AT THE

PITTSBURGH JOB CORPS CENTER

I. GENERAL

The work involves engineering design and construction services for phased replacement of the failing HVAC system serving the second and third floors of Building 13 and the domestic hot water generating system that serves both Buildings 13 and 14 at the Pittsburgh Job Corps Center. For Building 13’s second and third floors, the work includes replacing the existing dormitory HVAC system with one that is properly designed to be in compliance with applicable life-safety and building codes. The extent of work is described in Parts IV & V of this scope of work (SOW).

“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor (Contractor) needs to address as due diligence items during the design phase. The JCH-814, September 2013 paragraphs shown provide an initial design reference; however, reference to other sources may be required to fully address the issue.

“Suggested Language for Quality Control, Testing, and Inspection Services”, Attachment 2, provides suggested language for consideration to ensure the Contractor develops and uses effective quality control, testing, and inspection procedures to ensure construction meets contract requirements.

II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor shall conform to:

1. Code of Federal Regulations

a) Safety and Health………………………………………..OSHA CFR Part 1926.62

Because the work may disturb painted wall surfaces, provide the services of an independent industrial hygiene consultant to conduct representative paint sampling as necessary (in buildings erected before 1979) to determine the lead content of painted surfaces affected by the renovation. If lead paint is identified on surfaces to be disturbed by renovation activities, the Contractor shall include the following information in the project documents:

• The locations and concentrations of lead-containing paint in areas affected by the renovation

• A requirement of the contractor to comply with the OSHA Lead Standard for Construction Industry (29 CFR 1926.62), and other environmental or occupational safety and health regulations as applicable

C-5

• A statement prohibiting scraping or sanding of lead painted surfaces. Where removal or demolition of lead painted building components is required, these building components shall be removed intact wherever possible.

• A requirement that all construction debris shall be disposed of in accordance with applicable solid and hazardous waste regulations. It is anticipated that lead-painted building components will be disposed as normal construction debris.

b) Life Safety Code……………...…………………………………………NFPA-101

The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.

2. National and State Building Codes

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. The most recent version of the IBC shall be used. Deviations and interpretations shall be subject to the approval of the Contracting Officer.

3. Permits and Licenses

The Pittsburgh Job Corps Center is a federally owned facility and operated by the U.S.

Department of Labor (DOL).

The Contractor shall research and be responsible for paying for and obtaining all regulatory, permitting and licensing requirements required to perform this work in Pittsburgh, Pennsylvania and in accordance with JCH-814, 2013 Section 1.7. No drawings or specifications shall be submitted for building permits unless express notification in writing is received from the Contracting Officer.

B. JOB CORPS GUIDELINES

1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and

Engineers

Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," including the September 2015 Amendment 1, is a companion document to this scope of work. This will be referenced as “JCH-814” from this point forward in this scope of work. JCH-814 can be found at http://www.solicitationattachments.com/jch814. It presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH-814, the requirements of the contract shall take precedence.

http://www.solicitationattachments.com/

C-6

C. OTHER STANDARDS

1. Life Cycle Cost (LCC) Analyses

LCC shall be utilized as the basis for recommendations in making the selections of energy sources, systems and equipment, and building materials. However, the design must be consistent and in accordance with the extent of the scope of work and the budget. At the 60% submittal, the LCC analyses for the mechanical systems and fuel shall be submitted with recommendations for review, and shall be approved and revised as necessary as equipment is selected and specified. The LCC's shall be run on NIST's BLCC and Discount software programs. On request, the Department of Labor will furnish this software to the Contractor free of charge. The BLCC program shall be run on the OMB A-94 guidelines, using the discount factor from the latest edition of OMB Circular No. A-94, under “Real Interest Rates.”

The BLCC software is also available on the Federal Energy Management Program website at http://www1.eere.energy.gov/femp/information/download_blcc.html under the heading “BLCC 5.3(latest version)” for a Windows version.

2. Sustainable Design and Building Requirements

The project shall use design methodologies, materials, systems and components that will minimize negative environmental impacts, increase energy efficiency and make use of renewable energy technologies. Within budget constraints it shall embody best current sustainable design and building practices. The project team is to propose the highest possible implementation of these strategies for consideration by the Department of Labor, the Regional DOL office, and the Job Corps Center.

3. Energy Conservation

All new work is to be designed in accordance with energy conservation opportunities and applicable federal directives. In response to energy conservation concerns, all proposed construction shall conform to the current edition of the Model Energy Code of the State of Pennsylvania and ASHRAE 90.1-2010 for all buildings except low-rise residential buildings.

Low-rise residential buildings, three stories or fewer above grade, shall conform to the International Energy Conservation Code IECC 2012. The ASHRAE 90.1 -2010 standards or IECC 2009 for low rise residential buildings shall be used as a baseline for energy comparisons.

It is the U.S. Department of Labor’s policy to purchase energy and water consuming products which are in the upper 25% of energy and water efficiency whenever practicable and cost effective. All work must be designed to meet or exceed the requirements of the Energy Policy Act of 2005 (or latest version), which includes Sections 103, 104, 109, 131, 553;

Executive Order 13693; and all other applicable federal, state, and local codes and directives.

New equipment shall be Energy Star or FEMP designated products where applicable.

C-7

Building annual energy consumption calculations, methods and presentation shall conform to nationally recognized standards such as found in ASHRAE Handbooks. A calculation summary statement of the estimated annual energy consumption, expressed in BTU/GSF/YR shall be submitted with the 60% and final review submittal for the building. Building energy shall include lighting, all HVAC energy including heating, cooling, and ventilating loads, fans and pump motors energy, and domestic hot water supply energy.

The Contractor shall submit an energy analysis per ASHRAE 90.1-2010 Appendix G showing that the design reduces energy consumption by at least 20% compared to the baseline building. This analysis will be provided with each design submission and will be revised as necessary with succeeding submittals.
