DESIGN-BUILD SCOPE OF WORK
ROOFS and WINDOW REPLACEMENT
ON BUILDINGS 2 and 7
AT THE
BARRANQUITAS JOB CORPS CENTER
I. GENERAL
The existing roof is a white TPO roof that is approximately 36,000 SF and is at or beyond its useful life. The work will include demolition of the existing TPO roof membrane and insulation down to the roof substrate, concrete on metal deck. It will include the installation of a new EPDM roof system, include all new polyisocyanurate rigid insulation with cover board, which incorporates the use of rigid crickets to provide for positive drainage (minimum of ¼” per foot), to all existing roof drains. The new roof membrane will be designed as a fully adhered EPDM Energy Star rated 60 mil system.
The work involves services for the design and construction of the following work on Main Building 1 at the New Haven Job Corps Center:
• Approximately 23 flood lights in combinations of 1, 2 or 3 lights are to be removed and remounted in a manner such that they do not penetrate the roof top or cap. Approximately 5 of these lights are attached to 4x4 wood posts next to the roof access ladders.
• The roof ladder access ladders are rusted and will be cleaned and repainted.
• The Contractor shall engage the services of a qualified HVAC Contractor for the repair and/or replacement of numerous pieces of mechanical equipment on the roof. The HVAC Contractor will be responsible for the replacement of all roof curbs as required to maintain 8 inches height above the finished roof deck. It is the intent of this scope of work to include the in-kind (approved equal) replacement of two roof top A/C units and a minimum of 6 air exhaust/intake roof top mounted fans. The contractor is responsible for surveying the roof top mounted exhaust and intake units for operability. All units must be documented in the design as operable or not. Those proposed to be replaced will be so marked on the design as such. In the event that more than 6 units are found to be in need of replacement, the larger capacity units are to be given precedence.
• There are two existing roof hatches that have been repainted and will be replaced.
For detailed description of requirements, refer to Section III—Extent of Work, herein.

B. JOB CORPS GUIDELINES
1. JCH-814, September 2013
Planning, Design, and Construction Administration Guidelines for Architects and Engineers. Job Corps publication JCH-814, September 2013, "Planning, Design, and Construction Administration Guidelines for Architects and Engineers," is a companion document to this scope of work. The JCH- 814/2013 can be found at http://www.solicitationattachments.com. It presents the Contractor additional design criteria not specifically stated in the scope of work. Where conflicts occur between the contract and JCH-814/2013, the requirements of the scope of work will take precedence.
C. OTHER STANDARDS
1. Sustainability Design and Building Requirements
The design for the new roofs will, to the extent possible, be in accordance with the requirements of ASHRAE 189.1, High Performance Green Building Standard, and will comply with the criteria for the EPA’s Energy Star Program Requirements for Roof Products.

5. Existing Facility Investigative Survey
As-built plans are available at the Center and will be available electronically after the pre-construction meeting. Regardless, the Contractor is responsible to perform an investigative survey to determine if there are hidden conditions or elements which will impact the work. In the event demolition is required to expose suspected unknown elements, the Contractor shall notify the ESC PM and coordinate demolition activities with the Center maintenance staff. The investigative survey’s objectives will be as follows:
a) The survey will determine if there are multiple layers of roofing.
b) The survey will determine the extent of any hidden structural elements. The design and spacing of hidden structural elements will be investigated.
c) The survey will locate any mechanical or electrical components, the presence of which would impact the work.
d) Any damaged or deteriorated decking or other substrate that may need to be repaired or replaced.

D. SPECIFIC INSTRUCTIONS
1. Center Operation
The Center will remain in operation throughout the performance period. The Contractor shall, as part of this contract, coordinate with the US Department of Labor (DOL) Engineering Support Contractor (ESC) to develop a set of construction documents that will minimize disruption of Center operations during construction. The Contractor shall propose a sequencing of the work in coordination with the Center to minimize potential disruption to Center operations. This sequencing schedule is to be provided for approval to the Contracting Officer (CO) at the pre-construction meeting.
2. Contractor Responsibilities
An acceptable quality design must provide appropriate functional roofing systems at the lowest practical construction cost, with due consideration for economy in maintenance and operation.
The specified construction materials must be of quality that is consistent with the intended use of the facility, the Center, and reflect local availability and construction skills. Newly developed materials and methods should be considered and discussed with DOL for inclusion in the project. Installers must be certified as applicable by the manufactures of the products for which they are installing.
Although this scope of work may identify specific elements of construction, it is the Contractor's responsibility to provide any and all elements which are incidental to provide a fully complete and functional roofing system.
The Contractor shall ensure the security of operations and storage areas to preclude all breaches of security including, but not limited to, vandalism and/or theft that can impact the timely and successful completion of the work. While existing Center operations will be continuing during the course of the project, the Contractor shall not rely on any aspect of Center security to guard aspects of its operations.
