About this file
This is Addendum No. 4 to an Invitation for Bids (IFB26-48R) issued by the Incorporated County of Los Alamos Procurement Division for foundation pier drilling work at the White Rock Substation in New Mexico. The project involves drilling five piers with specific depth and diameter requirements: one 36-inch diameter pier at 10 feet depth and four 48-inch diameter piers at either 17 feet depth below a 48-inch pit or 21 feet depth as an alternative. All piers require caissons due to loose soil conditions, and a utility employee must be present on-site during all work to ensure safety clearance from energized equipment. The work sequencing requires Pier 1 to be drilled first, followed by repositioning of the drilling rig to accommodate the containment pit for Piers 2-5. The County is receptive to alternative logistics suggestions from bidders. Bidders are responsible for providing rebar, rebar cages, and concrete for all piers, with the transformer pad installation occurring after concrete curing. Respondents must acknowledge receipt of this addendum by submitting a signed copy with their bid.
The bid form specifies 11 line items covering pier drilling, steel casing, cylindrical concrete forms, rebar, and concrete components. Bidders must submit total amounts in both words and figures, with discrepancies resolved in favor of the written amount. The bid amount excludes New Mexico gross receipts tax and local option tax but includes all other costs such as bonds, insurance, and profit. The County is required to pay applicable tax separately as a line item on billing and payment requests. The Incorporated County of Los Alamos reserves the right to reduce or add quantities to the contract.

Revision to “Section 1.2 “Summary of Work”
See revised Summary of Work below.
1.2 Summary of Work
Drill 5 Piers in White Rock Substation
All piers will require a caisson to be used due to very loose soil.
All piers can be safely drilled without risk of overhead energized conductors. A utility employee will be required to be on-site during all work to ensure clearance from energized equipment.
Pier 1 will be a 36 inch diameter pier a depth of 10 feet.
Piers 2, 3,4, & 5 will be drilled a depth of 17 feet below a pit that will be 48 inches below the existing surface. These piers will be a diameter of 48 inches and approximately 10 feet apart.
The logistics of access will require Pier 1 to be drilled first. At the completion of Pier 1, the drilling rig must be moved so that the containment pit can be dug for drilling Piers 2-5. As an alternative, Piers 2-5 could be drilled to a depth of 21 feet with a temporary caisson being used for the upper 48 inches that can be removed when the containment pit is dug. Los Alamos County is receptive to suggestions to improve the logistics of the work.
The rebar and assembled rebar cages will be provided by the bidder along with the concrete for each of the piers.
With the transformer pad being installed after the concrete piers have cured.
