1 INTRODUCTION AND OVERVIEW
1.1 Introduction
The organizational identification for this contract is the Federal Aviation Administration (FAA) Logistics Center (FAALC), the organizational code is AJW-L and is aligned under FAA’s Technical Operations (AJW-0) Line of Business. FAALC provides a multitude of logistics and maintenance services for the FAA National Airspace Systems (NAS) and other government customers. FAALC services include but are not limited to centralized Maintenance, Repair and Overhaul (MRO) of NAS Equipment, Supply Chain Management, Logistics Support Services, and operation of the FAA’s only Centralized Distribution Center. The FAALC also provides logistics and maintenance services for other Government agencies such as Customs and Border Protection (CBP) systems and U.S Forest Services. NAS products that are supported by the FAALC include Radar Surveillance, Automation, Communications, Power, Navigation and Landing Systems.
1.2 Background
The FAALC is establishing indefinite delivery/indefinite quantity (IDIQ) contract requirements for Engineering and Logistics Support services that will supplement our current government workforce as necessary to meet fluctuating customer demand for a broad range of systems and services. This services contract provides FAALC flexible options to meet expanding and contracting workload requirements for professional engineering and logistics services in support of maintenance, repair, and overhaul (MRO) activity, and services required by Inter and Intra Governmental services and parts agreements. FAALC is a Franchise Fund organization that requires recovery of all costs associated with parts and services. This contract provides Engineering and Logistics support services exclusively for organizations within the FAALC located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK.
The Contractor shall implement and manage all services listed in this Performance Work Statement (PWS) as designated in Individual Task Orders by Labor Category and individual contract employee.
1.3 Performance of Work
This Performance Work Statement (PWS) sets forth the requirements and conditions for Engineering Services and Logistics Support Services. The services shall be provided to the Groups/Product Divisions within the FAALC. The FAALC Groups/Product Divisions provide technical support and supply support to the FAA National Airspace System (NAS) field facilities and other government agencies. The NAS work to be performed is primarily in support of aircraft navigation, landing, lighting and weather systems, surveillance equipment, automation and communications systems and technical data. Other Government agencies such as CBP and U.S. Forest Service require support for equipment of similar technical complexity.
To accomplish the work effort specified in this PWS the contractor shall provide a wide variety of engineering and logistics support personnel. The contractor shall perform the services identified in this PWS in accordance with defined task orders from a designated FAA Technical Lead.
1.4 Definitions
Contracting Officer (CO) The person authorized to act on behalf of the Government to negotiate and award contracts and modifications thereto, and to administer contracts through completion or termination. Except for certain limited authority delegated by the CO to a technical representative, the CO is the only individual with the authority to direct the work of the Contractor.
Contracting Officer’s Representative (COR) The Government representative responsible for technical content of the contract and any subsequent task(s). This person will be responsible for monitoring Contractor’s performance and will be involved with modifications or changes to the contract or Statement of Work, Program Reviews, and over-all Contractor’s performance. The COR will be assisted by designated FAA Technical Leads within the FAALC for individual task order tailoring within the designated labor category scope for specific work performance requirements.
2 GENERAL REQUIREMENTS
2.1 Government/Contractor Relationship
The services to be delivered by the Contractor to the Government are non-personal services. No employer-employee relationship will exist between the Government and the Contractor and/or between the Government and the Contractor’s employees. At no time shall the Government supervise Contractor personnel. Furthermore, FAA personnel will in no way be involved directly in the process of hiring, selecting/non-selecting, work assignment, work related awards or discipline, approving work schedules/absences, labor-management issues, career planning, or compensation for any individual working or with potential to work under this PWS. FAA personnel are not authorized to participate in interviews or screening of resumes for the purpose of selecting personnel to work under this PWS. Any suspected or actual incident of FAA personnel being involved in these processes must be reported to the Contracting Officer.

The services to be performed by the Contractor for this acquisition are non-personal services. No employer-employee relationship will exist between the Government and the Contractor and/or between the Government and the Contractor’s employees.
2.1.1 Interference with Contractor Performance
In the event anyone other than the CO/COR instructs the Contractor to perform or cease work, the Contractor shall immediately report the unauthorized instruction, including the name of the person directing the work performance or stoppage, to the CO/COR.
2.1.2 Subcontracting
The Contractor shall not enter into subcontract agreements without approval of the Contracting Officer. All subcontracts shall include the identity of the subcontractor, the extent of the work, the reason for subcontracting, and the extent of competition in selection of the subcontractor. At no time shall the subcontractors name be used in communication with the Government.

and any employees that are under the management of sub-contractors.
2.2 Contractor Employee Supervision
The Contractor shall designate appropriate and sufficient supervisory personnel to meet task requirements. The Contractor shall provide day-to-day supervision of all contract personnel including, but not limited to, work assignments, performance monitoring, payroll records, leave approval, and monitoring, etc. At no time will contractor personnel be supervised by FAA personnel. Government assistance will be available to provide technical and policy guidance through the assigned COR and designated FAA Technical Leads authorized by the COR and identified in the Task Orders.
2.3 Period of Performance
The contract shall consist of one (1) year base period of performance, plus four (4) one-year option renewal periods.
2.4 Place of Performance
The contract is to be performed at the FAALC facilities located at the Mike Monroney Aeronautical Center (MMAC), 6500 South MacArthur Blvd, Oklahoma City, Oklahoma.
Temporary travel to designated NAS or other government sites may be required for specific task order assignments with return to FAALC facilities following each trip.
2.5 Observance of Legal Holidays and Administrative Leave
Generally, the Contractor shall not be required to work, nor will payment be made by the Government for holidays and administrative leave. The Contractor shall be responsible for paying their employees in accordance with the applicable Department of Labor wage determinations, to include overtime, at all times.
The Government observes only the holidays listed below:
a. New Year’s Day, January 1
b. Martin Luther King’s birthday, the third Monday in January
c. President’s Day, the third Monday in February
d. Memorial Day, the last Monday in May
e. Juneteenth Day, June 19
f. Independence Day, July 4
g. Labor Day, the first Monday in September
h. Columbus Day, the second Monday in October
i. Veteran’s Day, November 11
j. Thanksgiving Day, the fourth Thursday in November
k. Christmas Day, December 25
l. Any other day designated by Federal statute, executive order, or presidential proclamation.
When any such day falls on Saturday, the preceding Friday is observed and when any such day falls on Sunday, the following Monday is observed.
The Contractor will not be paid for hours not worked under the T&M contract line-item number (CLIN) of this contract. No Telework is authorized for Federal holidays regardless of position eligibility to Telework.
2.6 Facility Closures
Local determinations relating to adverse weather conditions, national emergencies, energy conservation, MMAC/Organizational determinations, etc., may require the Center to close. During such periods of closure, when Contractor employees are not permitted to work at the center, the following conditions shall apply:
The contractor will not work at the FAALC facility when the FAA MMAC is closed. Depending upon the specific Task Order associated with the position, if the position is Telework eligible, Telework may be authorized by the FAA. If the position is not Telework eligible, the Contractor will not be paid for hours not worked under the T&M contract line-item number (CLIN) of this contract.
In the event of inclement weather or other unanticipated closures the Contractor is directed to consider the following ways to find the FAA MMAC Status.

2.7 Hours of Operation
Contract employees will have a fixed 8-hour day ranging from 6:00 am to 6:00 pm. The shift will be specified by the requiring organization. Contract employees may be required to work outside of the normal duty hours. When overtime work is required, it must be approved in advance by the requiring organization and Contracting Officer Representative (COR). Exceptions to the 8-hour fixed schedule will be coordinated with the Contract Manager, COR, and the requiring organization.
Normal FAALC hours of operation are 6:00 a.m. to 6:00 p.m., Monday through Friday, excluding federal holidays. The Contract Manager shall ensure that sufficient Contractor employees are present to accomplish the work in accordance with the PWS and other terms and conditions of the contract during the hours 6:00 a.m. – 4:30 p.m., which is considered prime operating hours. Extended hours of work may be required during the week or on weekends to meet priorities. The requiring organization will inform the COR when Contractor will be required after normal duty hours or on weekends to accomplish assigned tasks. The COR will approve any overtime requests from the requiring organization in advance. The COR will notify the Contractor of the approved overtime request by the requiring organization. The Contractor shall not perform work in any FAALC facility location without the presence of an FAALC Technical Lead. The Contractor’s work schedule shall be changed only upon prior written approval of the COR.
The Contractor shall provide on-call Contract Manager emergency support twenty-four hours per day, seven days per week in response to high priority field requirements or any other emergency https://my.faa.gov/org/centers/mmac/employee_services/center_status.html situations. The Contractor shall provide a letter of designation to the CO/COR with names and phone numbers of the primary and alternate Contract Manager emergency points of contact. The Contractor shall respond to any inquiry or problem within two hours of initial contact. The points of contact list will be updated by the Contractor as required.
2.8 Telework
Telework is a work arrangement that allows an employee to perform work, during any part of regular, paid hours, at an approved alternative worksite (e.g., home, telework center, etc.). The Government may request that the Contractor implement Telework procedures under certain conditions, therefore the Contractor must have established Telework Agreements in place with their employees. Upon award, the Contractor telework agreement must be submitted to the FAA CO for review and documentation of compliance with Government safety and property guidelines. The Contractor telework agreement should be submitted annually to incorporate updates as necessary. The Contractor is responsible for their employees, labor hours, assignments, and government property while in telework status. The Government may terminate the Telework Agreement with the Contractor in whole or in part at its discretion.
Unscheduled telework is when a FAA Technical Lead approves through the COR a contractor’s request to telework from a telework- ready employee on a non-telework day due to emergency related conditions (e.g., inclement weather, building closures, or other agency announced emergencies). The process for requesting unscheduled telework of Contractor employees is as follows:
The Government request will be coordinated with the COR and the Contractor Manager The request will identify the unscheduled telework condition (e.g., inclement weather, building closures or other agency announced emergencies)
The request will identify what Contractor labor category is eligible for telework (NOTE: FAA defines eligible positions/assignments as those which require/have equipment and access to work off-site, with instructions for documenting assignments)
The FAA Technical Lead will identify tasks and approve the deliveries for the specific telework date, time, and tasks
In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure the Government’s mission-critical operations stay operational during times of National Emergency or Incidents of National Significance. If applicable, prior to task award, the COR(s) must identify to the Contractor that the task requires a continuity of critical services and at what level those services must be delivered. This Mission- Critical task shall include a filled-out AMS Clause 3.2.1.5-4 “Continuity of Services – Mission Critical Contracts.”
All scheduled or unscheduled telework will be at no additional cost to the Government.
2.9 Travel
Extensive contract employee travel may be required. A Speed Memo showing a complete breakdown of all travel charges shall be provided and must be approved in advance by the requiring organization and COR. All Speed Memo/Vouchers shall be invoiced within
30 days after travel has been completed.
Allowable reimbursements on travel costs shall be in accordance with AMS Clause 3.3.2- 2 “Reimbursement of Travel and Subsistence.” Contractor shall travel when required to complete tasks as indicated in individual task orders.
2.10 Training
Section 4 (TASKS/ REQUIREMENTS/ QUALIFICATIONS) of this PWS specifies the level of education, training, and experience necessary to perform the work assigned to the contractor.
These requirements are established as guidelines to be used in the selection of employees. The contractor shall provide employees that meet these requirements at the time of employment. The contractor shall track and maintain records of each employee’s training and education.
Contract employees will be required to complete FAA unique requisite training necessary to deliver the services identified in Section 4 (TASKS/ REQUIREMENTS/ QUALIFICATIONS), of this PWS. The contractor shall track and maintain records of each employee’s training and education and shall be made available to the CO/COR upon request.
Prior to attending any FAA-sponsored training, all support Contractors are required to submit the “Support Contractor Authorization – FAA Sponsored Training” form to the COR with final approval by the CO. Reimbursement of Government-paid training costs shall be required if a contractor employee does not remain in the position for one (1) year from the date of training.
When approved by the FAA, contract employees may or shall (depending on the type of training) complete Agency sponsored training considered beneficial to the Agency.
Typically, this would include sexual harassment, violence in the workplace, race relations, security, safety, environmental, etc. This FAA unique training is typically provided via electronic delivery through the FAA’s electronic Learning Management System (eLMS).
Individual contractor employees will require access to this system for completion of designated mandatory training available in that system.
2.11 Key Personnel
The Contract Manager shall be considered key personnel and as such must be employed with the firm at the time of award and shall be maintained to the maximum extent possible throughout this program. Should changes be necessary, the contractor shall notify the Government in writing of the proposed substitution and provide a copy of their replacement’s qualifications. Implementation of the changes shall be subject to Government approval in accordance with Clause 3.8.2-17 (Key Personnel and Facilities.)
If additional personnel are determined by the government as key to successful completion of the requirements of this contract, they will also be designated as key personnel subject to the provisions of the clause. Resumes shall be submitted detailing the qualifications and experience of key personnel. The Government retains the authority to accept or reject the qualifications of any key personnel.
2.12 Removal of Contractor Personnel
The Government may withdraw a previously issued approval or assignment of Contractor personnel to this contract and request that the individual be removed from the contract based upon the individual not meeting Government expectations or requirements for personal, professional, or performance standards. Requests for removal will be initiated by the COR and provided to the Contract Manager, unless removal is due to a security violation that requires immediate removal from the Government facility.
2.13 Changes to Staffing Levels
The COR may increase or decrease the numbers of assigned Contractor employees in any particular contract labor category or assigned to the contract. Such changes may be caused by funding availability, changes in workload levels, or changes in workload technical requirements.
2.14 Notification of Personnel Change
The Contractor shall provide written notice to the COR via electronic transmission, no later than one workday after any personnel change notifications are received by the Contract Manager. Personnel changes may include resignations, Contractor initiated terminations and Contractor initiated proposed reassignments to a new task order candidate submission allowing opportunity for contractor personnel promotion. The COR will notify the requiring organization regarding continuance of the task order requirement for the position should their existing candidate be approved for fulfilling a different task order requirement.
2.15 Data Collection and Reporting System (DCRS) Tool
Contract employees providing services under this contract are required to enter their hours into the FAALC DCRS (or its replacement system) daily for FAALC to accurately track labor costs per project and provide a baseline for future budget projections as part of the FAALC Franchise Fund oversight process. The Contractor Manager will receive direction on how to access and enter information into DCRS and will assure their staff is:
Entering their time into DCRS daily Entering the appropriate project and task codes for each project as identified by the FAA Technical lead for the individual task order requirement.
2.16 Standards of Conduct for Contract Personnel
All personnel working on this contract must adhere to the FAA Standards of Conduct which include compliance with FAA Accountability Board standards and procedures relating to employee harassment and/or allegations of such behavior. These standards are defined by the FAA Accountability Board and can be found at:

Additionally, Contractor personnel must ensure their work area reflects a professional work environment. General FAALC Housekeeping practices shall be followed for orderly and clean work areas. This ensures surplus items will be stored out of sight and personal effects must be kept to a minimum. Playing music or other noise generators must be kept to a minimum and is allowed only in designated areas.

2.17 Contractor Identification
All contract personnel attending meetings, answering Government telephones, communicating via email, and working in other situations where their contractor status is not obvious to all parties are required to identify themselves as such to avoid creating an impression to members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contract personnel shall be issued a Contractor identification card identifying them as a Contractor employee. The identification card shall be worn while performing services under this contract and at any time the individual is on Government property. Additionally, any assigned workspaces such as cubicles or workstations shall be identified with the Contractor employee’s name and Contractor organization.
2.18 Environmental Considerations
2.18.1 Regulations/Laws
The Government shall comply with all laws, regulations, and standards for environmental programs at federal, state, and local levels. The Contractor shall also comply with all FAA MMAC standards, policies and procedures pertaining to environmental issues. Particular attention shall be given to AC Order 1050.4, Mike Monroney Aeronautical Center Spill Prevention and Response Plan. All environmental protection matters shall be coordinated with the CO and the primary AMP-100 Environmental Coordinator.
2.18.2 Citations
The Contractor will be accountable for violations of environmental laws, regulations, and standards by Contractor personnel. The Contractor shall pay fines and charges for citations and violations of environmental standards when the practices of Contractor personnel are responsible for the penalties.
2.18.3 Handling/Managing Hazardous or Toxic Material
The Contractor shall adhere to all federal, state, local and MMAC safety codes and orders as specified. The Government shall provide necessary equipment to handle/manage hazardous waste/material to include pick up of incoming products at the receiving dock and transport.
The Government is responsible for hazardous waste disposal and will pick up the hazardous waste material for movement to the onsite disposal point. The Contractor shall properly pack and hold the hazardous waste material in appropriate containers in an approved storage location within their functional area pending pickup after providing required disposal documents to COR.
3 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 General
The Government shall provide, without cost, the facilities, equipment, materials, and services listed below. The Government-furnished property and services provided as part of this effort shall be used by the Contractor only to perform under the terms of the resulting contract. No expectation of personal privacy or ownership using any FAA electronic information or communication equipment shall be expected.
3.2 Government Furnished Facilities
The Government shall provide for workspace at the Mike Monroney Aeronautical Center, 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169, or other local Government leased/owned facilities.
a. Facilities. The Government shall provide working space and furnishings for contract personnel consistent with facilities provided to government employees in that work area. The Contractor shall share responsibility for physical security and safety, along with government personnel.
1. There will be joint use of facilities by both Government and Contractor personnel. The Government will provide maintenance on Government-furnished facilities. No alteration to the facilities shall be made by the Contractor without specific written permission from the CO/COR.
2. Facilities are inspected for compliance with the Occupational Safety and Health Act (OSHA). The Government corrects OSHA hazards in accordance with center wide Government developed and approved plans of abatement considering safety and health priorities.
b. Utilities. Contract employees will be provided the same utilities as those provided FAA employees while located at the MMAC. The Contractor shall use Government furnished utilities in a prudent manner.
c. Telecommunications. The Government shall furnish telecommunication services to the work area for official use only.
d. Janitorial Services. The Government shall provide the same janitorial service to the Contractor as provided for MMAC.
3.2.1 Contractor Access to Government Agencies
When working on FAALC assigned projects, contract personnel shall obtain permission from FAALC before visiting other Government agencies or facilities.
Official approvals will be obtained through the Speed Memo process requiring joint approval of the COR and requiring organization. FAALC will provide coordination with the other Government agency focal points as needed for their subsequent approval.
3.2.2 Contractor Access and Operation of FAA Facility Equipment The FAALC shall coordinate Contractor access to FAA facilities. Designated FAA site personnel have the authority to grant access and operate the site equipment.
3.2.3 Restricted Areas
The Contractor shall comply with procedures and instructions for restricted areas and obtain proper security clearances when required. This includes signing into and out of the MMAC after hours at the security office at the Security Command Center building west gate, for access to any FAALC building(s). Names of personnel requiring frequent access to restricted areas shall be provided to the COR/CO.
3.3 Government Furnished Property
The items described in the following paragraphs shall be considered Government furnished property.
The Contractor will be required to provide property management controls to ensure optimum utilization and security. The FAA retains property management authority for all items provided, as well as sole discretion in the placement, movement and removal of all property provided to the Contractor. The Contractor must not remove, relocate, or re-assign Government furnished property without prior approval of the COR. Contractor shall optimize their use of Government furnished property provided. The Contractor shall comply with associated FAA property clauses and contract requirements.
The Contractor shall report all missing or damaged Government property to the CO within one workday of determination that the item(s) is stolen, missing or damaged.
3.3.1 Office Furniture
The Government shall provide workstations, desks, chairs, filing cabinetry, land-line telephones, for Contractor personnel working onsite. Any furnishings provided are at the sole discretion of the Government (e.g., type, model, style, etc.).
3.3.2 General Supplies and Equipment
The Government shall provide basic supplies and materials normally available to Government employees. Some supplies and materials may be purchased by the Contractor. These supplies shall be identified in a Speed Memo to the COR for approval in advance of the purchase. The cost of these supplies and materials shall be reimbursed to the Contractor as a direct cost when approved by the COR.
Certain assigned projects may require special supplies, tools, or equipment. The Government may choose to provide these items or authorize the Contractor to buy them.
Request by the Contractor for reimbursement of supplies and equipment, utilized in performance of this PWS must be pre-approved via the speed memo process and then referenced in the Contractor’s invoice to the Government in the Other Direct cost line item.
Company specific supplies and materials required by the Contractor, (e.g., pre-printed stationary, business cards, and timecards) will not be supplied by the Government nor reimbursed by the Government.
Telephone Usage
Government telephones are provided for use in conducting official business.
Occasionally, Contractor employees are permitted to make personal calls. Examples are as follows:
a. Calls to home or doctor if a contractor employee is injured or becomes sick at work.
b. A brief call to a location within the local commuting area to speak to a spouse or a minor child or those responsible for the child.
c. Brief calls to locations within the local commuting area that can be reached only during working hours, such as local Government agency, bank, or physician.
d. Brief calls to locations within the local commuting area to arrange for emergency repairs to home or car.
Mail/Postage Contractor employees shall not have their personal mail directed to the Government office or use Government-furnished postage, either metered or stamps, for personal benefit.
Convenience Copiers Convenience copiers are to be used to copy material for official Government business only in performance of the required services.
Fax Machines Contractor employees shall not use Fax machines for other than official Government business in support of the required services.
Electronic Mail (E-mail) All e-mail access and use by Contractor employees shall be in support of the individual’s official duties and responsibilities. All information created, transmitted, received, obtained, accessed, or in any way captured electronically using FAA e-mail systems is the property of the Government.
Computers and Internet All Internet and electronic media access accomplished by Contractor employees (utilizing Government-furnished equipment) shall be for official Government business and in support of required services. Use of computer systems for personal use is prohibited.
3.3.3 Computer Hardware and Software
The Government will maintain and distribute all computer equipment and software required to fulfill requirements as requested by the Government under this contract, subject to availability, and based on workload. The Contractor will be required to implement and manage property management controls or procedures.
The Government shall provide the following:
A suitable working environment (i.e., office furniture and administrative supplies).
A Personal Computer (PC) and/or a laptop (under certain conditions if approved by the COR) with access to an appropriate host computer and auxiliary hardware and software required in the performance of this contract.
The respective Group/Product Division will identify and make available required Government property in accordance with contract requirements.
The Contractor shall be directly responsible and accountable for all Government property provided under this contract, including property in the possession or control of a subcontractor. The Contractor shall comply with associated Federal Aviation Administration (FAA) property clauses and contract requirements.
Contractor personnel shall not install, uninstall, move, or make modifications to any hardware or software on computers designated for Contractor individual use located at the MMAC without prior approval from the COR and in coordination with the cognizant government Property Custodian.
The Contractor is responsible for the computer hardware and software required by the Contractor management and administrative personnel.
3.4 FAA Computer Network
All Internet and electronic media access accomplished by Contractor users (utilizing Government supplied resources) shall be consistent with assigned duties and responsibilities or consistent with the official business interests of the FAA. Incidental, non-government use of the Internet and Government-owned computers is permissible if such use does not interfere with official business and involves minimal additional expense to the Government. Such incidental use must not violate any Federal or FAA rules, regulations or policies. All employees are subject to unannounced periodic monitoring to assure that the employee is not engaging in any activity that would discredit the FAA.
Non-permissible use includes, but is not limited to seeking, transmitting, collecting, or storing defamatory, discriminatory, sexually oriented, harassing material; propagating chain letters or broadcasting inappropriate or unsolicited messages; concealing or misrepresenting user identity or affiliation; using FAA resources for commercial purposes, financial gain or in support of outside individuals or entities; engaging in unauthorized fundraising, lobbying or political activities; etc. See FAA Order 1370.79(series), Internet Use Policy, FAA Order 1370.81, Electronic Mail Policy, FAA Order 1370.82, Information Systems Security Program, and DOT H 1350.2, DOT Internet Policy, for further information. Also refer to section 2.16 Standards of Conduct for Contract Personnel and Section 2.10 Training compliance.
3.5 Government Property Physical Security
The Contractor shall be responsible for safeguarding all Government property for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
3.5.1 Data Rights
The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract are Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the CO. All materials supplied to the Government are the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
3.6 Conservation of Utilities
The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions, which preclude the waste of utilities, which shall include:

Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the Contractor or by Contractor employees unless authorized.
Water faucets or valves shall be turned off after the required usage has been accomplished.
Computer equipment shall be powered down during off hours, unless otherwise coordinated with the COR.
3.7 Use of Government Owned Vehicles and Equipment
The contractor may be granted limited use of government vehicles, equipment, and machinery (to include government rented or leased vehicles, equipment, and machinery) in performing the normal assigned tasks or duties stated within the Performance Work Statements and approved task orders at the MMAC and while assigned at temporary duty locations. It is in the best interest of the FAA to allow the contractor limited use of government vehicles and equipment to complete the assigned tasks in a more efficient and effective manner. The contractor will ensure that all said vehicles, equipment and machinery will be operated within all policies and guidelines to ensure safe and efficient operation.
Vehicles may not be used for personal transportation by the Contractor to include lunch breaks, personal errands not related to work under the contract, or as primary transportation of Contractor employees to and from the MMAC.
The contractor is liable for any damages incurred while operating any Government owned/rented vehicles or equipment.
4 REQUIREMENTS/TASKS/ QUALIFICATIONS
4.1 General Requirements
The Contractor shall be responsible for employing qualified personnel to perform the duties defined in this PWS. The Contractor shall only assign personnel to this contract who have the professional experience and other qualifications necessary to perform the tasks required in this PWS. The Contractor must have the personnel, organization, and administrative control necessary to ensure that each task order is completed satisfactorily. If questions arise that the Contractor is using other than qualified personnel, the Contractor shall provide proof that personnel do possess proper qualifications and experience.
Vacant positions must be filled within 60 days from notification of requirement. If the position(s) is not filled within the 60-day requirement see Section 7.5 Services Summary Table for Government remedy.
The Contractor shall provide the engineering and logistics support deemed appropriate by FAALC to accomplish its engineering and logistics support mission.
Work considered inherently governmental will not be assigned to the Contractor.
Work shall include but not be limited to the following areas:

b. Engineering Drawing Preparation, Maintenance, Filing and Reproduction
c. Lean Six Sigma Quality Improvement Support
d. Logistics Specialist Support
e. Management and Program Analyst Support
f. Project Management Support
Work shall include but not be limited to the following types of equipment:

Contractor personnel will have access to similar documentation and information as the Government personnel in the FAALC, except for proprietary information. Work performed under this contract may involve access to information including specifications, engineering and logistics requirements, cost estimates and other sensitive data. The Contractor shall not release or communicate any such information or data, whether verbal or written to any unauthorized personnel. The Contractor shall sign any disclosure/procurement integrity statements, as may be required by the Government.
4.1.1 Government Review of Proposed Contractor Personnel
a. New Personnel. The Contractor shall provide the Government with a resume and any applicable professional qualification documents (i.e., diplomas, licenses, training certificates, etc.) for personnel proposed for assignment to this contract.
The Government shall review submitted documents to ensure that personnel qualifications meet contract requirements. The Government may request additional documentation or clarifications substantiating individual qualifications if deemed necessary. Government approval of individual qualifications is required prior to assignment of that individual to the contract.
b. Incumbent Personnel. Contractor personnel who have been providing services to the FAALC under an existing predecessor contract may be deemed to be qualified to continue providing the same type services in the same labor category as assigned. The Contractor shall submit the name and labor category of such incumbent personnel proposed for assignment to this contract for satisfactory performance. The Government shall approve or disapprove assignment of these incumbent personnel to the new contract.
4.1.2 Waiver of Experience and Qualification Requirements
The Contractor may request the Government to waive mandatory experience and/or other qualification requirements for personnel proposed for assignment to this contract. Waiver requests shall identify the requirement(s) for which the waiver is being requested and provide an explanation of how the requirement(s) have been satisfied by other means. At its sole discretion, the Government may approve or disapprove waiver requests.
4.2 Contractor Manager Support
4.2.1 Contract Manager
The Contractor shall designate a Contract Manager for the contract. The Contract Manager shall be responsible for the management and coordination of the contract. The Contract Manager shall act as the central point of contact with the Government. The Manager shall have the authority to represent and commit the Contractor in dealing with the Government.
The Contract Manager shall be physically located at an established Oklahoma City contract facility or an on-site MMAC facility. The manager may work an alternate work schedule with approval from the FAA. Tasks may include but are not limited to:
a. Central Point of Contract for the CO/COR
b. Developing and maintaining Project management Plan and Monthly
Status/Financial Reports, Quality Control Plan, Transition-In Plan, and Transition-Out Plan.
c. Managing the program for the Contractor.
d. Maintain the appropriate staffing level required by the Government.
e. Provide day-to-day supervision for Contractor’s employees.
f. Notify Government point of contact no later than 30 minutes after shift begins when Contractor employees are not going to report.
g. Coordinate with COR on any OT requirements.
h. Shall notify COR by 8:00 am each business morning status of each contractor employee
(Teleworking, In Office, or On Leave) via e-mail
i. Resolve discipline problems with Contractor’s employees.
Should the Contract Manager be temporarily absent, the Contractor shall designate an alternate in writing to the COR.
4.2.1.1 Contract Manager Qualifications
a. Experience. At least ten years’ experience in managing an engineering and logistics activity and performing supervisory functions. Supervision of the following types of personnel including engineers, engineering support personnel, technical staff including Logistics Specialist, Management and Program Analysts, professional Drafters, Lean Six Sigma professionals, and Project Management Specialists is required. Supervisory experience including recruiting, interviewing, hiring/firing of personnel to ensure the appropriate skills and qualifications are met for the labor categories of this contract is required.
Supervising day to day performance management, resolving workplace problems, providing reports and activity updates, ensuring compliance with policy, and ensuring time accountability of all personnel is required. At least five years personal experience in providing direct engineering support, logistics support or business analysis support for equipment and systems is required. At least two years personal experience in engineering systems/process design and logistics or business support for NAS systems is highly desired.
b. Knowledge. Specialized knowledge of FAA systems, equipment, procedures, and operations is highly desired.
c. Education. A Bachelor of Science degree in Electrical, Industrial or Mechanical Engineering or A Bachelor of Arts degree in Business Administration or Supply Chain Logistics Management is required.
4.2.2 Project Analysis
Project Analysis shall be performed in direct support of the Contract Manager to assist in meeting the administrative requirements for this contract. The Project Analyst’s technical, operational, and functional tasks spectrum includes project control functions using project control and management applications, reporting, analyzing, and documenting activities associated with ensuring the productivity and efficiency of programs, and administrative and management operations. The Project Analyst’s standard individual administrative tasks include providing quality assurance for employee time, timesheet, leave, and training completion; employee performance management; employee compliance with customer organization and company standards; performing other tasks as assigned and demonstrating proficiency, accuracy and attention to detail in assigned duties.
While not all inclusive, examples of tasks to be performed include:
a. Works under the functional/operational supervision of the Contract Manager.
b. Assists the Contract Manager with project administrative tasks and control functions using Company unique applications such as Cost Point, or others as required.
c. Assists Contract Manager in billing processes and invoice generation, submission, and payment tracking.
d. Assists the Contract Manager in generating and providing non-recurring and recurring reports including timekeeping, recruiting, staffing, travel, expenses, etc., and assists in reconciliation activities.
e. Develops variance information producing cost, schedule, and performance data.
f. Develops assessment metrics, compiles actual cost, schedule, and performance data; develops variance information producing cost, schedule, and performance budget forecasts.
g. Develops and manages administrative and management activities schedules and budgets
h. Produces administrative and management reports, presentations, and correspondence.
i. Provides on-site support primarily during standard business hours and/or contractually mandated core hours from 6am – 6pm, Monday through Friday;
provides occasional support outside of core business hours.
4.2.2.1 Project Analyst Qualifications
a. Experience. Shall include scheduling, performing, reporting, analyzing, and documenting activities associated with ensuring the productivity and efficiency of programs, or of administrative or management operations. This includes performing evaluations of actual vs.
