STATEMENT OF WORK

HOSTED CALL CENTER SYSTEM AND ASSOCIATED

SERVICES

1.0 Introduction/Background

Federal Prison Industries, Inc. (FPI) was established by statute and Executive Order 6917 in 1934 with a mission to rebuild the lives of individuals and reduce recidivism. FPI is unique in that it is a manufacturing organization operating within the U.S. Federal Government. Aside from producing products and performing services, FPI seeks to prepare inmates to return to society as law-abiding taxpayers with quality job skills, training, and work experience.

This Statement of Work (SOW) is to provide the information required for vendors to submit a proposal for a hosted call center system that will be utilized in the call center operations in Bryan, TX and Tallahassee, FL. This statement of work will identify requirements for the proposal including software, security controls, system setup, training, and support.

2.0 Facilities/Locations

The FPI locations that will utilize the hosted call center system:

FPC Bryan – 1100 Ursuline Avenue, Bryan, TX 77803 FCI Tallahassee – 501 Capital Circle NE, Tallahassee, FL 32301

3.0 Scope of Work

The vendor will propose a call center system, to be utilized by FPI SBG call centers, accessed via the Internet. In addition, the vendor will also provide installation, configuration, provision, training, and support.

4.0 System Functionality Requirements

The required functionality for the system is as follows:

Telephony and Dialing o Outbound, Inbound and Blended Telephony o Preview/Predictive/Progressive Dialing Options o Priority queuing o Priority dialing o Softphone Compatibility o Multiple ACD and IVR Features o Outbound calling via "dialer" configurable with multiple outbound campaigns/projects, each with different lead lists, dial policies, caller ID, dispositions, email templates, etc.

o Caller IDs can be assigned to campaigns/projects via script, uploaded list, or API, and randomized o Call Forwarding o Conditional routing based on time of day, day of week, DNIS, and

System Accessibility o Connectivity to the system from an Internet connection o Ability to Function through a VPN Tunnel o Hosted Hardware o Hardware/Location Redundancy o Different privilege levels for Agents, System Administrators, and

Managers/Supervisors CRM Integration o Posting of lead/contact data from the vendor's system into a 3rd party's CRM system via API interfaces o Logging of API posts to identify failures o The capability to rerun/resend the API posts in the event of failures o Access to the location/library of API scripts to allow UNICOR system administrators to create, update, deploy the API scripts, shared keys, credentials, etc.

o Integration allowing real time access of 3rd party CRM system to provide functionality such as the screen pop of contact data for outbound calling and updating lead/contact data

5.0 Desired System Functionality

Additional desired functionality for the system is as follows:

FTP Server o An integrated FTP server that our customers can connect to and use to upload/import lead lists.

Calendar o Integrated multi calendar functionality where a different calendar can be assigned per campaign, or a single calendar can be shared across campaigns.

o The calendar should have no messaging capability that cannot be restricted.

Email Server o An integrated email server allowing UNICOR to create email accounts, distribution lists, set up forwarders, and to connect an email client (such as Outlook or Windows Mail) o The ability to configure email messaging to use multiple SMTP servers/providers for sending emails.

o The ability for emails to be manually approved/released before being sent out.

Multi-media capabilities o Multi-media queuing

Campaign Management o The ability to configure the system/dialer to utilize some or all of a particular lead list simultaneously for dialing.

o The ability to reset the dialing count or reset campaign to initial state

Database Integration Speech Analytics Artificial Intelligence functionality and features

6.0 Services

The requirements for additional services are as follows:

Installation and Testing o The proposal should include a full description of the installation services that will be provided.

o There should be timeline provided, which outlines the typical timeframe for system implementation, after award of the contract.

o This would include hardware installation, setup, configuration, fine tuning, calibration, and a documented quality control review of the hardware installation after setup and testing.

o This would include software installation, configuration, and testing.

o This would include collaboration with UNICOR staff on testing and troubleshooting during the implementation of computer access restrictions after software functionality has been tested and verified.

o This would also include documented testing of each type of material and use case being performed in the operation to confirm that the equipment will not be used in a manner that would cause damage to the machine beyond normal wear and tear.

Service Level Agreement o A Service Level Agreement (SLA) must be provided by the prospective contractor.

o If different levels of an SLA are offered, then they should all be listed along with any differing costs.

o The SLA should include system uptime, technical support response time, and any penalties (if any exist) that will result from the SLA not being met (i.e. credits, discounts, termination of contract, etc.).

o The system should be available 24/7 outside of scheduled or emergency maintenance windows, of which UNICOR should be notified.

Support o The proposal should include a full description of the support provided.

The description would entail:

Telephone support provided Onsite support provided (if necessary) Email support provided Standard response time for telephone support Hours that support is available via telephone or email Costs for telephone, onsite, and email support if not included in standard pricing.

System Changes o The proposal should outline the procedure and complexity involved in executing a MAC request within the system.

o The proposal should provide a clear differentiation between a standard change request and a MAC request in your system o This would include scalability of the system both in adding agents and system features, based on the evolving needs of the organization

Training o The proposal should include a commitment to the amount of days of training that is part of the installation and setup, as well as quoting the cost for additional days of training if desired by UNICOR.

o The additional training that is quoted should be at UNICOR’s discretion to take immediately after the included days have been exhausted, or within 6 months of the initial installation.

o The training should include the operation of the system, including both agent and supervisor functionality.

o The training should provide instruction on system administration, including account setup and provisioning, campaign and call center configuration, system monitoring, and system troubleshooting.

o If there onsite training is an option, then this should also be noted and quoted.

o Additional training resources such as videos that are online or can be downloaded should be noted

7.0 Security Compliance

UNICOR requires that providers of external information system services/technology products must comply with organizational information security requirements and employ appropriate security controls in accordance with applicable federal laws, Executive Orders, directives, policies, regulations, standards, and guidance.

Contractors are fully responsible and accountable for compliance with all Health Insurance Portable and Accountability Act (HIPAA), Privacy Act, FISMA, National Institute of Standards and Technology (NIST), FIPS, including conducting compliant risk assessments, routine vulnerability scanning, system patching and change management procedures, and the completion of an acceptable contingency plan for each system.

The contractor's security control procedures must be equivalent to those procedures used to secure UNICOR's systems.

UNICOR's systems are assessed based on the Department of Justice's implementation of the NIST 800-53 security control procedures. Any deficiencies noted during assessment must be provided to the Information Security Officer (ISO) for entry into UNICOR's Plan of Action and Milestones (POA&M) management process. The contractor/subcontractor must use UNICOR's POA&M process to document planned remedial actions to address any deficiencies in information security policies, procedures, and practices, and the completion of those activities. Security deficiencies must be corrected within the time frames approved by the government.

8.0 Other Requirements/Notes

Pricing o Pricing is to be provided in 2 separate sections.

Section 1) up front (one time) fees Section 2) recurring monthly fees.

o Please specify the investment required for deploying your application during our initial phase.

o Each section shall include the overall price for that section and a description of what it entails (list all the components, features and services included for each section.

o Pricing should also have a sub-section to include costs that are billed on a rate, i.e. per minute utilization cost for inbound/outbound calls, labor rate for development and testing required for system changes, etc.

o If there is a separate/additional cost for the system to be hosted in a FedRamp environment, then that cost should be identified separately.

o If the monthly license/seat cost is different based on the volume of licenses, then this should be provided in the proposals.

License/Seat count adjustment. The vendor must allow UNICOR to adjust the license/seat count via increase or decrease, to be effective at the start of the next monthly billing cycle.

Vendor is to include a list of other requirements that are the responsibility of UNICOR to provide such as voice and data lines, routers, network switches, etc.

UNICOR will provide the call center environment, agents, PC, headset, and network connection.

Period of Performance:

o This contract will commence from the day of award for two years and will include a one-year option year period at the end of the two-year base.

Invoice / Payment:

o Contractor shall submit one invoice per month to include the following:

o Contract number / delivery order number referenced o Dates of service o Separate line item for per seat cost o Separate line items for each system component or feature not included in the per seat cost o Separate line item(s) for any additional technical support not included in the per seat cost o Number of Hours worked (tasks accomplished and number of hours attributed to each task) o The invoices should be broken down to provide separate invoices for each location

CONTRACTOR'S RESPONSIBILITY: It is the responsibility of the Contractor to follow any Special Security Requirements of the facility where the work is performed in the performance of the contract and to consider the effects of those security requirements in the pricing of the proposal.

9.0 Evaluation Factors

The factors that will be used to evaluate and select a vendor are as follows:

Go/No Decisions Based on Security Requirements o Ability to restrict agents/users from being able to perform manual dialing of telephone numbers.

This must also be restricted during call transfers.

o Ability to restrict agents/users from performing conference calling and call transfers.

o Ability to restrict agents/users to either cold/blind transfers or warm transfers as desired o Ability to restrict agents/users from modifying the phone number of a lead/contact that will be dialed by the system o Ability to restrict agents/users from sending custom emails/SMS messages via the proposed system o Ability to restrict agents/users from receiving email/SMS messages in the proposed system

Other Factors of Evaluation o Price o Delivery and installation lead time ARO o Technical support and SLA offered o Ability to meet the System Functionality Requirements o Ability to meet the Desired System Functionality

Part I: Information

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is SV0161-24 and this solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. The North American Industry Classification System code is 517121, telecommunications resellers. This requirement is 100% set-aside for small business; small business size standard for this solicitation is 1500 employees. UNICOR, Federal Prison Industries, Inc., intends to enter into a one-year with two (2) option years, firm-fixed-price, indefinite delivery-indefinite quantity contract for the following commercial item(s):

See Section B for List of Items.

Guaranteed Minimum Quantity is XXX each, estimated quantity not to exceed quantity for life of the contract is XXX each. Contractor must allow capability to change quantity monthly: increase or decrease.

All items will be awarded to one offeror. Failure to submit an offer onall items may prevent an offer from being considered for award.

Notice to government when contractor(s) delays:

In the event the contractor(s) encounter difficulty in meeting performance requirements, or when there is an anticipated difficulty in complying with the delivery terms or completion dates, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely delivery/performance of this contract, the contractor must immediately notify the Field Administrative Contracting Officers at UNICOR (to be determined) with pertinent details. This information will not be construed as a waiver by the Government of the required delivery schedule, or the Governments rights to impose consideration against delinquencies or other remedies provided by this contract.

Best Commercial Customer Category:

Contractor agrees that FPI is in the category of the most favored or best commercial customer category of the Contractor and as such, the Contractor will:

During the contract period, the Contractor shall report to the Contracting Officer all price reductions offered to the category of customers that are considered by the Contractor to be their most favored or best commercial customer.

1. A price reduction shall apply to purchases under this contract if, after the award date, the Contractor-

i) Revises downward its commercial catalog, price list, schedule, etc., to its best commercial customers (or category of customers) below the awarded price under this contract;

ii) Grants more favorable discounts or terms and conditions to its best commercial customers than those contained in this contract that would result in prices below the awarded price under this contract, an/or

iii) Grants special discounts to its best commercial customer (or category of customers) that would result in prices lower than the awarded price under this contract.

2. The Contractor shall offer the price reduction to FPI with the same effective date, and for the same time period, as extended to the commercial customer (or category of customers).

The Contractor may offer the Contracting Officer a voluntary price reduction at any time during the contract period.

The Contractor shall notify the Contracting Officer of any price reduction subject to this clause as soon as possible, but not later than 15 calendar days after its effective date.

Future requirements for these or similar items from this or other UNICOR factories may be added to the resulting contract if considered to fall within the scope of work and the price is determined to be fair and reasonable.

DEPARTMENT OF JUSTICE CONTRACTOR RESIDENCY REQUIREMENT

For three of the five years immediately prior to submission of your offer/bid/quote, or prior to performance under a contract or commitment, individuals or contractor employees providing services to any Federal Bureau of Prisons facility must have:

1. legally resided in the United States (U.S.);

2. worked for the U.S. overseas in a Federal or military capacity; or

3. been a dependent of a Federal or military employee serving overseas.

By signing this contract or commitment document, or by commencing performance, the contractor agrees to this restriction.

INVESTIGATIVE PROCEDURES FOR CONTRACTORS, CONSULTANTS AND VOLUNTEERS

The Bureau of Prisons (BOP) policies regarding investigative procedures for contractors and consultants are set forth in Program Statement (P.S.) 3000.02, Human Resource Management (HRM) Manual and P.S. 4100.03, Bureau of Prisons Acquisition Policy (BPAP). In particular, the HRM Manual requires detailed security procedures for all individual contractors including contractors performing pursuant to any purchase order or any purchase card transaction, for which the period of performance is equal to or in excess of 30 days. Prior to award, the Contracting Officer shall also obtain from the Personnel Officer or the appropriate Cost Center Manager, written assurance that investigative procedures have been completed for contracts awarded to individuals. For contracts awarded to companies, this written assurance must be received prior to the contractor beginning performance. The HRM Manual, Part 731.2 states if the contractor is a company providing construction or maintenance services, all of the above procedures are required except for vouchering, urinalysis testing and law enforcement agency checks, however, the contractors employees must be closely supervised by institution staff.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—

(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and

(ii) Those clauses listed in this paragraph (e)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
