This Amendment No. 003, to the referenced Request for Proposal, issued August 10, 2016, provides the following:

TSQC

Solicitation No. 16-100-SOL-00027 Amendment No. 0003

1. This is Amendment No. 0003 to Solicitation No. 16-100-SOL-00027.

2. The purpose of this Amendment is to 1); revise the proposal due date and 2); provide responses to questions received.

3. The proposal due date is hereby revised as follows:

FROM: 12:00AM ET on September 10, 2016 TO: 3:00 PM ET on September 23, 2016

4. The following are responses to questions received under this RFP:

Q1. Should a budget submission for Option Period 1 be included along with the 4 year base award budget submission?

A1. A budget submission is required for the base period and all option years.

Q2. Is the Lump Sum budget for quarantine services for 30 days for 20 individuals incorporated into the annual lump sum payment fee each year, whether or not the services are utilized?

A2. Yes

Q3. If there are some beds available and/or utilized during the base period, is it acceptable to provide for that in the proposed budget?

A3. Yes. Please provide this as a separate breakout in your proposal.

Q4. The option periods do not have a line in the model tables for simulated training for Ebola Care as it does in the Base Period. Is it acceptable to include this in the proposal for the option periods, and should it be per course?

A4. You can propose it.

Q5. If the quarantine space is activated or the use of the Simulation space is emergently requested, can other activities in same floor and other floors of the building continue? Safety controls in place will allow for this but wanted clarification.

A5. Yes. All non-contractual activities can be continued as long as they do not interfere with contracted activities and as long as safety controls remain in place.

Q6. At one point in the document it mentioned a 50 page limit to the business plan and on another a 75 page limit. Can you all please clarify which is correct?

A6. The Business Plan will have a page limit of 75 pages.

Q7. Is it allowable for a portion of a specific piece of equipment to be paid for through the RFP and the remainder paid for through other sources, or is the preference that even though a piece of equipment is being used by a variety of initiatives that the equipment is paid for entirely and owned by

TSQC?

A7. Equipment to be purchased under this solicitation shall be funded from one source only.

Q8. Can the awardee subcontract part of the quarantine and clinical care to RESPTCs that have not yet cared for a patient with Ebola virus disease?

A8. Yes. This aspect of the proposal will be evaluated in accordance with Section M.1. of the RFP.

Specifically Factor 1: Technical; Sub-factor 2: Corporate Experience/Proposed Staff.

Q9.1. Who is the target audience? It says USG healthcare providers: is this USPHS, NDMS/DMAT, etc.

A9.1. The target audience is clinicians from NDMS and PHS.

Q9.2. What are their backgrounds?

A9.2. Individuals have not been identified but will be licensed clinicians of the type needed to treat Ebola patients.

Q9.3. Do we need to teach to their protocols?

A9.3. Consideration should be given to their protocols; however, patient and worker safety and quality of care are paramount, so where curricula needs to differ from their protocols, that is ok.

Q9.4. Would the HCW participating in the courses be taking care of patients in a US healthcare environment or in a resource limited environment? The courses will look very different depending on this question.

A9.4. These responders may be caring for patients in either US facilities or austere environments, and the training should encompass both scenarios.

Q10. Are there target numbers for HCWs to be trained? For a simulation-heavy course, we could probably do 20-30 learners/course.

A10. Twenty to thirty learners/course is appropriate.

Q11. Do HCWs attend the course once during the 4 year period, or will the same provider attend more than once (thus requiring additional curriculum to build on)?

A11. Yes--once during the 4 year period; however if an actual emergency occurs, some responders may be sent for just-in-time refresher training.

Q12. The RFP lists 20 courses during the first 4 years- are these to be primarily scheduled courses, primarily courses organized in response to an outbreak, or a mixture?

A12. Without foreknowledge of what may occur, we can only say scheduled courses are the goal but that ASPR needs the right to preempt ANY scheduled course(s) in the event of an outbreak.

Q13. Is this RFP tied to global health security funding?

A13. No.

Q14. Can training and quarantine space be separate (referring to Page 12, Task 7)?

A14. Yes, however, any equipment purchased for training that may be necessary for quarantine must be moved to the quarantine space. In other words, the federal government will not purchase two sets of the same equipment.

Q15. What provision has been made for reimbursement of clinical care if those being quarantined become sick?

A15. There is a provision for reimbursing clinical care for confirmed Ebola patients; however, if a different disease presents or when the Ebola supplemental funding expires in 2019, we will no longer be able to guarantee reimbursement of clinical care unless additional funding is secured.

Q16. Can ASPR clarify exactly what level of virtual simulation lab it is envisioning? We find this term to be somewhat vague.

A16. Rather than provide specific requirements on the types and level of virtual training equipment needed, ASPR is seeking the experience and expertise of Offerors to submit a proposal that would, when completed, result in a state of the art clinical simulation training facility

Q17. What is the preferred format for the CV’s/Biosketches of personnel?

A17. There is no preferred format for the CV’s/Biosketches of personnel?

Q18. Is there a required timeline within the 4-year base period for completion of the curriculum (Task 4) and initiating training, or is the contractor expected to propose a timeline?

A18. Offeror should propose this timeline. This aspect of the proposal will be evaluated in accordance with Section M.1. of the RFP.

Q19. Can this project operate in a more collaborative manner, e.g. splitting the total scope of work between the primary awardee and other qualified (subcontracted) institutions?

A19. Yes. This aspect of the proposal will be evaluated in accordance with Section M.1. of the RFP.

Q20. Due to the 1 month response time to the RFP (publication date to submission date) and the holiday weekend immediately preceding the submission date, is the contractor open to the possibility of an extension?

A20. The submission due date of this RFP has been revised as follows:

FROM: 12:00AM ET on September 10, 2016 TO: 3:00 PM ET on September 23, 2016
