20 Section F.4 Place of Performance
16-17 Can Bureau of Labor Statistics (BLS) clarify the subcontracting percentage goals for a potential 8(a) Prime contractor who use UNICOR or AbilityOne agencies?

21 Section F.5 17 Can 8(a) Contractors use subcontractor Past Performance or CPARS ratings if contracting services to an AbilityOne affiliated agency performing SECTION 508 COMPLIANCE or Mailroom services by an agency assigned by the authorized AbilityOne enterprise - National Industries for the Blind (NIB) or SourceAmerica

Mandatory Sources of Supply or Services) in Service-type contracts where AbilityOne® Office Supplies/Information Technology Media products can be used during the course and in execution of the contract such as Admin Support Services, Mailroom Operations, or Supply Chain Management?
23 Section G.5 22 Will the Contracting Office consider setting aside performance of services outlined in G.5 SECTION 508 COMPLAINCE to the AbilityOne program under National Industries for the Blind (NIB)?
The Government intends to keep this requirement in the 8(a) program.
24 Section I.1 – Contract Clauses
33 52.217-9 (c) If the Government exercises this clause or 52.217-8 and extends the term of this contract, should this not be 66 months?
The total period of performance of the IDIQ is 60 months. If the 6 month extension is exercised, the period of performance is 66 months.
25 Section I.1 – Contract Clauses
33 The Contracting Officer has incorporated FAR 52.222-17, Non- Displacement of Qualified Workers, Executive Order 13495 into this procurement, which states in part, “The Contractor and its subcontractors shall, except as otherwise provided herein, in good faith offer those service employees employed under the predecessor contract whose employment will be terminated as a result of award of this contract or the expiration of the contract under which the service employees were hired, a right of first refusal of employment under this contract in positions for which the service employees are qualified.”
Paragraph 1.6 requires offerors to provide resumes for Key Personnel who most likely will not be hired to perform the work on this contract. Instead, providing Position Descriptions for Key Personnel, in lieu of resumes, gives the government assurances that if
The Mail Clerk and the Furniture Installer have been removed as Key Personnel. Resumes will be required for the Project Manager II/On-site Lead and the Warehouse Supervisor.
job offers are refused by incumbent employees, a standard has been created for their replacement that meets or exceeds the requirements of the RFP. As the successful contractor will be offering first rights of refusal to qualified predecessor contract employees, to meet the requirements of E.O.
13495, would the government please remove the requirement for resumes for Key Personnel and instead require Position Descriptions that incorporate minimum qualifications?
26 Section I.1 – Contract Clauses
33 Under FAR Clause 52.222-17, Nondisplacement of Qualified Workers, the incoming contractor must make bona fide employment offers to all qualified incumbent service workers. As such, without certain data, an offeror cannot provide informed and accurate pricing for the incumbent employees relative to costs of SCA-mandated vacation time based on employee longevity on the contract. This results in an unfair competitive advantage to the incumbent contractor over all other offerors. For example, the difference in vacation between 3 years’ experience and 10 years’ experience is 80 hours, which must be accounted for in pricing. As non-displacement of qualified workers is required under FAR Clause 52.222- 17, Nondisplacement of Qualified Workers, can the government provide all potential offers with the list of incumbent personnel covered by SCA - by labor category and date of service (names are not necessary), so that all offerors have adequate and appropriate cost data to consider as part of their bid price, and so that all offerors are
See answer to Question 7.
In accordance with FAR 22.1020 & 22.1204, the incumbent will provide the list of current employees to the contracting officer no later than 10 days before expiration of the current contract. This list will be provided to the new awardee at time of award.
afforded a chance to compete on a level-playing field with the incumbent contractor?
27 Section I.1 – Contract Clauses
33 Under FAR Clause 52.222-17, Nondisplacement of Qualified Workers, the incoming contractor must make bona fide employment offers to all qualified incumbent service workers. Can the government verify that all incumbent service workers covered by Clause 52.222-17 currently meet the position qualifications as specified in the IDIQ and Task Order?
In accordance with FAR 22.1020 & 22.1204, the incumbent will provide the list of current employees to the contracting officer no later than 10 days before expiration of the current contract. This list will be provided to the new awardee at time of award.
The new contractor will be responsible for verifying the qualifications of those in covered positions.

35 L.9 - Volume II- Factor 2 - Technical Capability Technical Capability, Approach, and Staffing
72-73 To clarify, the technical proposal must be written to propose the TO PWS. The positions for the IDIQ need to be priced, however, the resumes and work do not need to be technically addressed. The TO encompasses the Technical portion of the proposal?
Correct - technical proposal to address TO only.

The Prime shall submit three (3) past performance references and each sub should provide one (1) past performance references.
L. 10 - Volume III - Factor 3 - Past Performance, Paragraph e
74 Most CORs no longer fill-out Past Performance Questionnaires (PPQs) as they defer to the CPARS. It was noted that the CPARS may be accepted in place of the PPQ. Does a declination email from the COR need to accompany a relevant CPARS, or will the CPARS itself suffice?
The Prime shall submit three (3) past performance references and each sub should provide one (1). BLS will be checking CPARS regardless.
40 Section L.9 Volume III Price
75 RFP States that that price will consist of the completion of
Attachment 7 for both the IDIQ level and for the Task Order and shall consist of fully burdened labor hours.
Please clarify that the projected overhead cost for the contractor provided 24-foot truck (Attachment 6, Section H.4.3) and required safety equipment (Attachment 6, Section H.4.2) is to be included in the labor hour billable rate.
A separate CLIN has been added to the pricing sheet for the cost of the truck. Any additional costs shall be factored into the proposed labor rates.
41 Section M.6 –
BASIS OF
AWARD
84 In Paragraph 2, “The Government reserves the right to award to a responsible 8(a) small business whose offer conforming to the solicitation is advantageous to the Government. Will an evaluation advantage or ‘best value’ apply to 8(a) contractors subcontracting AbilityOne agency to perform the services requested if capabilities are provided at the Task Order level?
There will be no evaluation preference for those proposing Ability One as a sub-contractor.

The vendor is responsible for appropriately compensating staff per applicable employment law.
62 Past Performance
NA Under FAR 15.305(a)(2), agencies should take into account affiliate past performance unless restricting the use of such affiliate past performance reasonably relates to the agency’s needs in choosing a contractor that will best serve the government’s interest.
May an offeror rely on affiliate past performance to demonstrate prior experience?
If an offeror may use affiliate past performance to demonstrate prior experience, (i) what must an offeror submit with its proposal in order for that offeror to use affiliate past performance to demonstrate prior experience, and (ii) are there any limitations on the type of affiliate past performance that an offer may use to demonstrate prior experience?
If affiliate past performance is not permitted, what is the basis for the restriction?
Offerors who submit past performance information of a parent, sister, predecessor or other affiliated company must describe what involvement such company will have on the instant acquisition. The proposal should clearly indicate how the resources of the parent, sister, predecessor or other affiliate company – its workforce, management, facilities, or other resources – will be provided or relied upon for contract performance.
