About this file

This is an addendum to the Invitation for Bid (IFB26-48R) issued by the Incorporated County of Los Alamos Procurement Division in New Mexico for the Foundation Piers for White Rock Substation ReBid project. The addendum, dated February 11, 2026, addresses three key questions and clarifications from potential bidders regarding the scope of work. The project involves the installation of casing and drilled piers; notably, no concrete reinforcement, rebar, or concrete placement is required as part of this contract. Bidders are required to acknowledge receipt of this addendum by submitting a signed copy of page one with their bid submission. The contact for the procurement is Jeffrey Culin, Procurement Operations Manager, reachable at 505.661-4568 or jeffrey.culin@losalamosnm.gov.

The addendum clarifies that spoils from over-excavation and drilled pier operations may be left on site and spread around, with another party responsible for equipment and spoil movement. Regarding casing specifications, the design engineer did not specify steel casing wall thickness; however, the casing must maintain a 48-inch inside diameter and be capable of keeping holes open for 2 to 3 days. No specific American certification requirement or casing type designation (I.D. versus O.D. pipe) is mandated by the design engineer. These clarifications indicate a straightforward drilling and casing project with minimal material specifications, allowing bidders flexibility in certain technical aspects while maintaining basic performance requirements.

Modification and/or Question Answers

Question

Can the spoils from the over excavation to get grade down to the top of pier and spoils from the drilled piers be left on site and spread around or do they have to be hauled off site and disposed of?

Another party will be there with equipment to move the spoils.

Question

Is there any Casing recommendations / specifications? Such As Wall thickness and does it have to have American certifications? and is the casing to be I.D or O.D Pipe.

The design engineer did not specify the thickness of the steel casing. These holes will not be open very long, but the casing is expected to keep the hole open for 2-3 days. The diameter is expected to be 48 inches I.D.

Question

All you want is casing and drilled piers, no rebar reinforcing or concrete to be placed in drilled pier at this time, is that correct?

Correct. No concrete work will be part of this project.
