About this file
This document contains an amendment to a solicitation and responses to requests for clarification regarding the operation of the Hawaii Job Corps Center. The amendment provides clarification on several aspects of the requirement. Specifically, it confirms that the Waimanalo and Maui sites should be staffed as separate standalone locations based on their individual onboard strengths of 211 and 128, respectively. It also clarifies that the 5 advanced career training slots are designated for the Waimanalo campus only. Regarding outreach and placement services, contractors are responsible for students who return anywhere, including Pacific islands like Palau and American Samoa. No changes are permitted to the page limit or staffing plan attachments. The planned total onboard strength between the two sites is 339 students.

Responses
C.1.B The Waimanalo and Maui sites are on two separate islands. Please confirm that separate Wellness Services staff ratios should be based on the PRH rations for a Center with 219 students (Waimanalo ) and a Center with 120 students (Maui site).
This is correct.
C.2 Please provide the separate OBS breakdown for the Hawaii‐Waimanalo campus and the Maui campus.
The current breakdown is:
Waimanalo campus: 211 Maui campus: 128
C.2 Does the Maui campus serve non‐residential students? No.
C
The RFP does not mention students coming from Palau, Marshall Islands, Guam, Micronesia and American Samoa. We understand that a number of students have historically come from these Pacific Islands. Please provide any information on agreements Job Corps has to provide recruitment, transitional and placement services from these areas.
There are no national or regional agreements in place for enrollees from Palau, Marshall Islands, Guam, Micronesia, and American Samoa.
C.2.E Please confirm that the contractor shall provide Career Transition Services (CTS) to students returning to Palau, Marshal Islands, Guam, Micronesia and American Samoa.
The contractor will provide CTS to students regardless of where they return. This may include students returning to Palau, Marshal Islands, Guam, Micronesia, and American Samoa.
C.2.G The Facility Survey indicates that there is a childcare facility located on the Hawaii Center in Waimanalo. The RFP states that an on‐center childcare program is not required. Please confirm that the Hawaii contract will include a childcare facility.
The current childcare facility is operated by a third‐party, not by the contractor. The contract does NOT include the operation of a childcare center.
F.5
The current National Enrollment Assignment Plan (NEAP) arrival goal for the Hawaii Center is 330 arrivals from the state of Hawaii. The solicitation identifies an arrival goal of 441. Please confirm that the 441 arrival goal is only for students from the state of Hawaii.
The note in section F.5 of the solicitation states: "Note that https://neapmap.com provides information on arrival goals and designated recruitment zones. In the event that there is a discrepancy between https://neapmap.com and the contract, the contract take precedence over the neapmap."
G.9 Concerning price adjustment for less than 100% On‐board Strength (OBS), please confirm the price adjustment will be assessed on the combined OBS of both centers.
The contract will be for the operation of the Hawaii Job Corps Center, which includes a satellite. The price adjustment will be based on the combined OBS of both campuses.
J Please confirm there are no collective bargaining agreements (CBA) associated with the contract.
There are no collective bargaining agreements (CBA) in place at this time.
J‐4
The current RFP is silent on how to display staffing levels associated with the Hawaii‐ Waimanalo Center and the Maui Site. Would the Government prefer the staffing levels for each location be separated into two J‐4 attachments (Staffing Chart) or consolidated into one J‐4 attachment?
The Government would prefer a J‐4 staffing chart for each site.
J‐9 The 2018 Facilities Survey identified several national and regional projects to address facility deficiencies. Please provide an update as to whether the proposed projects were completed.
Of the proposed national and regional projects, only the Maui Building 12 repair, 2nd floor balconies, and wood rails were funded and completed.
J‐28 Concerning the Staff Compensation Plan, there appears to be formula challenges for NTC and Medical subcontracts. Additionally, OA/CTS is listed in 2 tabs. Do offerors have the ability to make minor changes to the J‐28 form to address these challenges.
Revised Attachment J‐28 has been published on SAM.gov.
L.7 / Factor 3 Concerning the Staff Resources Proposal, please confirm that offerors should only submit 1 Organizational Chart, 1 Staffing Chart, and 1 set of Staff Schedules.
Offerors should submit organizational chart(s), staffing chart(s), and staff schedule(s) that demonstrate adequate staffing and coverage for all aspects of Center Operations.
C.1.B.
Due to the geographical separation of Oahu and Maui, the extensive travel costs between sites, etc., does the Government concur (in accordance with the approval of the equitable adjustment request for Job Corps Program Information Notice 20‐05, Medical Hours Increase) that it is necessary and practical to staff 1.0 full‐time equivalent (FTE) Health & Wellness Director at each site, in order to adequately support the students?
The Waimanalo and Maui campuses should be staffed as stand‐alone sites, and staffing should be based on an OBS of 211 for Waimanalo and 128 for Maui.
C.1.B Does the Government expect each site to staff medical positions (i.e., Mental Health Consultant, Trainee Employee Assistance Program, etc.) according to each site's OBS (not cumulative)?
Yes.
C.2.C The On‐board Strength combines both Maui and Waimanalo sites. Please provide a breakdown for each site.
The current OBS for each site is as follows:
Waimanalo: 211 Maui: 128
C.2.D Can the Government provide clarification on the Advanced Career Training (ACT) slot allocation for the contract? Are the 5 slots designated for the main Waimanalo campus only? Or can the Maui satellite campus offer the same opportunity?
The 5 slots designated for ACT are for the Waimanalo campus only.
C.2.D Do the ** by the 0 slots for Retail, Physical and Public Safety, and Homeland Security mean they are captured in the 30 Slots under Security and Protective Services?
Yes.
L.6.H.
Will the Government increase the page limitation for the technical proposal (more than 40 pages) since the Hawaii Job Corps Center includes two sites?
The page limitations have been established by the national office of Job Corps Acquisition Services (JCAS).
They cannot be changed without higher‐level authorization.
NA
Will the Government confirm that Job Corps operators are required to use Kaiser Health Insurance for employees at the Hawaii Job Corps Center due to Hawaii's state regulations?
The Government is not aware of this requirement.
NA
Can the Government provide further detailed information regarding the outreach and placement services that the Hawaii Job Corps Center is required to provide? Which Pacific islands outside the state of Hawaii and the Compact of Free Association (COFA) are involved and specifically fall within the recruitment zone? What are the expectations for the contractor to work with these islands given their vast locations with limited connectivity, etc.?
The geographic recruiting region for the contract includes Palau, Marshall Islands, Guam, Micronesia, and American Samoa. However, there are no specific arrival goals associated with these regions.
C.2.D Can the Government confirm that the Career Technical Training (CTT) offerings and slots are correct? In comparison to the CTT‐10 report from July 2021, there are a few differences.
The CTT offerings in the solicitation are correct.
G.9 Will the Government share the pandemic‐adjusted goal? Will this goal be considered in meeting the 3‐month grace period?
Please prepare your proposal based on the current RFP requirements. The national office will issue guidance regarding performance if it changes due to COVID‐19 and the resulting distance learning.
