This document is Attachment 5 to a Request for Quotation (RFQ) for Gift Appraisal/Consulting Services issued by the Executive Office of the President (EOP). The attachment requires contractors to complete a statement addressing Executive Order 14173, which focuses on ending illegal discrimination and restoring merit-based opportunity. Contractors must certify their compliance with federal anti-discrimination laws by responding to three specific questions: 1) confirming compliance with federal anti-discrimination laws is material to government payment decisions, 2) certifying they do not operate DEI programs that violate anti-discrimination laws, and 3) acknowledging that compliance does not impact lawful employment preferences for veterans or individuals protected under the Randolph-Sheppard Act.
