AFD: Dog Care Services for the Northern District of Florida Solicitation Number: 15M50018QA4400013

Questions

Reference- Attachment 3 states that proposals are due on Tuesday, February 6, 2018 by 2:00 pm EST and questions are due NLT Monday, February 12, 2018 by 4:00 pm EST.

Q. Can the Government validate these dates? Questions due 6 days after proposal submission and any later responses are not helpful for proposal purposes since you have already submitted your bid at this time.

A. The dates were inadvertently transposed. The correct dates should read, all questions with respect to the solicitation must be submitted in writing no later than Tuesday, February 6, 2018 and proposals are due on Monday, February 12, 2018. An amendment to the solicitation will be posted.

Reference- Statement of Work- paragraph 2) Definitions and terms- f) Disposal Transport Fee.

Q. Contractor had previously used this CLIN to offset cost of transport and transfer to adoption facilities. Will this CLIN now be solely used for euthanasia? Is there a CLIN where labor and travel related to transfer can be allocated?

A. For this solicitation, the “Disposal Transport Fee” is only to be used for euthanasia. It cannot be used for any other purposes (example: travel related to transfer is not allowed).

Charges for transportation of a dog may be considered on a case-by-case basis with COR pre-approval using the Transportation CLIN if necessary.

Reference- Statement of Work- paragraph 3) Contract requirements, a) Operational plan footnote, states if no dogs are identified contract will bill based on original planned number of dogs for transport.

Q. Can the Government explain what is authorized if the number taken is less than the scheduled amount (i.e. planned for 70 dogs and only 40 are picked up)? Would the full billing at the 70 dog rate still apply?

A. No, this is to be used only if there are NO dogs seized on the day(s) scheduled as per the original plan. If there are dogs seized on the day scheduled, contractor shall bill only for the amount of dogs handled.

Reference- Statement of Work- para 9) Disposal. Dogs surrendered on site are billable for kenneling services for 20 days. Dogs surrendered after returning to contractor facilities are billable for 5 days.

Previous solicitation statement of work provided- Once dogs have been relocated and into the kenneling process, the USMS will pay for the daily kennel rates and/or veterinarian for an additional 30 days. The start date of kenneling will be the date on the surrender form. If the surrender form is not provided to the contractor on the day of the surrender than the date the contractor receives the form from USMS will be the beginning of the 30 calendar days. After the end of the 30 days, the USMS will no longer pay for any future services except spay/neuter/euthanasia which will be on a case by case basis. Any and all storage fees shall be based on a monthly rate, pro-rated if the dogs are entered into kenneling post the 20th of the month.

Q. The short 5 day authorized kenneling care for surrenders once on contractor site is very problematic. The previously authorized 30 days allowed for deliberate planning and adoption networking. With only 5 days to do this, the contractor must take on all associated costs to still conduct a humane adoption process (assess, socialize, medical procedures such as spay/neuter, network, and rehome) or operate a more cost effective model that leans heavily on euthanasia.

Will the Government please consider extending the 5 day period?

A. No, the Government cannot consider extending the 5 day period for this solicitation.
