About this file

This is a Question & Answer document from the Virginia Department of Transportation (VDOT) addressing bidder inquiries for Invitation for Bid (IFB) No. 160733 regarding hired equipment with operator services in the Petersburg Residency. The project requires contractors to provide on-call, as-needed hourly rental of equipment with operators and personnel to perform general maintenance operations, incidental construction, and critical/urgent repair work across various locations in Dinwiddie, Nottoway, and Prince George Counties on Primary and Secondary routes. The document, dated March 17, 2026, clarifies three key questions from prospective bidders regarding contractor licensing requirements, bid submission procedures, and the classification of supervisor roles.

The Q&A document addresses critical bidding requirements and clarifications. VDOT acknowledged an exemption for contractors not licensed by the Board for Contractors, indicating this exemption will be reviewed during the evaluation process. The Department declined to advise bidders on how to structure their bids regarding license submission and confirmed no addendum would be issued to remove contractor license requirements. Notably, VDOT clarified that the supervisor role, while required under Section IV, falls under the bid line item for Skilled Laborers including Operating Equipment and Onsite Supervision (bid line #44), indicating supervision costs are incorporated into this labor classification rather than charged as a separate line item.

Question & Answers

Date: March 17, 2026

IFB No.: 160733 Hired Equipment with Operator-Petersburg Residency

1. Question: It states that the contractor shall submit a contractor’s license number with their bid. I spoke with a contracting officer with VDOT, and they told me that there is an exemption for contractors when doing work with VDOT. Are you aware of this exemption?

Answer: VDOT is aware of the exemption for Contractors that are not licensed by the Board for Contractors and governed by the regulations, and this will be reviewed during the evaluation process.

2. Question: hey also told me that if you submit a contractor’s license number, that it has to fall within the proper classification, and for this instance I assume it will need to be "Highway Heavy"..... So, with this being said, Is it better off to not submit a license number and just use the exemption clause? Also, will there need to be an addendum sent out removing the Contractor License requirement for this bid?

Answer: VDOT cannot advise you on how to place your bid. No addendum will be issued.

3. Question: Under section IV letter D number six calls for a supervisor. So, you’re requesting a supervisor, but not paying for a supervisor is that correct.

Answer: The Supervisor role falls under the Skilled Laborers which is bid line # 44

Skilled Laborers including Operating Equipment & onsite Supervision.
