About this file
This file comprises attachments to Invitation for Bid (IFB) 161304 issued by the Virginia Department of Transportation for janitorial services at the Edinburg Residency. The contract requires the contractor to provide comprehensive janitorial services at various locations within the Edinburg Residency according to detailed specifications. The attachments include a Small Business Subcontracting Plan form, normal and emergency contact information requirements, a subcontractor approval form, references form, the Commonwealth's CII SSI Policy Guide, and sample janitorial services checklists detailing cleaning tasks by frequency. The janitorial services specifications cover weekly bathroom cleaning and sanitization, room cleaning, outside walks and entrances, stairways, monthly deep cleaning of interior glass and storage areas, and quarterly services including floor stripping and waxing, high cleaning of fixtures and surfaces, and furniture cleaning.
All bidders are required to complete the Small Business Subcontracting Plan attachment to be considered responsive. The Commonwealth has established a goal that over 42 percent of its purchases be made from small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). Bidders certified as micro or small businesses by DSBSD need only provide certification information in Section A of the plan. Non-certified small businesses must complete Section B, identifying the portions of the contract to be subcontracted to DSBSD-certified small businesses in relation to the bidder's total price for the initial contract period, with proposed participation percentages to be incorporated as contract requirements. Failure to meet proposed participation levels may result in breach of contract.

This shall also include DSBSD-certified women- owned and minority-owned businesses and businesses with DSBSD service disabled veteran owned status when they also hold a DSBSD certification as a small business on the bid due date. Currently, DSBSD offers small business certification and micro business designation to firms that qualify.
Certification applications are available through DSBSD online at www.SBSD.virginia.gov (Customer Service).
