Project Title: Solar Array Study at the Ramey Job Corps Center Located in Aguadilla, Puerto Rico

a. The purpose of this Amendment is as follows:

1) Incorporate the attached questions and answers into the solicitation.

2) Due date for the quotes has been changed to November 19, 2019 at 2:00 pm Eastern Time.

SOLAR ARRAY STUDY

RAMEY JOB CORPS CENTER

1. Is there any current electric bill for this projected site?

Response: Yes, the current electric bills for the past 12 months is included.

2. Is there any type of preferred battery generation that is preferred for this site?

Response: No, the purpose of the study is to provide a recommendation on the best PV solar array system for the site including the best battery generation.

3. Is the site visit mandatory to prepare this first proposal?

Response: It is not mandatory but it is recommended.

4. When taking about drawings, do they need to be reviewed and stamped by a PE?

Response: This is a study not a design, therefore, drawings are not required to be stamped.

5. Which level of as-built are you requiring? One line diagram to existing MDP or till the last electrical breaker of the installation?

Response: As built drawings are not required.

6. When complying with Buy American Act; we understand it is solely for solar generation equipment. Are you considering this for any other component?

Response: The Buy American Act applies to all components that can be found in the

USA.

7. When talking about PEAK ELECTRICAL DEMAND; are you considering to make that analysis based on PREPA bills? Or do we need to use some equipment to measure that during a specific period of time?

Response: The Analysis will be based on available PREPA Bills.

8. What are the evaluation criteria for which this project will be awarded and how they will be scored?

Response: There is no evaluation criteria.

9. Is there a template with points?

Response: There is no template.

10. What assumptions should we use in the calculations and analysis of the project?

Response: The purpose of the study is to provide a recommendation on the best PV solar array system using the latest power consumption and optimum location of the panels.

11. What terms and interest rate should we use?

Response: Consultants should use local interest rates and PREPA fees as part of their analysis.

12. Is there a standard or recommended agency template or format for the bid proposal we need to follow? If so, where or how can we get a copy?

Response: Reference attached template.

13. We use the System Advisor Model (SAM) for performance and financial analysis and the assumptions discussed above are needed. If there is none, then I will use what we think is appropriate and document these inputs for the calculations.

Response: Best Business Practice Forms is acceptable.

14. The RFP states on page A-15 in section “objectives” that the average consumption is 57,245 kWh annually. We researched the four meters in the main campus, and we calculated for the past six months 826,670 kWh.

Response: Analysis should be conducted using the information from the electric bills for the last 12 months.

15. The current solar array system is in building #702 which is a satellite operations, should we consider the 107,000 kWh consumed there too? I am not sure if we must include or not.

Response: The study is intended for the main campus only and will not include the Building 702 site.

16. Should we submit the bid to you of the Engineering Support Center in Virginia?

Response: The bid should be submitted to the contract specialist, Bryan Ramso, via email to ramso.bryan@dol.gov as specified in the solicitation. Don’t submit your bid to the Engineering Support Contractor in Virginia.

17. Are there any professional designations such as P.E. required on any documents submitted as part of the report?

Response: This is a study not a design, therefore, drawings are not required to be stamped.

18. Is there historical information available regarding roof work repairs or which contractor has been maintaining the roof tops of the buildings included in the study?

Response: There are no available records.

19. Is there historical information available regarding electrical work repairs or the name of the contractor(s) who have been maintaining the electrical systems for the buildings included in the study?

20. Aside from “Buy American”, are there any other special requirements specific to PREPA for the equipment that may be specified for the study?

Response: As the Jurisdiction Having Authority, all equipment required to interface with local utilities must comply and be coordinated with that authority. In this case, PREPA.

21. Is there historical production and usage available from the old PV system? Is there a monitoring system we can access for the study?
