SOLICITATION 1630DC-18-R-00017

REPLACE HVAC SYSTEM IN BUILDING 13 AND THE

DOMESTIC WATER SYSTEM SERVIING BUILDINGS 13 AND 14

PITTSBURGH JOB CORPS CENTER

1. Is a Performance Bond required?

Response: A Performance Bond will be required once the contract is awarded to the successful offeror.

2. Is a Payment Bond required?

Response: A Payment Bond will be required once the contract is awarded to the successful offeror.

3. Due to the fact that SAM’s computer system was recently hacked, GSA demanded that SAM require previously and newly registered companies to submit a notarized letter appointing the authorized Entity Administrator before the individual registration will be re-activated. SAM has gotten bombarded with thousands and thousands of such letters which is delaying our re-activation. We overnighted our letter to SAM on May 10, 2018 and have not yet even gotten acknowledgement that they have received it. We called SAM about the status of our re-activation and they had no idea where our re-registration was in the process. Until our letter is reviewed and approved, we cannot even access our information to check and update it as is our practice before we submit proposals requiring SAM registration. This is a government department problem that can severely impact our chances to be awarded this contract. How will this issue be handled by the Department of Labor regarding the proposals for this contract?

Response: The U.S. Department of Labor is aware of the situation, but cannot provide assistance.

The company will have to work the problem out with SAM Customer Service Department (Helpdesk).

4. Where an HVAC unit that is being replaced is in a room with an existing terrazzo floor, must the floor be patched with new terrazzo?

Response: Patching of the floor with terrazzo is required.

5. Section C, Article II. B.7 Existing Facility Investigative Survey requires the D/B contractor to perform an investigative survey to determine if there are any hidden conditions or elements that will impact the proposed design. Please clarify if this work is to be performed prior to Proposal submission or included as part of the services rendered by the D/B contractor.

Response: A follow-up survey to the Center is invited as needed and must be completed prior to the submission. Contractor must coordinate visit with the Center’s Administration Director.

6. In addition to rooms served by PTAC’s, the solicitation directs the removal of all cabinet heaters, radiators, and baseboard radiant heaters serving all second and third floor rooms. The solicitation directs the installation of PTHP’s (w/ electric back-up heat) in all dormitory rooms and Female lounge areas. The solicitation also directs the installation of electric cabinet unit heaters to serve each communal bathroom/shower room and laundry located on the second and third floors. What

AMENDMENT 0001 Page 3 of 8 are the requirements for Male lounge areas, staff rooms, conference rooms, offices, stairwells, corridors, toilet rooms, janitor closets and electric closets?

Response: Male lounge areas and corridors (at the location of existing steam radiators and/or wall cabinets), as it is indicated in the Section B, Subsection 3-HVAC, item t, will be provided with electric wall cabinet/heaters. No heating/cooling will be required for the rooms currently without any means for heating/cooling (e.g. janitor closets, and electric closets). The RA Offices, equipped with steam radiator heaters and/or wall cabinets, will be provided with electric resistant cabinet unit heaters in lieu of the existing steam radiators, and/or cabinet heaters.

7. The solicitation directs the D/B Contractor to submit an energy analysis per ASHRAE 90.1-2010 Appendix G showing that the design reduces energy consumption by at least 20% compared to the baseline building. In this case, the baseline building system referenced for Residential by Appendix G (which includes dormitory) is System 2, PTHP w/ Electric heat, the exact system required by the solicitation. Will the analysis be required? If so, there is little chance of improving the energy consumption by at least 20% without making major renovations to the building envelope, kitchen equipment, lighting and power distribution systems. Will the D/B contractor be obligated to meet the 20% energy reduction by any means necessary?

Response: No; however, selected PTHP w/ Electric heat units shall meet the minimum efficiency requirements of 14 SEER, in accordance with ASHRAE 90.1-2013, Table 6.8.1-1 and the best energy efficiency ratings available at the time of purchase.

8. By reference to JCH-814, the solicitation directs the D/B Contractor to compare the merits of at least 3 HVAC systems. The solicitation also directs the installation of a specific system (PTHPs w/ Electric Heat). Will a comparison of 3 HVAC systems be required?

Response: No, however; benchmarking between three manufacturers of the same type of a system in terms of performance, energy efficiency, initial, operation and maintenance costs, life span, and ease of maintenance shall be provided.

9. By reference to JCH-814, the solicitation directs the D/B Contractor to use the Job Corp HPSB compliance tool. Again, since you are directing the installation of a specific HVAC system type, is this required? If so, please forward or provide a link to the compliance tool.

Response: No, it is not required.

10. By reference to JCH-814, the solicitation directs the D/B Contractor to perform a Whole Building energy use simulation. Please confirm this requirement.

Response: Simulation is not required, but contractor shall provide the energy efficiency rating of the selected units in accordance with ASHRAE 90.1-2013, Table 6.8.1-1.

11. By reference to JCH-814, the solicitation directs the D/B Contractor to reduce the energy cost budget by 20% below the pre-renovation baseline. Since you are directing the installation of a specific HVAC system type, is this required?

Response: No, but provide the energy efficiency ratings of the selected units in accordance with ASHRAE 90.1-2013, Table 6.8.1-1.

AMENDMENT 0001 Page 4 of 8

12. Refer to Section C Description/Specifications Article IV. Extent of Work. B.2 Electrical: The solicitation clearly states that power for the replacement PTHP’s is to be extended from existing panels. The solicitation also requires power be constructed to serve each new electric terminal heater. With the exception of providing new subpanels to accommodate additional circuit breakers, is the intent of the project to utilize existing power infrastructure to serve the electric terminal heat?

Response: Yes, the intent to utilize the existing power infrastructure. Exception is if design calculations determine it necessary to enlarge the existing building electrical service. As a reminder, male lounge areas and corridors (at the location of existing steam radiators and/or wall cabinets), as it is indicated in the Section B, subsection 3-HVAC, item t, will be provided with electric wall cabinet/heaters. No heating/cooling will be required for the rooms currently without any means for heating/cooling (janitor closets, and electric closets). The RA Offices equipped with steam radiator heaters and/or wall cabinets will be provided with electric resistant cabinet unit heaters in lieu of the existing steam radiators, and/or cabinet heaters. These areas must also be included in the load calculations and verification of current infrastructure adequacy.

13. By reference to JCH-814, the solicitation directs the D/B Contractor to contact Utility companies and coordinate service to all buildings on the property. It further states that the A/E (in this case the D/B Contractor) is responsible to design adequate utility services. Do these requirements apply to an existing building served by an existing electrical service? If calculations determine that a service upgrade is required of the building, or any part of the facility’s electrical infrastructure, will the D/B contractor be obligated to provide it at no additional cost?

Response: Any contact with the utility company will be made via the Center’s Administration Director. For bidding purposes, the electrical utilities are assumed adequate, though the Contractor is responsible for design of adequate electrical service, including possible upgrade of the existing service, if determined to be necessary. If calculations prove that an electrical upgrade is necessary, the contractor will be invited to submit a Request for Change for consideration by the Department of Labor.

14. Refer to of Section C Description/Specifications Article IV. Extent of Work, B.1 Mechanical and Plumbing Requirements, Kitchen Steam Operating Cooking Equipment (item d, page C-17):

Please clarify the requirements for steam cooking equipment: Is the intent to provide…

a) A self-contained, gas fired steam generator that is piped to (2) 40 gallon steam kettles, one kettle in the Main kitchen and another in the Culinary Arts kitchen,

b) or a self-contained, gas fired steam generator that is piped to (2) 40 gallon steam kettles in the Main kitchen, and another self-contained, gas fired steam generator that is piped to (2) 40 gallon steam kettles in the Culinary Arts kitchen,

c) or (2) self-contained, gas fired convection steamers, one in the Main kitchen and another in the Culinary Arts kitchen.

d) or (2) self-contained, gas fired steam pan cookers, one in the Main kitchen and another in the Culinary Arts kitchen

e) or something other than listed above

Response: Two self-contained, gas fired steam pan cookers/generators with capability of providing steam to two 40-gallon steam kettles in each kitchen (Main and Culinary Arts) shall be provided.

AMENDMENT 0001 Page 5 of 8

15. Refer to of Section C Description/Specifications Article IV. Extent of Work, B.1 Mechanical and Plumbing Requirements, HVAC (item J, page C-15): The solicitation directs the D/B Contractor to provide condensate drain and pump kits for each PTAC unit. Are the existing PTAC units served by existing condensate drain piping? Is the intent of the Solicitation for the D/B contractor to furnish and install new condensate drain piping when none presently exists? Is the intent of the Solicitation for the D/B contractor to replace existing condensate drain piping?

Response: It shall be the contractor’s responsibility to field-verify conditions of the existing condensate drain lines. In a situation where there is no condensate drain piping provided, consider repurposing of the pre-existing steam condensate return and convert it to the PTAC condensate drain. The existing condensate drain lines shall be cleaned, assuring their operability prior to connection of the PTAC pan drains to the system.

16. Refer to of Section C Description/Specifications Article IV. Extent of Work, B.1 Mechanical and

Plumbing Requirements, Domestic Hot Water (item e, page C-16): The solicitation directs the D/B Contractor to provide design calculation, drawings and construction for two new condensing type high efficiency hot water boilers in parallel configuration to be connected to three 300-gallon hot water storage tanks. Our field notes indicate the existing storage tanks are 500 gallon each.

Is the intent of the solicitation to replace the existing tanks with 300 gallon tanks?

Response: No. The new condensing hot water boilers will be connected to the existing 500-gallon domestic hot water storage tanks.

17. Refer to of Section C Description/Specifications Article IV. Extent of Work, B.1 Mechanical and Plumbing Requirements, Kitchen Steam Operating Cooking Equipment (item d, page C-17): The solicitation directs the installation of new steam generators in the main and culinary arts kitchens.

Response: The steam generators in each kitchen should be installed at the location of the existing steam pan cookers, under the existing cooking exhaust hood, to the most extent possible in accordance with the IMC, 2015 and manufacturer’s installation requirements.

18. Refer to of Section C Description/Specifications Article II. Design Build Requirements, D.1 Phasing of the Work (Page C-9), Article VII Project Schedule (page C-34), and the Phasing Diagrams provided on pages C-53 and C-54: The solicitation directs the D/B Contractor to perform the construction in 9 phases, during Monday through Friday between the hours of 8:00 am and 4:00 pm. It also directs the contractor to allow a 2-week transition period between phases.

The solicitation indicates a construction period of 270 calendar days, which only allows 104 week days for construction when the transition periods and off-limit weekend days are factored in.

Meeting the indicated schedule will materially affect the cost of the work. Please review the schedule and reiterate the intent of the Solicitation. If the completion dates can be extended, please indicate so in your response. If construction work may proceed during the transition periods, please indicate that as well.

Response: The specified two-week (maximum) transition of students through swing spaces may take as little as one or two days in most instances, but will not exceed two weeks. The Contractor shall base their proposal on a 2-week transition period. The workday may be extended at the discretion and approval of the Contracting Officer and Center. Other project work may proceed during the transition periods if safely executed and coordinated with the Contracting Officer and Center Director in advance.

AMENDMENT 0001 Page 6 of 8

19. The area around the building is quite congested, will there be laydown areas provided to the contractor large enough for containers to be onsite for material storage. If not, will there be area inside the building available to store materials?

Response: The laydown area will be inside the fenced area between Buildings 12 and 7.

20. Since most of the building will be occupied during construction, how much of the building will be vacant and available for construction at a time? Also, will there be a delay between completion of one phase and the beginning of another to move students in and out of areas?

Response: For bidding purposes, the building will be considered occupied except for the phased work area. Transition of students through swing space is specified as a 2-week period. Other project work may proceed during the transition periods if safely executed and coordinated with the Center Director.
