Amendment 0001:

a. The purpose of this Amendment is to:

(1) Provide responses to questions received from interested parties:

QUESTION #1: Is it possible to get a complete Tally Sheet that includes all task cards and titles from CAMP? One that is inclusive of the individual C-Check task card numbers and titles.

RESPONSE: Individual Tally Sheets are included in the respective work packages provided on the USB drive.

QUESTION #2: After reading through the RFQ, we have found nothing directing us to price material for the Routing package. I understand we are to include any tools, consumables, and free stock. Are we required to price material, i.e. air, oil, hydraulic filters, o-rings, packings, pre-draw?

RESPONSE: The Contractor is only responsible for submitting a firm fixed price for all labor associated with each corresponding task. All air, oil, hydraulic filters, o-rings, packings, and pre-draw items will either be provided by JPATS or purchased by the maintenance provider. If the on-site COR determines it is best to have the maintenance provider purchase any parts or supplies, JPATS will reimburse the maintenance provider under CLIN 0002.

QUESTION: Is it possible to get a Layout of the Passenger Area (LOPA)?

RESPONSE: Current LOPA is attached.

(2) Change the Aircraft Induction Date from July 20, 2021 to July 7, 2021. As a result of this, the required delivery time is changed from 35 calendar days to 45 calendar days.

ADDENDUM TO FAR CLAUSE 52.212-2, EVALUATION – COMMERCIAL ITEMS.

A. General.

Award will be made to the Offeror whose quote pursuant to the RFQ is determined to be in the best interests of the Government.

The Offeror’s compliance with those minimum standards is a prerequisite to an affirmative determination of responsibility as defined by Section 9.104-1 of the Federal Acquisition Regulation.

B. Evaluation – Commercial Items

The Government will award a purchase order resulting from this solicitation to the responsible Offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors shall be used:

(a) Technical (Technical Capability, Delivery Schedule)

(b) Experience

(c) Past Performance

(d) Price mailto:Arlene.carlson@usdoj.gov mailto:arlene.carlson@usdoj.gov

4 | P a g e

Factor 1 – Technical:

Factor 1A – Technical Capability – The Government will determine if the Offeror has the proper certifications with the appropriate ratings for the JPATS Boeing 737-400 aircraft and that their facility is located within the contiguous United States (CONUS).

Factor 1B – Delivery Schedule – The Government will evaluate the proposed workflow schedule of the heavy maintenance check against the required delivery schedule based on an induction date of July 7, 2021. JPATS requires all work to be completed within 45 calendar days;

however, technical capability preference will be given to Offerors who propose an earlier completion timeframe.

Factor 2 – Experience:

As previously described above in the instructions, experience reflects whether the Offeror has performed similar work before. Therefore, the Government will evaluate the extent and relevance of the Offeror’s experience in providing aircraft heavy maintenance services similar in size, scope and complexity. In other words, the Government will review whether the Offeror has performed similar work, the frequency it performed such work, and for how long it has performed such work.

Factor 3 - Past Performance:

Past performance is a measure of the degree to which an Offeror as an organization has satisfied its customers. Although the U.S. Marshals Service cannot guarantee that it will contact all of the references, it will make a reasonable effort to contact them to inquire about: 1) the Contractor’s ability to deliver the aircraft heavy maintenance services in a timely manner and on schedule, 2) the quality of Contractor personnel, 3) the responsiveness of the Contractor to customer needs and concerns, 4) the Contractor’s ability to estimate costs accurately and to stay within budget, 5) the Contractor’s business behavior and commitment to customer satisfaction, and 6) the Contractor’s technical and management capabilities. In other words, for this factor, the government will assess how well the Offeror performed such work and the Offeror’s likelihood of success based on their past performance.

Factor 4 - Price Evaluation:

The Government will conduct a price evaluation. The quotes will be evaluated on the basis of price reasonableness. This evaluation may include but is not limited to a comparison of the proposed price with the prices proposed by other Offerors; the Government’s estimate;

consideration of current prices being paid for the same or similar services; current market conditions, as well as other relevant measures. The Contracting Officer anticipates that the competitive nature of this procurement will establish a fair and reasonable price.

C. Basis for Award: The evaluation of offers will be in accordance with FAR Part 12 and in conjunction with the policies and procedures for solicitation and award prescribed in FAR Part 13, in order to select the responsible contractor whose offer, conforming to the solicitation, represents the best value to the government. Unless all Offerors’ offers are rejected the

5 | P a g e

Government will issue a purchase order from this Request for Quote (RFQ) to the responsible Offeror whose offer, conforming to this requirement, is determined to be the best overall response, price and other factors considered.

D. Best Value and Award Determination – The U.S. Marshals Service contemplates the award of a contract to the Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In determining which offer represents the best overall value, the Government will consider Technical (Technical Capability & Delivery Schedule), Experience, Past Performance and Price.

For award purposes, the Technical Evaluation Factors (Technical Capability & Delivery Schedule), Experience and Past Performance, when combined, are equally important to price.

The best value determination will be made as follows:

The total evaluated price will be the determining factor for award where two or more quotes are considered substantially technically equal. That is, where the government determines that the technical factors and past performance of each Offeror are NOT significantly different among competing quotes, then the quote with the lowest evaluated price will be selected for award.

If the Government determines that there are significant technical differences between the capabilities of two or more Offerors, then a more expensive offer may be selected for award where the Government determines that the value of the selected quote is worth the price differential.
