About this file
This document provides an amendment to a request for proposal for the operation of the Cascades Job Corps Center. The amendment clarifies that pilot students at the center are enrolled in existing college or career technical training programs, and the successful offeror must provide the same support services to pilot students as to other students. It also confirms that a grease interceptor has been installed at the center and that a third-party evaluator conducts the pilot program evaluation. Recommendations from a prior facility survey have not been completed except for moss removal from roofs. The standard form 1413 is not required to be submitted with proposals but must be returned upon contract award.

Amendment 4 Page 2 of 2 Solicitation No. 1605JW-21-R-00001
1. The solicitation indicates a pilot program that has been discontinued at Cascades Job Corps Center. Please detail which departments are anticipated to participate in the identified duties and for what time period (i.e., how many months).
All pilot students are expected to be separated from the program by June 2022, but the evaluation has no established end date. For direct student services, pilot students are either enrolled in college or in established center trades. The successful offeror would be required to provide the same support to pilot students as to any student enrolled in college or Career Technical Training. The only deviation is for tracking pilot student progress, which is tracked in Canvas (not Central Information System). For the evaluation, the Government expects requirements to be low impact as the center would only need to respond to intermittent requests for information.
2. The solicitation references “pilot program evaluators.” Who are the pilot program evaluators?
A third-party evaluation of the pilot program at the Cascades center is conducted by designated U.S. Department of Labor evaluators. These individuals are not attached to the Job Corps program.
3. The solicitation indicates a pilot program has been discontinued at Cascades Job Corps Center. Please provide additional detail about the specific requirements associated with this statement: “work with current pilot students to complete their program.”
Pilot students are either enrolled in college or in established center trades. The successful offeror would be required to provide the same support to pilot students as to any student enrolled in college or Career Technical Training. There are no specialized requirements other than continued use of Canvas and TeacherEase (not Central Information System) when tracking pilot students’ progress.
4. Please confirm that Attachment J-8 (Standard Form 1413) is not required to be submitted with the offeror’s proposal but should be returned upon contract award.
Standard Form 1413 doesn’t need to be submitted with the proposal.
5. Please provide a general update of the recommendations on Page 12 of the Facility Survey (Volume 1, Part 1).
The grease interceptor has been installed. All other areas are the responsibility of the facility lessor. These other areas are not the responsibility of the Government or the center operator. To date, only moss had been removed from roofs. No other recommendations have been completed.
