| Number | Question | Answer |
Can we use a non-contract in our references (e.g., inter-agency agreements)? | The solicitation requires up to three (3) references for the prime contractor submitted that are most relevant to the requirements of the solicitation. This solicitation does not exclude non contracts such as agreements from being evaluated.
For Federal contracts with a single entity where work is spanning two contract periods (one past and one current) be used a single reference or two references? | The solicitation requires up to three (3) contracts (agreements are acceptable). Therefore, multiple references can be submitted for a single entity. However, work spanning two contract periods (for example, base period and option period 1) under a single contract should be submitted as one reference.
Does BLS prepare custom extracts of restricted data sets for each researcher? Or, it is the expectation that the contractor will just provide whole data sets with restricted variables to Researchers? | BLS does not prepare custom extracts of restricted data sets fro each researcher. The expectation is that the contractor will provide access to the whole data set to the researchers.
Are there existing guidelines for disclosure review for the contractor to implement, or should the contractor develop guidelines? | There are existing guidelines for disclosure review for the contractor to implement.
Should the contractor be prepared to store the 4 datasets? Or, would the data remain on a BLS server and accessed by the VDE via secure technology? | The contractor shall store the 4 data sets.
Does BLS want the contractor to improve the usability of the data and/or offer long-term preservation for the 4 datasets? | No, this is not a requirement for the PWS.
We would like clarification on the workspace requirements. Is the 500GB maximum size requirement for the secure workspace (item B.g at the bottom of page 10) referencing size requirements per user or the requirement for all concurrent users? | This references the maximum size requirement per researcher project. The PWS has been updated to make this clear.
NIST 800-181 controls are mostly overlapping with NIST 800-53. Would BLS accept compliance with NIST 800-53 controls for this contract? | The minimum requirement for the PWS is NIST 800-171 compliance. As NIST 800-53 exceeds the requirements of NIST 800-171, BLS will accept a vendor who is in compliance with NIST-800-53, but will assess compliance with NIST 800-171 requirements throughout the life of the contract.
Should the workspace/processing power allocated to individual researchers/users be flexible? That is, when a user signs in they are given a workspace of a certain (moderate) size, but can also request a larger workspace if there is unused capacity at the time. | The workspace/processing power may be flexible.
Can you provide an estimate of the memory and disk space required for analyses? We are interested in information to approximate the upper range of an analysis that is considered computationally intensive. | The BLS data sets for the enclave are relatively small (less than 1 GB), however, the researchers may bring in outside datasets that are considerably larger. As an illustration, however, most of the BLS on-site research leverages Stata-MP with 8 cores.
Is there any information on what Python packages would be required in the VDE? | Numpy, Pandas, Matplotlib, Scikit-Learn, Scipy
