RFP Section Question(s) Answer(s)

Sec C, Page 10

OA NEAP TERRITORY: According to page 10, the recruitment territory is Central Virginia, South Central, Capital Region, Crater Area and Hampton Roads Workforce Development Areas (WDAs). However, the NEAP Territory on the Job Corps webpage identifies the VARZ01 OA territory to include the Greater Peninsula, Bay Consortium, Northern Virginia and Alexandria/Arlington WDAs. Please confirm that the OA territory is just the WDA’s identified on Page 10

The solicitation has been updated. Please see the Workforce Development Area’s identified on Page 10 which will reflect the new recruitment zones and information for the Old Dominion JCC Operations with OA/CTS, and the Flatwoods OA/CTS services.

Sec C, Page 11 Please confirm that the training slots for the OTP (Construction, Advanced Manufacturing) trades are full-time slots.

No, these are not full-time slots. The training slots for OTP Construction are basic level CTT offerings; as such, they fall under a 2:1 student/staff ratio. The OTP in Construction slot level has recently been decreased from 5 to 4, with an overall slot decrease from 291 to 290. The revised CTT chart is included in this amendment.

Please confirm that the training slots for Advanced Career Training are full-time slots.

Yes, training slots for ACT programs are full-time slots and fall under the 1:1 student/staff ratio.

Please confirm the total arrivals for this RFP. Section B on Page 3 states 600 arrivals. Section F on page 17 states 766 arrivals.

Please confirm that the arrival goal is 766 students.

Section F has been revised to reflect updated information and arrival goals for this requirement.

Facility Survey Please provide the current status of proposed National Projects 3873, 3867 and 3540 listed in the April 2017 Facility Planning Report.

The center currently does not have any National Projects;

however, there are major renovation projects currently occurring in Building 4, to include: roof replacement, HVAC upgrades, mold remediation, interior renovations, and window replacements. These are all being completed as design-build Center projects.

Page 4 - 7 Please confirm the dates in Section B.2 need to be corrected. We believe they don’t carry forward properly from the base period to Option 1, etc.

Section B has been updated.

RFP No. 1630JE-21-R-000012 Old Dominion Job Corps Center

Shall the contractor’s proposed staffing reflect the revised wellness staffing requirements outlined in PRH Change Notice No. 20-25, issued April 16, 2021?

Yes, all staffing levels should be aligned with current PRH requirements and PRH Change Notice 20-05 which covered the Changes to the Health and Wellness staffing requirements.

Please clarify the CTT Trades listed in Section C.2.C. for the Career Technical Training Programs are correct. The RFP includes the OTP in Advanced Manufacturing, whereas the current CTT trade offering does not.

Yes, they are correct. The training slots for OTP Advanced Manufacturing are basic level CTT offerings; as such, they fall under a 2:1 student/staff ratio.

Page 60 J-12

Would the Government please provide more utility information relating to the Old Dominion Job Corps Center?

Are there any costs for utilities outside of Electricity, Water, Wastewater, Propane, Fuel Oil, and Natural Gas?

The solicitation includes a summary of utility costs with the exception of the Waste Water Treatment Plant. The Center uses Petrus Environmental Services Inc. as the contractor for the Water Treatment Plant. Current costs are $10,621.38 per month, but this does not include repairs and service which are billed separately as needed. The commercial hourly rate for repairs is $85; emergency response for after normal duty hours or weekends is $125 fee.

Regarding J-19, please clarify whether the contractor is responsible to pay the rent on the lease between The Missionary Servants of the Most Holy Trinity and the Department of Labor.

The center operator is not involved with lease payments. Any lease fees are paid directly from the Department of Labor to the Lessor.

Due to no site visit, will the Government please provide more information regarding the facility? (More than just the facility survey – i.e., videos, more photos, any areas of large concern, etc.)

Survey states the following, “Shenandoah Dormitory, in the ground level of Building 1-Wing 3 is remotely located from the other dormitories and was vacant at the time of the December 2016 survey.” Is the Shenandoah Dormitory in operation? If so, what is the capacity of the dorm?

The center has a Sewage treatment plant. It states that the center uses a contractor. We did not see the operations costs for the plant? Please furnish the costs to operate this service/utility.

Due to the age of the facility, there are many facility issues, including the need for several roof replacements. Please refer to the Job Corps recruitment website for some pictures and videos of the center (www.jobcorps.gov).

This dormitory remains closed and is not in use.

The Center uses Petrus Environmental Services Inc. as the contractor for the Water Treatment Plant. Current costs are $10,621.38 per month, but this does not include repairs and service which are billed separately as needed. The hourly rate for repairs is $85; emergency response for after normal duty hours or weekends is $125.

Can the government confirm that the CTT offerings and slots are correct as stated on page 11. In comparison to the CTT-10 report from April 2021, there are a few differences.

Please refer to previous responses for questions 2 and 8.

Outreach and Admissions goals stated on Page 3 are 600, while the Annual Arrival Schedules on pages 17-18 reflect a total of 766 arrivals. Please clarify which OA goal is correct

Section F has been revised to reflect updated information and arrival goals for this requirement.

The workforce development areas listed on page 10 of the RFP appear to exclude some workforce development areas (e.g., Northern Virginia, Alexandria/Arlington) listed on the NEAP map.

Without these areas, recruiting the number of expected arrivals will be much more difficult. Please confirm the NEAP map is correct.

The solicitation has been updated. Please see the Workforce Development Area’s identified on Page 10 which will reflect the new recruitment zones and information for the Old Dominion JCC Operations with OA/CTS, and the Flatwoods OA/CTS services.

11. THIS ITEM ONLY APPLIES TO AMENDMENTS OF SOLICITATIONS
13. THIS ITEM APPLIES ONLY TO MODIFICATIONS OF CONTRACTS/ORDERS. IT MODIFIES THE CONTRACT/ORDER NUMBER AS DESCRIBED IN ITEM 14.
