Section B.1 and Section F.5 (Deliverables)
On page 6, an arrival goal of 400 is referenced and on page 21, under Deliverables, 420 is listed. Please clarify if the expected arrivals are 400 or 420.
Section B.1 will be amended to reflect expected annual arrivals of 420 students.
Section B Introduction
The Government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. Does the incorporation include the BMP?
Yes, the Business Management Proposal will be incorporated into the contract.
C.1.B Shall the contractor’s proposed staffing reflect the revised wellness staffing requirements outlined in PRH Change Notice No. 20-05, issued April 16, 2021?
Yes, the offeror’s proposed staffing should reflect the revised Wellness staffing requirements outlined in Job Corps Policy and Requirements Handbook (PRH) Change Notice No. 20-05.
C.1.C.2
The contractor is requested to provide basic healthcare, counseling, and other support services as required by the ePRH.
Are all these same services expected given the current COVID-19 pandemic and remote learning environment? Or are these services going to be adjusted given the remote learning status of Job Corps students? If there are changes, will the Government provide further details of what those expectations will be?
All the same services required of a Job Corps residential program are expected to be provided. Details concerning the impact of the coronavirus on center operations will be presented as the situation unfolds. As changes and modifications to exisitng PRH requirements have not been fully determined and established, offerors should be flexible and agile in meeting the mission of the program.
C.2.D Please clarify the slots for Other Training Programs (OTP) in Advanced Manufacturing is correct. The current center CTT-10 report lists the trade as 24 slots compared to 10 slots in the RFP.
The Other Training Programs (OTP) in Advanced Manufacturing will have 10 slots.
G.9 With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the Government expect to adjust monthly price given the current situation?
Please prepare your proposal based on the current RFP requirements. The National Office will issue guidance regarding performance if it changes due to COVID-19 and the resulting distance learning.
Attachment J-1 (Price Detail Template)
Please clarify how the Government would like the formula in Attachment J-1 (Price Detail Template) to work as it relates to FAR 52.217-8 (Option to Extend Services). The formula currently includes Phase Out as a part of the pricing for Option Year Three, which is not consistent with Section B / Pricing Schedule.
Section M.1 / Factor 4 (Price) states: "The evaluators will calculate the total evaluated price for each offeror, which will include CLINS XX02, XX03, XX04, XX05, for the base period and all option periods at the 100% OBS, and CLIN 3009 to consider the proposed price for Phase-Out."
Attachment J-1 (Price Detail Template)
Attachment J-1 does not include the NTE amounts listed in Section B.2 (Pricing Schedule). Will the J-1 be revised or should these values be added?
The offeror may copy the NTE amounts from the Pricing Schedule in the solicitation to the Price Detail Template.
Attachment J-6
The RFP specifies that a Subcontracting Plan is not required for total small business solicitations. However, the J-6 was included. Please specify whether or not the J-6 is required for submission.
Section L.7 / Factor 4 / d. states: "Small Businesses should note that while a subcontracting plan is not required, Offerors should provide a listing of any major subcontracts that are anticipated." Attachment J-6 may be used for this purpose.
Attachment J-9 (Facility Survey – Volume 1)
The executive summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these are to be fixed through Construction, Rehabilitation, and Acquisition (CRA) funding, Equipment, and/or Career Technical Skills Training (CTST) funding rather than through Center Operations funding? If some of the above issues are to be fixed through Center Operations dollars, can the Govt. identify which items those will be and provide further insight for contractors?
Yes, building repairs are made with Construction, Rehabilitation, and Acquisition (CRA) funding. However, preventative maintenance is the center operator's responsibility and Operations funds are to be used for preventative maintenance activities.
Attachment J-16 (Service Contract Labor Standards)
Please confirm the correct Wage Determination. The Wage Determination listed in the RFP is even numbered (No. 2015-5474, Dated 7/1/2020). Conversely, should the Wage Determination be the odd numbered Wage Determination No. 2015-5473, Revision Number 12, Dated July 20, 2021?
Attachment J-16 will be amended to reflect "Wage Determination No. 2015-5473, Revision Number 12, Dated July 20, 2021."
Attachment J-23 (Utility Cost Trend)
Would the Government please provide more utility information relating to the Fred G.
Acosta Job Corps Center? Are there any costs for utilities outside of electricity, gas, and water (i.e., wastewater, propane, fuel oil, and sewer)?
There are no other utility costs outside of what was reported for electricity, gas, and water. The amounts reported for water are for both water/sewer.
Attachment J-23 Attachment J-23 provides center utilities from Job Corps Program Year 2014-2018.
Could the Government please update the tables to include Program Years 2019 and 2020?
Utility Costs for 2018 and 2019 were provided to offerors already. Utility costs for 2020 will not be provided due to COVID-19 and suspension of operations.
Section L.7 / Factor 4.a.4. & Attachment J-28)
Item 4.a.4 requests the Professional Staff Compensation Plan; however, the J-28 appears to have all staff positions included. Please clarify the staff to be included.
Pleaes include the staff in Attachment J-28.
Section L.7 / Factor 4.a.4. & Attachment J-28)
For positions that are split between multiple departments, does the Government expect the Estimated Proposed Salary (Annual Salary) to be calculated based on the full-time equivalent (FTE) or as if the position is 1.0 FTE? For example, a 1.0 FTE position is split between Academics and Career Technical Training (CTT) with an annual salary of $50,000. Would contractors enter a 0.5 FTE for Academics and CTT, respectively, with an annual salary on each line of $25,000 (0.5 of the $50,000 annual salary)?
The offeror will determine how to calculate salaries that are split between multiple departments.
Section L.7 / Factor 4.a.4. & Attachment J-28)
Where subcontracted medical services are provided by a subcontracted vendor, do contractor’s still need to list an annual salary and fringe benefits?
No, the offeror does not need to list an annual salary and fringe benefits where medical services are provided by a subcontracted vendor.
Section L.7 / Factor 4.a.4. & Attachment J-28)
Outreach & Admissions / Career Transition Services (OA/CTS) positions are listed at the bottom of the tab entitled "Staffing Calculator Center," which ties to the link in the Staffing Summary tab. The OA/CTS positions are also listed on the tab entitled "Staffing Calculator OACTS." Can the Staffing Calculator OACTS tab be eliminated, or does the U.S. Department of Labor want the positions listed in both places?
The tab entitled "Staffing Calculator OACTS" cannot be eliminated. Please list all positions in the tabs provided.
Section L.7 / Factor 4.a.4. & Attachment J-28)
It does not appear that there is a formula to sum subcontracted OA/CTS positions (Cell C335 on the Staffing Calculator Center tab and Cell C27 on the Staffing Calculator OACTS tab). Furthermore, Cell C339 does not appear to sum properly. In Cell C340, there are no National Training Contractor (NTC) staff lines within the worksheet to summarize. Should offerors insert the total number of NTC staff in this cell? Should offerors correct Attachment J-28, or will a revised J-28 be distributed?
Offerors may correct Attachment J-28 accordingly.
Section L.7 / Factor 4.a.4. & Attachment J-28)
The J-28 template combines prime and subcontractor staffing. Is the prime responsible for reporting both, or should the subcontractor(s) submit separately?
The prime contractor is responsible for reporting both.
Section L.7 / Factor 4.a.4. & Attachment J-28)
Typically, contractors submit the Price Detail Template (Attachment J-1) as part of the Business Management Proposal as well as a separate Excel worksheet. Would U.S.
Department of Labor (DOL) prefer the J-28 be treated the same way, or would DOL prefer it only be submitted in Excel?
Section L.6.H (b) states: "Files with computations should be submitted as (E)xcel files and can be separate attachments." If Attachment J-28 is a file with computations, it can be submitted as a separate Excel file.
Attachment J-28 The Staffing Calculator Center and Staff Calculator OA/CTS tabs have prefilled full-time equivalents (FTEs). Will DOL be releasing a blank J-28 for bidders to list their proposed FTEs?
Offerors may correct Attachment J-28 to list their proposed full-time equivalent positions.
Attachment J-4 (Staffing Chart) and Attachment J- 28 (Staff Compensation Plan)
These documents are very similar in design. Can bidders submit one document, Attachment J-28, to provide all information as requested in only one document.
Please submit Attachments J-4 and J-28 as two separate documents.
Section L.6.H (b) Please confirm for this solicitation, bidders are to return the following as Excel files: J-1
– Pricing Detail, Pricing Schedule, J-28 Staff Compensation Plan, and J-6 Subcontracting Plan Summary Sheet.
Section L.6.H (b) states: "Files with computations should be submitted as (E)xcel files and can be separate attachments." If the Pricing Detail, Pricing Schedule, etc.
are files with computations, they can be submitted as separate Excel files.
Section B.2 (Pricing Schedule)
The Grand Totals for the base period, option period one, option period two, and option period three each have the sum of the NTE amounts. Please confirm this is an error and the grand total should be the sum of all CLINs as listed on each period of performance.
The Grand Total amounts for each contract period should include the not-to-exceed amounts for the capital costs (Construction, Rehabilitation, and Acquisition; Equipment;
and Career Technical Skills Training).
Attachments J-12 (Utilities and Fuel Usage) and J-23 (Utility Cost Trend)
Attachment J-12 states the Job Corps Program Year (PY) 2017 utilities total was $342,100 and $338,390 for Program Year 2018. Attachment J-23 lists $348,399 for PY17 and $306,787 for PY18. Please confirm what number offerors should use to create the most accurate budget.
Disgard Attachment J-12 (Utilities and Fuel Usage) and use Attachment J-23 instead. Attachment J-23 has been updated to reflect utility cost data for Job Corps Program Years 2016 - 2020. Attachment J-23 is now called "Center Utilities Cost Information by Program Year."
Section L.7 / Factor 4 / a.4 (Professional Staff Compensation Plan)
This section states: "Offerors shall also submit supporting information/data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure." Please confirm that the reference to resources used is adequate. If not, provide an example of supporting information/data to be included.
The resources cited for supporting information/data is adequate.
Attachment J-10 (Electronic Property Management Listing)
Please confirm whether the dishwashers, washers, and dryers are leased or owned property.
The offeror will determine whether to purchase or lease these items.
Sections B.1, F.5 Please clarify annual arrival goal. Section B.1 of the RFP indicates annual arrival of 400 students. Section F.5 indicates annual arrival goal of 420 students.
The correct arrival goal is 420 students.
Sections B.1, F.5 Please confirm there are no other centers recruiting for Fred G. Acosta Job Corps Center.
There are no other centers recruiting for Fred G. Acosta Job Corps Center.
Attachment J-28 Should offerors submit the Excel version of J-28 or should the information be copied and paste into the Business Management Proposal?
Attachment J-28 (Staff Compensation Plan) should be submitted separately as an Excel file.
Pricing Schedule in Section B.2 (Line Item Nos.
0006 & 0008)
Does the center have any Construction, Rehabilitation, and Acquisition (CRA) or Career Technical Skills Training (CTST) projects in progress and will they be completed prior to the transition period? Or what are the projected completion dates?
The Government is unable to determine if all CRA and CTST projects will completed prior to the transition period. There are no projected completion dates available at this time.
Attachment J-10 (Electronic Property Management Listing)
The Electronic Property Management Listing shows $57,000 in excess property. Will this be removed before the start of the contract?
Yes.
Attachment J-12 (Utilities and Fuel Usage) and Facility Planning Report (Vol. 1)
Which document reflects the accurate cost for utilities that should be used in preparation of the proposal?
Please use Attachment J-23 (Center Utilities Cost Information by Program Year).
G.2 (Fees); G.3 (Invoice Requirements)
Please confirm small business contractors will continue to be able to invoice twice a month for all contract line items.
The contract type is firm fixed price. The contractor shall bill once a month for the applicable Contract Line Item Numbers (CLINs) and the management fee as delinated in the pricing schedule.
H.18 (Closeout Package)
Please confirm contractors will no longer be required to obtain a final indirect cost rate under the firm fixed price contract.
A final indirect cost rate is not required under a firm fixed price contract.
H.8 (Wage Comparability)
Executive Order 14026 (Increasing the Minimum Wage for Federal Contractors):
• requires federal contractors to pay a $15 minimum wage;
• is currently under proposed rulemaking for public commentary;
• will be implemented by U.S. Department of Labor’s Wage and Hour Division through issuance of regulations by November 24, 2021;
• is not required to be in solicitations until January 30, 2022; and
• is to be implemented into new contracts and into existing contracts by all agencies on March 30, 2022, when the option year is exercised on those existing contracts.
Given the facts above and the period of performance of the resultant contract, should wages be proposed that will increase the price and factor in this $15 per hour minimum wage? Or should Executive Order 14026 not be factored in and not be included in wages and price proposed?
If Executive Order 14026 is not included in the wages/price proposed, can the successful offeror expect to receive, through a contract modification, additional contract value and funding for an equitable adjustment request submitted after contract award that brings wages up to this new $15 minimum wage?
Since the increase in minimum wage is currently under proposed rulemaking and has not been implemented, offerors should propose under the current requirements for minimum wage. If the minimum wage is increased at a later date, the contractor may submit an equitable adjustment request.
Attachment J-16 Please confirm the correct Service Contract Act Wage Determination should be No.
2015-5473. The Wage Determination number (2015-5474) in the solicitation cannot be found on the website provided.
Please use Wage Determination No. 2015-5473.
Attachment J-26 Please provide a copy of the supplemental information. The current file looks like inventory.
The information provided is correct.
Attachment J-28 When using actual salaries for each position on the Staff Compensation Plan, is the offeror to average the annual salaries when the FTE is greater than 1?
The offeror may average the annual salaries. If averages are used, please explain this methodology in the proposal.
Attachment J-5 No programs are listed on the J-5 attachment. Please identify the trades eligible for Career Technical Skills Training (CTST) funding.
Please refer to the page 2 of Appendix 508 in the Policy and Requirements Handbook (PRH), which lists the training programs that are eligible for CTST funding.
Attachment J-28 Would the Government please provide a list of professional employee labor categories that are to be considered “professional” or provide a FAR clause reference definition such as FAR 22.1102?
Please refer to FAR 22.1102.
