About this file
This document is a set of Clarification Requests and Government Responses related to a federal Request for Proposals (RFP) for the Operation of the Centennial Job Corps Center. The RFP seeks a contractor to provide academic, career technical, career success skills, and career development training and related support services for a planned on-board student strength (OBS) of 241 residential and non-residential students. Key details include:
The RFP revises the number of annual student arrivals from 200 to 306 and updates the government's rough order of magnitude estimate to $41-$45 million. Offerors will be required to provide all necessary CTT programs, staff, and facilities on day one of the contract. A 3-month grace period will be provided to reach 100% of the OBS before price reductions are applied. The contractor will earn a 1% fixed management fee for utilities costs. Questions were also addressed regarding facility maintenance, security, accessibility, and utility costs.

Q# Section of the Request for Proposals (RFP) Questions Responses
Page 8 Section B.1 and Page 27 F.5 number of arrivals
The Contractor shall provide Outreach and Admissions services at a location(s) determined by the contractor to ensure the arrival of a minimum of 200 students into the Job Corps program annually. The arrival goal seems low and does not enable operators to achieve or maintain 100% of the center’s planned OBS. The NEAP does not provide arrivals from other centers. Please clarify.
The actual (revised) number of arrivals is 306. Amendment 2 for Centennial RFP changed number of arrivals to 306. It is corrected as part of Amendment 02.
Page 13 B.3. DISCLOSURE OF THE ROUGH ORDER OF MAGNITUDE Please affirm the Government rough order of magnitude (ROM) estimate range between $41,000,000.00 and
$45,000,000.00 with an OBS Capacity of 241 students.
Amendment 2 for Centennial RFP revised Government Rough Order of Magnitude (ROM).
Page 18: C.2 SITE SPECIFIC INFORMATION Please affirm that the Recruiting Zone is the entire State of Idaho, and the Center should not expect to o receive arrivals from other contractors performing Outreach and Admissions.
This is correct.
4 Page 19: C.2.D CTT Offerings Please clarify if the Forestry Conservation & Firefighting CTT Program operated by the USDA‐FS should be treated like an NTC for cost purposes; or is the successor contractor required to cost out the position and enter into a subcontract agreement with the USDA‐FS.
Yes, the Forestry Conservation & Firefighting CTT Program operated by the USDA‐FS should be treated like an NTC for cost purposes.
5 Page 35, Section G.9
As of 5/8/24, the center is at 52.5% of capacity based on a planned 120 OBS. The RFP OBS is 241, which would make the current 63 students only 26% of capacity. We understand the successor contractor will be permitted a three‐month grace period. However, considering the challenges with OBS build‐up during a contingency operation period and the impact on short‐term separations, a 6 month grace period would appear to be more realistic and in the interest of center culture. Would DOL consider extending the OBS build‐up grace period to 6 months to further support this type of center transition out of a pilot and demonstration type operation?
An OBS build‐up period of 7 months, approximately from December 1, 2024, to the end of Job Corps Program Year 2024 on June 30, 2025, will be required of the operator
6 Page 74: Attachment J‐8 Please clarify is the J‐8 Standard Form 1413 – Statement and Acknowledgement is to be submitted as part of the BMP or submitted after award.
SF 1413 is prescribed for use in obtaining contractor acknowledgment of inclusion of required clauses in subcontracts, as specified in 22.406–5. The SF1413 should be submitted in the BMP. The offeror shall fill in what is possible and the document will be finalized post award.
7 Page 74: Attachment J‐10 The J‐10 only includes 1 washing machine. Please clarify the number of washers/dryers and whether they are rented, leased, or owned.
The women's dormitory recently installed 12 washers and 12 dryers. All are leased and will not be transferable. Successful offeror must provide their own leasing arrangement.
Page 74 : Attachment J‐10
The J‐10 only includes 3 small copiers/scanners. Please clarify is the center rents, leases, or owns copy machines in support of center operations.
The center currently has 5 full sized Ricoh copier/scanners all currently on lease and not transferable. Successful offeror must provide their own leasing arrangement.
Page 74: Attachment J‐10 Please clarify the inclusion of the J‐10 Preventative Maintenance Plan. The Government ordered a General Preventative Maintenance Plan to be developed because the center was being operated outside the Job Corps system for 5 years. This plan is being included as a general guideline when offerors are developing facility maintenece plans, including staffing and general supplies.
10 Page 74: Attachment J‐11
The J‐11 does not include student uniforms. Please validate if student uniforms are maintained on center or on consignment with a 3rd party.
Student uniforms are maintained on center and are not on consignment. Successful offeror needs to acquire it from a third party.
11 Page 74, J‐9
The J‐9 only lists Energy (Gas) and Water. The J‐12 only lists utilities for the current PY and is missing data. The J‐ 23 is absent data for PY‐19 and PY‐20. Please clarify the annual costs for utilities for PY‐21 through PY‐23 YTD.
There is no other data avilable. The center was run by the state of Idaho prior to April 2023, and was not part of the Job Corps program at that time.
12 Page 75: Attachment J‐15
The J‐15 attachment is not included in the solicitation. Please clarify.
Regarding the new contract resulting from the current solicitation, construction wage rate requirements determination shall be incorporated at the time of individual CRA service order award.
When a contract modification is issued for Construction, Rehabilitation, and Acquisition (CRA), the applicable wage determination will be included.
13 Page 75: Attachment J‐22
The J‐22 only lists 4 vehicles and 2 of the vehicles are aged, what appear to be buses. Please advise if theses are GSA vehicles, if they are under a GSA lease, the specifics characteristics (made, model, seating capacity), and whether any of the vehicles is being dedicated to driver’s education and if so, is the vehicle equipped with a dual break.
Yes, the center has 4 vehicles at this time. 2 are buses. None of the vehicles are GSA. They are donated to Job Corps from the Idaho State Demo Program. One Ford Fusion is currently set up for Drivers Ed and has a dual brake system installed. Obtaining additional vehicles from GSA will be the responsibility of the new operator.
Pages 8 and 75, Attachment J‐20 B.2 Pricing Schedule
CLIN X010 is expected to include G&A and 1% management fee. The J‐1 attachment found in Amendment 1, references “Cost Reimbursement with 3% Fixed Fee.” However, the sample invoice references a 1% fixed fee for CLIN X010. Please clarify the fee rate.
CLIN X010 includes 1% Management Fee. Amendment 2 corrected it along with a revised J‐1 attachment.
Page 13: B.3 Disclosure of the Rough Order of Magnitude
The Rough Order of Magnitude of $41M ‐ $45M appears to be based on the prior OBS of 120 and does not include the new federal minimum wage requirement of $17.20 and the new updated Wage Determination. Will DOL provide a new ROM, based on the new OBS of 241, the new federal minimum wage of $17.20, and the updated WD found in the RFP?
Amendment 2 for Centennial RFP corrected the Government Rough Order of Magnitude (ROM).
16 Page 27 F.5 Deliverables The solicitation identifies 200 annual arrivals, which is lower than the new 241 OBS requirement. Should this arrival number be increased to align with the increased OBS?
The actual (revised) number of arrivals is 306. Amendment 2 for Centennial RFP corrected the number of arrivals to 306, Page35: G.10 Not to exceed Contracting Line Items Please provide examples of what types of services would be included in Reasonable Accommodations. Are these for student accommodations? If so, please clarify why this cost category excludes G&A and fee as it would be a change in scope of work, is related to center operations, and requires additional corporate resources to support the effort.
Some examples of Reasonable Accommodations are equipment, learning devices or special classroom chairs for the students. The Government's experience is that procuring reasonable accomodations does not require intensive corproate resources and therefore does not warrant inclusion of G&A.
18 Page 52: H.20 Limits on Compensation Is this section irrelevant as the wages in the contract are under the Fixed Price CLINs? These limits remain in effect.
19 Attachments J‐4 and J‐28 Should NTC instructors be listed on Attachments J‐4 and J‐28? If so, should the FTE be listed in the “Prime Contractor” or “Subcontractor” column?
No. NTC staff should not be listed in the J‐4 or J‐28, and are accounted for under a separate contract.
20 Is the nursing assistant program state‐approved? Yes
Do toolkits need to be priced in for NTC trades? It has been found recently that some centers have been purchasing toolkits/supplies for students in the event that the NTC doesn’t provide them.
National Training Contractors are responsible for providing tools.
22 Section C: Statement of Work/G.9 and H.26
The RFQ awarded OBS in April 2023 was 120. This RFP has an OBS of 241, which is double the OBS currently in place. This is essentially a “build‐up” RFP. The scope of work for a build‐up Center requires a build‐up of staffing, CTT offerings, dormitory readiness, etc. There are approximately 64 students currently enrolled at Centennial.
The G.9 OBS damages will impede progress on the necessary build‐up of the center. Since the Scope of Work has significantly increased, will the Government consider revising the RFP to incorporate an OBS and staffing build‐up plan, and calculate the G.9 clause and H.26 clause based on the awarded build‐up plan?
The program office does not support the submission of an OBS and stafffing build up plan by the successful offeror. Thus, the solicitation will remain as it is.
23 Page 19: C.2.D CTT Offerings Please confirm the OTP trade (OTP in Advanced Transportation – Unmanned Aerial Systems) is for 4 Full‐Time slots
Yes, these will be full‐time slots as this is an advanced training program.
24 Page 31: G.2 Fee Please confirm the fixed fee for Utilities is 3%. CLIN X010 includes 1% Management Fee. Amendment 2 corrected it with a revised J‐1 attachment.
25 Page 44: G.18 Please confirm the fixed fee for Utilities is 3%. CLIN X010 includes 1% Management Fee. Amendment 2 corrected it with a revised J‐1 attachment.
26 Attachment J‐12 Can the Government provide a full 12‐month period for all utilities?
No. There is no other data avilable. The center was run by the state of Idaho prior to April 2023, and was not part of the Job Corps program at this time.
27 Attachment J‐22
Please confirm the Center has 4 GSA vehicles.
28 Attachment J‐23 Will the Government provide an updated Utility Trend to include recent years. The current data set is from 2016‐ 2020. Since 2020, the utility costs have dramatically changed.
No. There is no other data avilable. The center was run by the state of Idaho prior to April 2023, and was not part of the Job Corps program at this time.
29 Attachment J‐26 is a potential lease for washer/dryers that is mentioned. Will the lease cease if another Operator is awarded?
Yes. The sucessful offeror will be responsible to enter into a lease for washers/dryers.
30 Attachment J‐28 Are offerors allowed to remove unused positions on the J28? No.
31 Attachment J‐4 Are offerors allowed to remove unused positions on the J4? No.
Attachment J‐1 Evaluated Tab and Contract Award Tab
The RFP mentioned a 1% fee for Utilities. Should the offeror cost 1% or 3%? CLIN X010 includes 1% management fee. Amendment 2 corrected it with a revised J‐1 attachment.
33 Attachment J‐1 Evaluated Tab The Estimated Cost column for CLINs XX03 and XX10 are hard‐coded. Can the offeror enter the formula to match the other CLINs?
Amendment 2 corrected it with a revised J‐1 attachment.
34 Attachment J‐1 Contract Award Tab CLINs XX01, XX03, XX10 are hard‐coded. Can the offeror enter the formula to match the other CLINs?
Amendment 2 corrected it with a revised J‐1 attachment.
35 Attachment J‐1 Contract Award Tab
The Total for all Periods cell does not include Option Year 3. Can the offeror update the formula?
Amendment 2 corrected it with a revised J‐1 attachment.
36 Page 57: H.26 Staff levels To provide operators with a baseline to anticipate potential penalties related to the Failure to Maintain Staffing Levels clause, please provide Centennial’s monthly vacancy rate since the Center was transferred back to the U.S. Department of Labor.
This information will not be provided.
37 Statement of work overall The Center OBS is 241. The contract includes OA goals of 200 arrivals per year from Idaho. The NEAP plan does not identify any Job Corps providers that will refer applicants to Centennial. Please identify the name(s) of the OA providers that will assign students to the Center and their arrival goals in order to operate at capacity.
The center is responsible for all recruitment.
38 Attachment J‐26
Attachment J‐26 indicated that limited dorm capacity is available for residential students. According to J‐26, “all four wings in Freedom Hall CM Building have been closed since 2019. CM Building is in need of flooring, HVAC maintenance, Re‐Keying all doors, plumbing maintenance and in need of furniture.” Will the Freedom Hall CM Building be ready for utilization at the time of contract award? What contingencies are in place for operators to be exempt from G.9 Price Reduction for Less than 100% of OBS penalties if we are unable to utilize the CM Building?
It is anticipated that the CM dorm will be fully operational. If this is not the case, there will be no exemptions for operators and the G9 price reduction for less than 100% of OBS will be in effect after the 3 month grace period.
39 Statement of Work Page 19

Page 13 B.3. DISCLOSURE OF THE ROUGH ORDER
OF MAGNITUDE
The Rough Order of Magnitude of $41M ‐ $45M appears to be based on the prior OBS of 120 and does not include the new federal minimum wage requirement of $17.20 and the new updated Wage Determination. Will DOL provide a new ROM, based on the new OBS of 241, the new federal minimum wage of $17.20, and the updated WD found in the RFP?
Amendment 2 for Centennial RFP corrected the Government Rough Order of Magnitude (ROM).
70 Page 27 F.5 Deliverables The solicitation identifies 200 annual arrivals, which is lower than the new 241 OBS requirement. Should this arrival number be increased to align with the increased OBS?
Some offerors have indicated in past procurements that they intend to employ staff who they consider exempt under 52.222‐41, but not professional in accordance with 52.222‐46. This is a business decision that each offeror must make.
71 Page 35: G.10 Not to Exceed Contracting Line Items
Please provide examples of what types of services would be included in Reasonable Accommodations. Are these for student accommodations? If so, please clarify why this cost category excludes G&A and fee as it would be a change in scope of work, is related to center operations, and requires additional corporate resources to support the effort.
Some examples of Reasonable Accommodations are equipment, learning devices orspecial classroom chairs for the students. The Government's experience is that procuring reasonable accomodations does not require intensive corproate resources and therefore does not warrant inclusion of G&A.
72 Page 52: H.20 Limits on Compensation Is this section irrelevant as the wages in the contract are under the Fixed Price CLINs? These limits remain in effect.
73 Attachments J‐4 and J‐28 Should NTC instructors be listed on Attachments J‐4 and J‐28? If so, should the FTE be listed in the “Prime Contractor” or “Subcontractor” column?
No. NTC staff should not be listed in the J‐4 or J‐28, and are accounted for under a separate contract.
74 Is the nursing assistant program state‐approved? Yes
Do toolkits need to be priced in for NTC trades? It has been found recently that some centers have been purchasing toolkits/supplies for students in the event that the NTC doesn’t provide them.
National Training Contractors are responsible for providing tools.
76 Page 8 Section B.1 On Page 8 it states that the arrival goal is a minimum of 200 students. As the OBS is 241 students, can you confirm that is the correct arrival goal? Are other centers responsible for a portion of the arrival goal?
The actual (revised) number of arrivals is 306. Amendment 2 for Centennial RFP corrected the number of arrivals to 306.
77 Attachment J‐9 Facility Survey Are any dorm buildings or wings currently closed? If so, can you provide the names of the dormitories that are closed?
The men's dormitory is currently closed pending renovations.
During the presentation conducted as part of the site visit one of the slides indicated this procurement was issued as a small business set aside. Will you please confirm this solicitation is being offered as a full and open contract opportunity?
This solicitation is being offerred as "Full and Open Competition"
79 Attachments J‐4 and J‐28 Should the NTC and USDA‐FS instructors be included on the organizational chart? Should they be listed on Attachments J‐4 and J‐28?
The NTC and USDA‐FS instructors should be included on the organizational chart for informational purposes only, but not the J‐ 4 and J‐28
80 Page 19: C.2.D CTT Offerings The RFP includes two OTP programs (Automotive and Machine Repair and Advanced Transportation Unmanned Aerial Systems‐Drone Pilot). Are these currently offered and who is/are the OTP provider(s)?
It is up to offerors to determine who their OTP providers will be.
The trades are currently not being provided.
81 Page 19: C.2.D CTT Offerings
The most recent CTT‐10 includes the following trades and slots: CNA (30 slots), Welding (24 slots), Computer Technician (60 slots). The RFP lists 8 additional trades. The number of trades listed in the RFP does not match the current trade offerings listed on the DOL CTR10. Are all of the trades listed currently being offered and are the slots correct? Will you please confirm what trades are currently active at the center?
Current trade slots are as follows: C.N.A (30 slots); Computer Technician (30 slots); Welding (24 slots); OTP Healthcare (20 slots);
ACT (10 slots). Total slots: 114. The new trade mix is outlined in the
RFP.
82 Attachment J‐1 On the award sheet of the revised J‐1 sent with Amendment 01, it appears that cell G69 is not adding the 3rd option year amount in cell G66. Will a revised J‐1 be provided?
Updated/corrected J‐1 will be posted as amendment.
Page 13: B.3 Disclosure of the Rough Order of Magnitude
The ROM on page 13 appears to be insufficient to support successful operations given the changing economic conditions of: increase in the non‐exempt minimum wage, the increase in the exempt minimum wage, increase in SCA wages and H&W rates, current and compounded inflationary factors since the prior award, increase in the planned OBS and number of arrivals since the prior award, increase in CLIN amounts X006 ‐ X009 and x011 versus the amounts on the prior RFQ. We are requesting a re‐evaluation of the stated ROM given these significant factors.
Amendment 2 for Centennial RFP corrected the Government Rough Order of Magnitude (ROM).
84 Page 19: C.2.D CTT Offerings
There are several new OJC and NTC trades on this RFP as opposed to the RFQ. Is it the government's expectation the necessary equipment and staffing for NTC trades will be in place on day 1 of the contract? If not, for planning and for technical, staffing and price proposal purposes, when can the successful operator reasonably expect these trades to be fully operational?
Yes, we expect all trades to be fully equipped on day 1.
85 Page 18‐19 C.2 OBS
The center's current OBS is below 70, which is less than 30% of the planned 241 OBS. This means that the center only incrementally increased OBS by a net 5 students a month since the start of the current RFQ. Page 35 allows a 3‐month grace period before OBS takebacks apply. Even if the net enrollments were 25 in each of the first 3 months of the new contract, then the actual OBS would be 140 or 150. Given this reality and the start‐ up nature of this contract, will consideration be given to waiving this takeback requirement in CY1 or extending the grace period to 6 months?
No. The takeback will not be waived in accordance with G.9 after the 3 month grace period.
86 Page 31 Section G.2/ Attachment J‐1
Under G.2 Fees on page 31 the RFP states that the operator will earn a 1% fixed fee on Utilities CLIN x010.
However, on the J‐1 price detail, it states a 3% fixed fee applies to utilities and facilities maintenance expense.
Please clarify if the 3% fixed fee or the 1% fixed fee percent applies. Please also clarify if CLIN x010 includes both utilities and facilities maintenance that will be treated as cost reimbursable CLINs.
CLIN X010 includes 1% Management Fee. Amendment 2 corrected it and revised the J‐1 attachment.
87 Page 31 Section G.2/ Attachment J‐28 Page 31 states that Fee will not be included in any subsequent price increase for an increase in the minimum wage. However, included in the staff vacancy takeback on the J‐28, fee is taken back as noted on page 57 of this RFP. Please explain the rationale for taking back fee if the fee is not allowed to be included in the price when an increase in the minimum wage occurs.
When an increase in the contract price is provided due to an increase in employee minimum wage, the government will finalize a new J.28 with rates for each impacted positions that will re‐ establish the rate applicable to that position for the purpose of vacancy takebacks. The re‐establishment of the J.28 vacancy takeback rate will take into consideration that the contractor did not receive compensation for G&A and fee.
Page 100: L.7 Proposal contents, volume 5 BMP
(PRICE)
On page 100, it states that the "....Government will not be conducting any price or cost realism analysis?" Please provide clarity on what this means ‐ i.e., that the government will not help to bring about a price or cost realism analysis.
The government will not conduct a cost realism analysis as described in FAR Part 15.404‐1. The government will conduct a price analysis in accordance with FAR Part 15.404‐1.
89 Page 19: C.2.D CTT Offerings The Career Technical Training Offering chart on solicitation page 19 indicates Centennial JCC offers both NTC and OTP trades. Should positions related to those trades be presented on the J‐4, J‐28, or the organizational chart?
The OTP, NTC and USDA‐FS instructors should be included on the organizational chart for informational purposes only, but not the J‐ 4 and J‐28
