jurisdiction having authority. The successful contractor shall be required to obtain and pay for all required permits.

11. Will the Government pay for all mold testing and air testing that is required?

Response: All Testing and Inspections fees and associated costs are the sole responsibility of the Contractor and shall be included in their bid.

12. Does this job require certified payroll?

Response: Yes, certified payrolls will be required.

13. Does this job require the use of Green Building materials / LEED, as stated in Section C Paragraph B Items 1 and 2?

Response: The Contractor shall provide materials and equipment that comply with the Job Corps Sustainability Guideline for Project Limited Scope “Green Sheet”. This document is available for download at:

http://www.solicitationattachments.com/jch/green_sheet_20171205.pdf

14. Does the Government want to add fixing the gutter joints that are leaking on the roofs that are being repaired?

Response: Yes, the gutter joints that are leaking are required to be repaired.

15. What kind of warranty does the Government want on the roof coatings?

Response: Follow manufacturer’s specific instructions for the installation of the coating system to achieve a 10 year manufacturer’s warranty for the installed system.

16. Section M discusses the evaluation of the proposals. It mentions a technical aspect of the proposal and then refers you to the requirements in section K, L, and M; none of which explain what is required in the technical portion of the proposal. Can you please clarify what is required in the technical portion of the proposal?

Response: Submit technical information in accordance with the technical factor and subfactors listed in the FBO notice under Solicitation 1630DC-20-R-00008.
