DESIGN-BUILD SCOPE OF WORK

DEMLITION, DESIGN AND CONSTRUCTION OF THE CARPENTRY LAB

(BUILDING 4)

AT THE

WOODSTOCK JOB CORPS CENTER

I. GENERAL

The work involves services for the design and construction of the demolition of the carpentry shop portion of Building 4 and a new Carpentry Shop addition to Building 4 at the Woodstock Job Corps Center. The building addition will total approximately 644 gross square feet. The work includes, but is not limited to, miscellaneous site improvements in the form of drainage, connection to all utility lines and site/security lighting. The extent of work is described in Parts IV & V of this scope of work

(SOW).

The design shall comply with identified and targeted standards established by the Leadership in Energy and Environmental Design (LEED) rating system; however, no LEED Certification is required.

“Contractor Quick Reference Checklist,” Attachment 1, is a required form that identifies a simplified but not all inclusive list of issues that the Contractor needs to address as due diligence items during the design phase. The JCH-814, September 2013 paragraphs shown provide an initial design reference; however, reference to other sources may be required to fully address the issue.

“Suggested Language for Quality Control, Testing, and Inspection Services”, Attachment 2, provides suggested language for consideration to ensure the Contractor develops and uses effective quality control, testing, and inspection procedures to ensure construction meets contract requirements.

II. DESIGN REQUIREMENTS/ SPECIFIC INSTRUCTIONS

A. LEGALLY MANDATED STANDARDS

The Contractor shall conform to:

1. Code of Federal Regulations

a) Safety and Health………………………………………..OSHA CFR Part 1926.62

The original brick building that currently houses the Landscaping trade was built in 1936, with the carpentry addition built later. Because the work may disturb painted wall surfaces, provide the services of an independent industrial hygiene consultant to conduct representative paint sampling as necessary (in buildings erected before 1979) to determine the lead content of painted surfaces affected by the renovation. If lead paint is identified on surfaces to be disturbed by renovation activities, the Contractor shall include the following information in the project documents:

C-5

• The locations and concentrations of lead-containing paint in areas affected by the renovation

• A requirement of the contractor to comply with the OSHA Lead Standard for

Construction Industry (29 CFR 1926.62), and other environmental or occupational safety and health regulations as applicable

• A statement prohibiting scraping or sanding of lead painted surfaces. Where removal or demolition of lead painted building components is required, these building components shall be removed intact wherever possible.

• A requirement that all construction debris shall be disposed of in accordance with applicable solid and hazardous waste regulations. It is anticipated that lead-painted building components will be disposed as normal construction debris.

b) Historic Preservation …………………………………..…….…….36 CFR Part 800

Building 4, the Landscaping and Carpentry building, which was constructed in 1936, has been identified as eligible for inclusion in the National Register for Historic Places by the Department of Labor. Therefore, the Contractor shall make plans available to the State Historic Preservation Officer, through the office of the Department of Labor’s Historic Preservation Officer, as necessary for review and a concurrence of potential effects on the historic integrity of the building. The Contractor shall comply with the Secretary of Interior's Guidelines for Rehabilitation to the extent practicable and as deemed reasonable by the U.S. Department of Labor (DOL).

c) Contractor Solicitation Procedure ……………………..…….…….48 CFR Part 36

d) Life Safety Code……………...…………………………………………NFPA-101

The design must be in strict conformance with the Architectural Barriers Act Accessibility Standard (ABAAS) of 2007 from the General Services Administration.

The Contractor shall conduct a thorough research of these guidelines and, without exception, comply to the fullest extent, including those guidelines pertaining to the visually and hearing impaired.

No deviations from these guidelines are allowed. However, if the Contractor, at any Design Review Submittal, demonstrates that the compliance requirements would be technically infeasible or that compliance will cause an undue burden as defined by the guidelines, the Contractor is obligated to notify the Contracting Officer, in writing, for a final decision on such requirements.

These standards can be printed from the website at the following website:

http://www.access.gpo.gov/nara/cfr/cfrtable-search.html http://www.access.gpo.gov/nara/cfr/cfrtable-search.html

C-6

e) Life Safety Code………………………………………………………NFPA-101

The Contractor’s responsibility for safety related requirements extends to all impacted areas and access ways affected by the work.

2. National and State Building Codes

The Contractor shall conform to all applicable construction codes, ordinances, and regulations including the national building code used in the local area, laws and local ordinances. Deviations and interpretations shall be subject to the approval of the Contracting Officer. Consider whether special requirements should be included because of the geographic location, i.e. hurricane, heavy wind, or storm features for the United States Mid- Atlantic Region.

3. Permits and Licenses

The Woodstock Job Corps Center is a leased facility.

The Contractor shall research, and be responsible for obtaining, all regulatory, permitting and licensing requirements required to perform this work in Woodstock, Maryland and in accordance with JCH-814, 2013 Section 1.7. No drawings or specifications shall be submitted for building permits unless express notification in writing is received from the Contracting Officer (CO).

B. JOB CORPS GUIDELINES

1. JCH-814: Planning, Design, and Construction Administration Guidelines for Architects and

Engineers

Job Corps publication JCH-814, September 2013 "Planning, Design, and Construction Administration Guidelines for Architects and Engineers" (which includes Amendment 1 signed September 24, 2015), is a companion document to this scope of work. The JCH- 814/2013 can be found at http://www.solicitationattachments.com. It presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the requirements of the contract and JCH-814, September 2013, the requirements of the contract shall take precedence.

C. OTHER STANDARDS

1. Sustainability Design and Building Requirements

The project shall use design methodologies, materials, systems and components that will minimize negative environmental impacts, increase energy efficiency and make use of renewable energy technologies. Within budget constraints it shall embody best current sustainable design and building practices. The project team is to propose the highest possible http://www.solicitationattachments.com/

C-7 implementation of these strategies for consideration by the Department of Labor, the Regional DOL office, and the Job Corps Center.

The project shall also meet required energy use and sustainability goals as described below and as noted in the JCH-814, September 2013.

The Contractor shall verify construction phase sustainability measures as detailed in the JCH- 814 and as noted on the respective Compliance Forms. The specifications shall include requirements to provide any necessary documentation.

2. Energy Conservation

All new work is to be designed in accordance with energy conservation opportunities and applicable federal directives. In response to energy conservation concerns, all proposed construction shall conform to the current edition of the Model Energy Code of the State of Maryland and ASHRAE 90.1-2010

It is the Department of Labor’s policy to purchase energy and water consuming products which are in the upper 25% of energy and water efficiency whenever practicable and cost effective. All work must be designed to meet or exceed the requirements of the Energy Policy Act of 2005 (or latest version), which includes Sections 103, 104, 109, 131, 553;

Executive Order 13693; and all other applicable federal, state, and local codes and directives.

New equipment shall be Energy Star or FEMP designated products where applicable.

Building annual energy consumption calculations, methods and presentation shall conform to nationally recognized standards such as found in ASHRAE Handbooks. A calculation summary statement of the estimated annual energy consumption, expressed in BTU/GSF/YR shall be submitted with the 60% and final review submittal for the building.
